Consumer sentiment and consumer confidence are related but different survey indexes. In U.S. economic reporting, “consumer sentiment” usually means the University of Michigan’s Index of Consumer Sentiment, while “consumer confidence” usually means The Conference Board’s Consumer Confidence Index. They can rise or fall in different months because they ask different questions, use different samples and collection methods, cover different time horizons, and calculate their indexes on different scales.
Neither index is a direct count of household spending, income, employment, or gross domestic product. Each measures what surveyed households say they believe about their finances and the economy. To interpret a reading, identify the publisher and exact series, compare it with that series’ own history, and read the survey’s question mix before drawing conclusions.
The short answer: two labels, two U.S. indexes
Everyday writing often treats sentiment and confidence as synonyms. That is reasonable when describing a general mood, but it is misleading when discussing U.S. economic data. The University of Michigan and The Conference Board publish separate monthly measures that are built from different questionnaires and methods.
| Feature | University of Michigan sentiment | The Conference Board confidence |
|---|---|---|
| Common name in news reports | Index of Consumer Sentiment | Consumer Confidence Index |
| Main emphasis | Household finances, expected economic conditions, and buying conditions | Present business and labor-market conditions, plus the six-month outlook |
| Collection method described by publisher | Monthly interviews of a national household sample | Monthly online survey conducted by Toluna |
| Typical monthly sample information | About 1,000 interviews and approximately 50 core questions | Current index description does not state an equivalent interview count in the supplied information |
| Geographic scope | U.S. households excluding Alaska and Hawaii | Use the publisher’s current survey documentation for the applicable sample definition |
| Index scale | Its own index construction; raw values are not Conference Board units | 1985=100 benchmark |
The practical rule is simple: say “Michigan sentiment” or “Conference Board confidence,” not “the consumer confidence number,” unless you have already identified the series.

What consumer sentiment measures
Michigan’s three subject areas
The University of Michigan Survey Research Center organizes its core questions around personal finances, business conditions, and buying conditions. This makes the sentiment survey especially useful when the question is how households view their own financial position or whether they think it is a good time to make a major purchase.
Personal-finance questions ask respondents to evaluate their current situation and prospects. Business-condition questions address the economy more broadly. Buying-condition questions capture whether households believe conditions are favorable for purchases, rather than simply asking whether they feel optimistic.
The Expectations Index within the Michigan system
Michigan also publishes an Index of Consumer Expectations. Its questions address three horizons: consumers’ own expected financial prospects, near-term expectations for the general economy, and long-term expectations for the general economy. A single monthly report can therefore contain information about both a household’s immediate finances and its view of economic conditions further ahead.

Each monthly Michigan survey contains approximately 50 core questions and conducts about 1,000 interviews. The sample is designed to represent U.S. households excluding Alaska and Hawaii. The Surveys of Consumers began in the late 1940s, operated quarterly through 1977, and have been conducted monthly since then. That long history is useful for judging whether a current reading is unusually high or low, but it does not make Michigan values interchangeable with another index’s values.
What consumer confidence measures
The Conference Board’s present-conditions component
The Conference Board separates its Consumer Confidence Index into present conditions and expectations. Present assessments concentrate on business and labor-market conditions: how respondents see the current availability of jobs and the state of business conditions. This is a different lens from Michigan’s stronger emphasis on household finances and buying conditions.

The six-month expectations component
The Conference Board’s expectations questions ask about the next six months. That fixed horizon matters. A respondent can be satisfied with current job availability yet cautious about the next six months, or worried about current conditions while expecting improvement soon. The resulting index is not a direct substitute for Michigan’s combination of personal-finance, near-term, and long-term questions.
Online collection and the index base
The Conference Board describes its monthly Consumer Confidence Survey as an online survey conducted by Toluna. Its current index page reports the series on a 1985=100 basis. A value near 100 therefore means something relative to that benchmark, not “100 percent confidence” and not 100 units of the Michigan index.

