Businesses can connect separately governed blockchain networks without merging them or handing a central intermediary control of them. The key is to define what may cross each network boundary, who authorizes it, and what evidence the receiving network must verify under its own rules. Standards can help structure identities, data, proofs, and messages, but they do not choose the right design for a particular collaboration.

What interoperability means for enterprise networks

Interoperability is the exchange of information between distinct blockchain systems and the ability to use that information across them. IEEE Standards Association defines it in IEEE 3205-2023 as “the ability of two or more blockchain systems or applications to exchange information and to mutually use the information that has been exchanged.” The standard record describes protocols for distributed identity, metadata, on-chain proof transformation, and cross-chain communication. IEEE lists the standard as active; it was published on April 28, 2023. IEEE Standards Association, IEEE 3205-2023.

That exchange does not require combining the networks into one ledger or giving one party authority over all participants. Hyperledger Cacti describes a network as “an independent self-governing system” that can choose to interoperate when needed. In practice, each participating network can retain control over its membership, internal processes, and the information or assets it makes available to others. Hyperledger Cacti, “Design Principles”.

This is a design principle, not a guarantee that every connector or deployment preserves control. The participating organizations still need to agree on governance, permitted disclosures, identity recognition, verification, and operational responsibilities.

Where control lives inside a permissioned network

Hyperledger Fabric illustrates how technical configuration can embody consortium governance. Its documentation describes a blockchain network as infrastructure that provides ledger and smart-contract services to applications. Multiple organizations may form a channel, whose configuration records participating organizations and decision policies. Channel policies govern permissions and can be changed subject to organizational agreement. Hyperledger Fabric, “How Fabric networks are structured”.

Identity and membership

In Fabric, certificate authorities issue X.509 identities, and Membership Service Providers map certificates to organizations. Policies can then assign permissions and decision roles to those organizations. For an inter-network arrangement, the broader lesson is to make identity mapping explicit: a receiving network needs a defined basis for recognizing an organization or actor from elsewhere, rather than assuming that an identity trusted on one network is automatically trusted on another.

Transaction approval

Fabric chaincode endorsement policies specify which organizations must endorse transactions for them to be accepted. This illustrates how a consortium can encode approval requirements in policy. It does not mean that endorsement alone establishes the truth of a claim from another network; the recipient must separately determine what evidence it requires for external information.

Separate collaboration scopes

Fabric organizations can participate in more than one channel, and each channel maintains a separate ledger. That can support distinct collaboration groups within a Fabric deployment. Channels are a Fabric-specific mechanism, not a universal feature of distributed-ledger systems, and they do not by themselves solve interoperability between independently governed networks.

How to make cross-network trust explicit

A cross-network message creates a trust question: why should the receiving network accept the information or asset it is being shown? Cacti’s design guidance recommends assessing required trust assumptions and assurances before choosing an interoperability mechanism. It favors verifiable proofs that the receiving network can evaluate under a verification policy it defines and collectively enforces, rather than relying only on an intermediary’s assertion. Hyperledger Cacti, “Design Principles”.

This does not prescribe one proof format or verification architecture for every use case. It makes the responsibility clear: the recipient’s governance must establish what counts as acceptable evidence, who can change that rule, and how the rule is applied. The source network, in turn, controls what data or assets it exposes and can set rules for accepting information or assets from other networks.

Keep privacy and least privilege across the boundary

Interoperability should not turn access on one network into automatic access to another network’s data. Cacti’s principles emphasize confidentiality, network control of exposed data and transactions, and minimizing trust in central coordinators. Each participating network should make its own rules for remote interaction and for accepting external information. Hyperledger Cacti, “Design Principles”.

For a business process, start with the minimum information the other network needs, not with the assumption that the full source record should be shared. The participants then need to align that disclosure with their access policies and determine what the recipient can verify from what is actually disclosed. Technical standards and interfaces can structure an exchange; they do not replace the organizations’ decisions about confidentiality or applicable legal and regulatory constraints.

What standards can—and cannot—settle

Standards can provide shared structures for parts of an interoperability design, such as identity, metadata, proof transformation, interfaces, and communication. Their scope can help teams discuss how independently governed networks exchange and interpret information. A standard does not, by itself, decide which parties should be trusted, what data may leave a network, or what assurance a recipient should require.

  • IEEE 3205-2023: IEEE’s active standard record describes protocols for distributed identity, metadata, on-chain proof transformation, and cross-chain communication. This is the scope stated on the IEEE Standards Association record, published April 28, 2023; teams should consult the standard itself for its detailed requirements.
  • ITU-T F.751.23 (03/2025): The ITU publication record identifies identity management, cross-DLT transaction interfaces, governance mechanisms, and DLT-to-off-chain interoperability among its topics. Those details are limited to the publication record; consult the recommendation before relying on specific technical clauses. ITU-T F.751.23 publication record.
  • Enterprise Ethereum Alliance DLT Interoperability Specification, Version 1.0: The publication record dated September 19, 2024, says the specification aims to establish a framework for secure, efficient interoperability for enterprise applications. The record alone does not establish detailed requirements; review the full specification before attributing particular mechanisms to it. Enterprise Ethereum Alliance specification record.

Choose a design by its control and operating requirements

There is no source-supported universal architecture or performance winner. The cited materials provide platform documentation, design principles, and standards records—not a cross-platform benchmark or total-cost comparison. Use the following questions to assess candidate designs against the collaboration you actually need:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Governance and membership: Who can join, approve changes, set verification policy, and revoke access? Are those decisions made by each network or delegated elsewhere?
  • Data control and privacy: What information crosses the boundary, who receives it, and how does the exchange honor the source network’s access rules?
  • Cross-network assurance: What evidence travels with a message or asset? Can the recipient verify it under a policy it controls?
  • Identity and standards: How will organizations and users be recognized across networks? Are identity, data, contract, API, and message formats aligned?
  • Coupling and resilience: Does the arrangement preserve the networks’ independence? What happens to the business process if a connector or coordinating service is unavailable?
  • Operational impact: What changes are required in protocols, applications, security zones, and existing operations?

Cacti recommends loose coupling, standards for contract and data interfaces, portable identity, network APIs, protocol behavior, and messaging formats. It also advises minimizing changes to existing protocols and operations. These are project design principles, not certification criteria or proof that a particular implementation will meet them. Hyperledger Cacti, “Design Principles”.

A practical sequence for planning an integration

  1. Map the collaboration. Document the business event, data, or asset that must cross networks, the parties involved, and the recipient’s intended use.
  2. Identify each network’s decision-makers. Record who governs membership, access, policy changes, and approval on each side. Do not assume that authority in one consortium extends to another.
  3. Set disclosure and identity rules. Define what can be exposed, to whom, and how the recipient will identify the relevant organization or user.
  4. Agree on evidence and verification. Specify what proof accompanies an exchange and how the receiving network’s authorized participants decide whether to accept it.
  5. Choose standards and interfaces to fit. Evaluate relevant identity, metadata, data, contract, API, and messaging formats against the requirements; do not select a standard as a substitute for deciding governance.
  6. Review operational and legal constraints. Determine the changes required to existing systems and responsibilities, and assess legal and regulatory requirements separately. The technical sources cited here are not legal advice.

The resulting design should make clear which network controls each decision and what happens at the boundary. Whether a specific implementation meets those goals depends on its configuration, governance, and operations; the standards and design guidance cited here do not establish a universal guarantee.
