An “electric shock for controlled release” generally means a conducted energy weapon (CEW), also called a conducted energy device (CED), used by law enforcement to temporarily incapacitate someone or cause pain intended to gain compliance. It is a use-of-force option, not a risk-free way to restrain someone. The law, permitted force threshold, and approved devices depend on the jurisdiction and agency.

What a conducted energy weapon is—and what “controlled release” means

A CEW delivers an electrical discharge. Depending on the device and deployment mode, it may act through probes or direct contact. Its intended operational effect is temporary incapacitation or pain that prompts compliance; the exact effect varies with the device, how it is used, the person, and the circumstances.

“Controlled release” is not a universal legal or medical term that makes a discharge controlled in outcome. A CEW deployment is still force: it can cause injury directly or indirectly, and it does not guarantee that a person will stop moving or comply.

When police may use one

There is no single worldwide rule for when police may use a CEW. In Canada, Public Safety Canada guidance says force must comply with the Canadian Charter of Rights and Freedoms and the Criminal Code, and should be reasonable in the circumstances. It recommends placing CEW decisions within a recognized use-of-force framework and considering de-escalation or other options as appropriate. The guidance is intended to assist Canadian jurisdictions and agencies; they may adopt some or all of its elements, so it is not a universal legal rule.

Whether a particular deployment is lawful or consistent with policy depends on the jurisdiction, agency rules, the perceived risk, and the full circumstances—not simply on whether a person was resisting. For a meaningful comparison between agencies or cases, check:

  • Legal authority and jurisdiction: Which law and agency policy apply?
  • Force threshold: What circumstances permit this level of force, and what de-escalation is expected?
  • Device and mode: Which device and deployment mode were authorized?
  • Warnings and exposure: Was a warning feasible, and how many activations occurred and for how long?
  • Operational hazards: Were probes, a possible fall, flammable materials, or water involved?
  • Aftercare and accountability: What screening, medical response, reporting, and oversight are required?

Warnings, vulnerable people, and repeated activations

Public Safety Canada guidance recommends a verbal warning when tactically feasible: “Where tactically feasible, officers should issue a verbal warning so the subject is aware that a CEW is about to be deployed.” A warning may not be feasible in every urgent situation.

The same Canadian guidance advises against multiple or extended cycles unless a single deployment is ineffective in eliminating risk or allowing officers to gain control. Where possible, it advises against use on a restrained person; someone known to be pregnant, elderly, a young child, or visibly frail; sensitive areas such as the head, neck, or genitals; or a person controlling a moving conveyance. These are recommendations in Canadian guidance, not a complete statement of the rules in every jurisdiction.

Duration and repetition matter because the effects of prolonged or repeated exposure are not fully understood. A 2011 U.S. expert-panel review recommended minimizing or avoiding multiple or prolonged activations. A later UK medical advisory assessment concerning a specific device also emphasized ending a discharge once the desired effect has been achieved.

Is a CEW safe?

“Safe” is too broad a label. The medical evidence does not establish that CEWs carry no risk, and it does not establish the same risk for every device, person, exposure duration, or operational setting.

The National Institute of Justice’s summary of a U.S. expert-panel report issued in May 2011 found no conclusive medical evidence in the literature it reviewed of a high risk of serious injury or death from direct or indirect cardiovascular or metabolic effects of short-term exposure in healthy, non-stressed, non-intoxicated people. The panel did not rule out rare direct lethal effects. It also said evidence was unclear for some potentially at-risk groups and that the effects of prolonged or repeated exposure were not fully understood.

For scale, that NIJ summary reported expert-panel estimates of less than 0.25% (one in 400) risk of death and 0.5–0.7% risk of significant injury in a CEW-related use-of-force incident in the general population. These are estimates reported in a 2011 summary, not guarantees for an individual deployment or current figures for every device or circumstance.

Newer, device-specific evidence should not be mistaken for a population-wide rate. In a study of 22 human volunteers exposed to an eight-second discharge from a particular device with multiple probes on the back, five experienced apnoea during exposure and two experienced syncope at its end. The UK’s Scientific Advisory Committee on the Medical Implications of Less-Lethal Weapons (SACMILL) described these observations as concerning and said the mechanisms were unclear. They are observations from that volunteer study, not estimates of how often such effects occur in the general population.

What happens after someone is shocked?

There is no single after-effect that applies to everyone. The intended effect may be temporary incapacitation or pain, but exposure can also be followed by distress or injury. A person may be hurt by a fall even when the discharge itself causes no serious injury. NIJ’s expert-panel summary identifies risks including falls after muscular incapacitation, falls from heights or slopes, ignition around flammable materials, and drowning in water.

Medical response requirements vary. Public Safety Canada guidance says medical help should be sought as soon as practicable, when feasible, if multiple or extended cycling occurs, or if the person is injured, distressed, or asks for help. That is national Canadian guidance; a particular province or agency may set more specific requirements.

For example, British Columbia’s medical-assistance standard, updated August 11, 2026, requires paramedic attendance before discharge—or as soon as possible afterward when advance attendance is not feasible—for defined high-risk incidents. Those include probe-mode use across the chest; any mode lasting longer than five seconds, including an additional discharge from the same or another CEW; and use against someone the officer has reason to believe is emotionally disturbed, elderly, pregnant, a child, or has a condition such as heart disease or an implanted pacemaker or defibrillator. This is a provincial requirement for its jurisdiction, not an international standard.

Which devices are authorized?

Device authorization is specific to the jurisdiction and the services covered by its rules. British Columbia’s approved-model list names the TASER X26P and TASER 7 under its policing standard. That list should not be read as approval elsewhere, a general product recommendation, or proof that the models have identical effects.

The 2011 NIJ review and SACMILL’s assessment of a particular newer device also answer different questions. The NIJ summary concerns broader medical evidence available to its expert panel at the time; SACMILL considered technical testing, studies, training material, and anecdotal operational evidence for a specific system. Neither settles risk for every device, exposure, person, and use context.

How to assess a specific incident

A useful assessment looks beyond the fact that a CEW was used. The central questions are whether the force was authorized and reasonable in the circumstances, whether safeguards were followed, and whether the person’s condition and environment were addressed afterward.

  • Identify the applicable jurisdiction, law, agency policy, and authorized device.
  • Establish the circumstances leading to deployment, the force threshold, and whether a warning or de-escalation was feasible.
  • Determine the deployment mode, target area, number of activations, and their duration.
  • Consider vulnerability and surroundings, including restraint, pregnancy, age, frailty, medical conditions, heights, flammable materials, and water.
  • Check what medical screening, assistance, observation, documentation, and oversight the applicable rules require.

These questions help distinguish a general policy from the facts of an individual encounter. Canadian guidance, British Columbia standards, a 2011 U.S. expert review, and UK advice on a device-specific evidence set are not interchangeable rules or evidence.
