Yes, you can connect CCTV to a phone without Wi-Fi, but the right method depends on whether you mean no Wi-Fi signal, no Wi-Fi router, or no internet at the camera site. For local access, compatible equipment can use Ethernet and a wired local network. To view cameras from somewhere else, the camera or recorder needs an internet connection at its location, supplied by wired broadband or, where supported, a cellular router.
First, clarify what “without Wi-Fi” means
Wi-Fi is only one way to connect devices to a network. Ethernet can link a camera or recorder to a router or switch, and some supported phones can connect to network equipment through a wired Ethernet adapter. Neither option automatically provides internet access.
- No Wi-Fi signal, but a wired network is available: Local viewing may work if the phone and CCTV system can communicate on that network and the app supports it.
- No Wi-Fi router: Certain supported systems allow a direct wired phone connection for setup or local access. Compatibility depends on the phone, camera or recorder, and app.
- No internet at the camera site: You may still be able to view locally, but you cannot use a remote internet-based service to see the camera from elsewhere.
- No fixed broadband, but remote viewing is needed: A cellular router may provide site internet, subject to coverage, data service, and CCTV-system compatibility.
Choose the route that matches your situation
| Connection route | Wi-Fi needed? | Can work without site internet? | Best suited to | Key condition |
|---|---|---|---|---|
| Phone wired to supported camera, recorder, or router | No | Yes, for supported local setup or access | On-site configuration or viewing | Compatible phone Ethernet support, RJ45 adapter or dock, and CCTV/app support. TP-Link documents this for supported VIGI devices: TP-Link VIGI Ethernet setup. |
| Phone and recorder on the same wired LAN | No | Local access may work | On-site viewing or configuration | Ethernet-connected recorder and router or switch, plus compatible app behavior. See the model-specific Honeywell HN35 networking guide. |
| Recorder has internet; phone connects remotely using a supported P2P app | No Wi-Fi radio is inherently required at the recorder if its internet connection is wired | No | Remote viewing from outside the site | Internet at the recorder site, compatible P2P service and app, and service reachability. See Hanwha’s P2P instructions. |
| Cellular router at the site plus supported P2P access | No fixed broadband or Wi-Fi service is inherently required | No; cellular data supplies internet | Remote viewing where fixed broadband is unavailable | Coverage, data plan, network compatibility, and P2P support. INSTAR documents one specific scenario using a mobile router: INSTAR’s LTE router FAQ. |
Connect CCTV to your phone locally without a Wi-Fi router
Use a supported Ethernet connection
Some phone-and-camera combinations support a direct wired setup. TP-Link documents connecting a phone to supported VIGI equipment using a USB Type-C docking station with an RJ45 Ethernet port. Its instructions cover Android and iOS, but the method is not universal: check the supported VIGI models and confirm that your phone and app support Ethernet before buying an adapter.
Recommended Free Tools
In the VIGI workflow, connect the phone and device by Ethernet as specified in the manufacturer’s instructions, enable Ethernet on the phone, then use the VIGI app to discover or configure devices on the local network. An adapter provides a physical connection only; it does not give the camera site internet or enable viewing from elsewhere.

Use a wired LAN for an NVR
If you have a router or network switch but no wireless signal, an Ethernet-connected recorder can still be part of a local network. The Honeywell HN35 quick networking guide, revision A dated March 2022, describes connecting specified HN35 NVRs to a router or switch by Ethernet and distinguishes local network access from remote WAN access. The exact app steps and whether a phone can discover the recorder locally depend on the recorder model and its supported software.
What a direct cable does—and does not do
A cable can establish a local network path, but it does not make every camera compatible with every phone. Check that the camera or NVR has the needed Ethernet port, that the phone can use Ethernet with its adapter, and that the manufacturer’s app supports discovery or viewing over that connection. Do not assume that plugging the camera into a phone’s adapter is a supported configuration unless the manufacturer documents it.

Connect when there is a router but no wireless signal
If the recorder and phone can reach the same local network through Ethernet, use the maker’s local discovery or IP-address instructions. A LAN can work without internet for local communication; internet is a separate connection used for remote access and online services.
Some setup flows use Ethernet temporarily even when the camera is designed for Wi-Fi. Amcrest documents Ethernet as a secondary setup method for compatible Wi-Fi cameras: connect the camera to the network by cable and keep the phone on the same network during setup. That procedure applies to the compatible Amcrest devices and app described in its Ethernet Wi-Fi setup instructions; it is not a general method for all CCTV cameras.

View CCTV remotely using mobile data
For viewing away from the property, the camera or recorder needs an internet path at the site. Your phone can use mobile data while the recorder uses wired broadband or a supported cellular router. A local Ethernet connection alone cannot carry video from the site to a phone elsewhere.
Use a supported P2P service
Some manufacturers provide a P2P function in their mobile apps. Hanwha describes its P2P feature as a cloud service for compatible recorders, supporting live video, search/playback, and bookmarks. It can simplify remote setup without requiring multiple port-forwarding rules, DDNS, or a static public IP, but it still depends on the recorder reaching the service over the internet. Hanwha warns that network or ISP restrictions and incorrect internet settings can prevent P2P from working. Follow the current instructions for your exact model and app; another brand’s P2P steps may differ. See Hanwha’s P2P setup guide and its alternative viewing methods article, updated January 7, 2026.

A cellular router can supply internet to the camera-site network, allowing supported remote access through a compatible P2P service. This depends on local cellular coverage, the router and carrier network, the data plan, and the CCTV system. INSTAR describes P2P use with a mobile internet router without a fixed IP, but its FAQ uses older 3G/UMTS terminology; it is a documented model-specific possibility, not a current carrier or product recommendation. The same FAQ notes that DDNS access over mobile internet is unlikely in that example.

Troubleshoot the connection by separating local and remote access
Start by identifying where the failure occurs. If the app cannot see the recorder while both are on the same local network, investigate the wired connection, local addressing, and device/app compatibility. If local access works but remote P2P does not, focus on the recorder’s internet connection and the remote service.
Quick Recap
- Confirm the exact model and supported app: Check the camera or NVR manual for local viewing, Ethernet setup, and remote access support.
- Check the physical path: Verify that the camera, recorder, router, or switch has the required Ethernet ports and that the cable and phone adapter are supported.
- Check phone Ethernet support: For the documented VIGI method, use a USB-C RJ45 docking station and enable Ethernet on the phone as instructed.
- For P2P offline status, check site connectivity: Confirm the recorder can reach the internet and review its subnet mask, gateway, and DNS settings. Hanwha identifies these settings as relevant to P2P connectivity.
- Do not treat a QR scan as proof of connectivity: It can identify a device, but remote viewing still requires a functioning compatible service and network path.
- Do not make port forwarding the default fix: Some P2P services are designed to avoid manual port-forwarding setup. Hanwha describes manual port routing as a possible fallback when P2P is unavailable, not a universal first step.
- Secure the recorder: Use a strong, unique password for the recorder and its account rather than reusing a password from another service.