Different results are normal, not evidence that one organization made a mistake. A Federal Reserve Bank of New York comparison explains that the surveys use different questions and methodologies. Michigan’s historical methodology also notes that its questions use different comparison periods and evaluative criteria from Conference Board questions.
Question wording and subject matter
Small changes in wording can change what a respondent considers when answering. A question about a household’s financial prospects invites a different response from one about business conditions or the labor market. Buying-condition questions add another dimension: respondents may feel financially secure but still judge current prices or financing conditions unfavorable for a purchase.
Time horizons
Michigan combines current and expected personal finances with near-term and long-term economic prospects. The Conference Board puts current business and labor conditions beside a six-month outlook. If households expect a downturn beyond six months, Michigan’s longer-horizon questions may weaken while the Conference Board’s short outlook remains steadier. The reverse can also occur.

Samples and survey modes
Michigan’s survey is designed around a representative household sample and reports about 1,000 interviews per month. The Conference Board uses an online survey conducted by Toluna. Online and other collection modes can produce different response patterns, and sample design affects which households are represented. Differences in mode and sampling are therefore part of the signal, not technical footnotes to ignore.
Index construction and scales
The Conference Board’s 1985=100 benchmark and Michigan’s separate construction produce different numerical units. A Michigan reading of 70 is not “30 points below” a Conference Board reading of 100 in any meaningful cross-index sense. Even when both series move in the same direction, compare their percentage changes or historical positions only within each series, not by subtracting the raw levels from one another.
News can reach households differently
The same event can affect personal finances, job expectations, business assessments, and purchase plans by different amounts. For example, a change in gasoline prices may alter a family’s budget immediately, while a strong labor-market report may improve views of current job availability without changing whether a household thinks it is a good time to buy a durable item. The questionnaires are designed to capture those distinct reactions.
How to compare Michigan sentiment and Conference Board confidence
Use the following process whenever two monthly readings appear to conflict.
- Match the release month. Confirm that both numbers describe the same month rather than comparing a preliminary reading from one month with a final reading from another.
- Identify the publisher and series. Write down “University of Michigan Index of Consumer Sentiment” or “The Conference Board Consumer Confidence Index.” Do not rely on a headline that says only “consumer confidence.”
- Check the direction. Determine whether each index rose or fell from its previous reading. Direction is more informative than comparing unrelated raw levels.
- Place each reading in its own history. Ask whether the value is high or low relative to that index’s historical range. Michigan’s long-running series began in the late 1940s; the Conference Board series uses its own historical record and 1985=100 benchmark.
- Read the component breakdown. For Michigan, look at personal finances, business conditions, buying conditions, and the expectations measures. For the Conference Board, separate present conditions from the six-month expectations component.
- Match the time horizon. Note whether the relevant question concerns today, the next six months, one year, or a longer period. A mismatch can explain an apparent contradiction.
- Check survey method and sample notes. Record that Michigan reports about 1,000 interviews and excludes Alaska and Hawaii from its household sample, while the Conference Board describes an online Toluna survey. Methodological differences limit direct comparisons.
- Keep the units separate. Treat the Conference Board’s 1985=100 scale and Michigan’s index as separate measures. Never combine their levels into one ranking or average.
Which index answers which question?
| If you want to know… | Start with… | Why |
|---|---|---|
| How households view their own financial prospects | Michigan | Its core coverage and Expectations Index explicitly include personal finances. |
| Whether consumers think buying conditions are favorable | Michigan | Buying conditions are one of its three broad subject areas. |
| How people assess current business conditions and labor markets | The Conference Board | Its present-conditions framework centers on those assessments. |
| How households see the economy over the next six months | The Conference Board | Its expectations component uses a six-month horizon. |
| Near-term and long-term general-economic expectations | Michigan | Its Expectations Index includes both near-term and long-term general-economic prospects. |
| A direct measure of actual spending or GDP | Neither | Both are perception and expectation surveys, not transaction or national-account data. |
Can confidence be low while spending is still strong?
Yes. A low survey reading does not guarantee that spending has fallen. The indexes record reported attitudes and expectations; they do not count purchases. Households can express concern about the economy while continuing to buy necessities, replace an essential item, use existing savings, or spend because current income and credit access still permit it. Conversely, people can report optimism while postponing purchases if prices, financing terms, or personal circumstances make buying unattractive.

This is why a survey release should be compared with realized behavior rather than treated as a forecast that must come true. If a confidence or sentiment index drops, the defensible statement is that surveyed perceptions became less favorable. A claim that retail spending, employment, or GDP will fall requires separate evidence.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to read a monthly release without overclaiming
Verify preliminary versus final status
Some monthly releases distinguish an early or preliminary estimate from a later final reading. Label the status exactly when reporting the number. Do not present a preliminary value as the final result, and do not compare release dates without checking which version each number represents.
State the month and publisher
Use wording such as “the University of Michigan Index of Consumer Sentiment for [month]” or “The Conference Board Consumer Confidence Index for [month].” The month and publisher prevent readers from confusing two similarly named statistics.
Include the index base where relevant
When citing The Conference Board value, note that the series is reported on a 1985=100 basis. Michigan’s value should be described as a Michigan index reading, not converted into the Conference Board scale.

A headline number can hide an important split. A fall in Michigan sentiment may come from weaker buying conditions or personal-finance expectations. A change in Conference Board confidence may reflect present labor-market assessments, six-month expectations, or both. Identify the component before explaining the result.

Common mistakes and how to fix them
- Mistake: calling one series “the” consumer confidence index.
Fix: name the publisher and exact index every time. - Mistake: comparing raw levels across the two series.
Fix: compare direction and each index’s position in its own history. - Mistake: treating sentiment as a spending total.
Fix: describe it as a survey indicator of perceptions and expectations; use spending data for spending claims. - Mistake: ignoring the question horizon.
Fix: state whether the measure concerns current conditions, six months, near-term prospects, or longer-term expectations. - Mistake: overlooking survey mode and coverage.
Fix: note Michigan’s household sample design and reported interview count, and the Conference Board’s online Toluna method. - Mistake: assuming divergence means bad data.
Fix: check wording, comparison periods, samples, collection mode, and component emphasis before judging either result. - Mistake: claiming a fall guarantees weaker spending.
Fix: say only that surveyed attitudes became less favorable unless separate behavior data support a spending conclusion.
A practical example of divergence
Imagine a month in which households feel that their own finances have deteriorated and that major purchases are less attractive, while they still see jobs as available today. Michigan could weaken because its personal-finance and buying-condition questions capture that pressure. The Conference Board’s present-conditions measure could hold up because labor-market assessments remain favorable.
Now reverse the situation: current job availability appears less secure, but respondents expect conditions to improve over the next six months and do not report a large deterioration in their own finances. The Conference Board’s present component may fall while its expectations component cushions the overall index. Michigan could move differently if its buying and personal-finance answers are steadier. Neither outcome is contradictory; each reflects the survey’s design.
What the long histories do—and do not—tell you
Michigan’s series, initiated in the late 1940s and monthly since 1977, provides a long record for studying changes in household attitudes. The Conference Board also publishes a long-running monthly confidence measure. Long histories allow analysts to ask whether a reading is unusual for that particular series and to study how perceptions changed during past episodes.
They do not make the series’ levels directly comparable. Historical longevity cannot erase different questionnaires, comparison periods, samples, collection modes, or index calculations. Use each history as an internal yardstick, not as a common ruler shared by both indexes.
The decision rule for readers and analysts
When an article, market note, or dashboard cites “consumer sentiment” or “consumer confidence,” first expand the label to the publisher and series. Next identify the month, release status, component, time horizon, sample, and index base. Then ask what household perception the result actually captures and whether the claim being made goes beyond a survey of attitudes.
For personal finances, buying conditions, and mixed near- and long-term expectations, Michigan is usually the more relevant starting point. For present business and labor-market assessments and a six-month outlook, The Conference Board is usually the more relevant starting point. For actual consumer behavior, consult direct spending or income measures instead of either sentiment index.
