Yes, concrete absorbs carbon dioxide from the air, but the uptake is too slow and too small to cancel the emissions released when cement is made. UCLA estimates that natural carbonation offsets less than 10% of annual cement-industry emissions. A typical exposed beam, slab or pavement may take about 1,000 years to reach 50% carbonation under ordinary outdoor conditions. Concrete’s absorption is therefore a real chemical effect, not a credible substitute for cutting emissions at cement plants and reducing the amount of cement used in structures.

Does concrete really absorb carbon dioxide?

It does. During cement hydration, alkaline compounds form inside the hardened material. Atmospheric CO₂ slowly diffuses through pores and reacts with those compounds, producing carbonate minerals such as calcium carbonate. This process is called ambient carbonation.

Carbonation is not uniform. Uptake changes with exposure, relative humidity, coatings, porosity, mixture design, member thickness and surface-to-volume ratio. An uncovered, thin element with plenty of exposed surface can absorb CO₂ faster than a thick, coated or enclosed member.

High-strength concrete is generally less porous, which can reduce the air reaching reactive cement products. Nature Communications modeling estimated about 80% less CO₂ uptake during the useful life of high-strength concrete and 28% less over a 100-year life cycle than for low-strength concrete.

Why the scale and timing do not match cement emissions

Annual emissions versus projected uptake

UCLA projects that concrete in service worldwide could absorb about 230 million metric tons of CO₂ per year by 2030. Cement production, by contrast, is associated with roughly 3 billion metric tons of emissions annually. The quantities are not close enough for natural carbonation to neutralize the industry’s output.

Measure Figure What it means
Concrete uptake projected for 2030 About 230 million metric tons of CO₂ per year Global absorption by concrete in service
Cement-industry emissions About 3 billion metric tons of CO₂ per year Emissions that must be reduced at source
UCLA estimate of offset Less than 10% Natural uptake does not balance annual cement emissions

Carbonation happens long after the emissions pulse

The climate problem is also chronological. Cement emissions enter the atmosphere when clinker is produced, while carbonation may continue for decades or centuries. UCLA says a normally exposed beam, slab or pavement could need roughly 1,000 years to reach 50% carbonation.

Nature Communications found that conventional global-warming-potential accounting can overestimate carbonation’s climate benefit by more than 100% when it treats immediate production emissions and slow future uptake as if they occurred at the same time. Emissions avoided today have a larger near-term climate value than the same amount absorbed many decades later.

What happens when concrete is demolished?

Crushing concrete can expose new surfaces to air and may accelerate carbonation. That benefit depends on what happens next. Landfilling, stockpiling in dense piles or using crushed concrete as road base can restrict exposure and slow uptake. Demolition therefore does not guarantee rapid or complete reabsorption of the original process emissions.

Why making cement still produces so much CO₂

The main problem is clinker, the kiln-produced ingredient in ordinary cement. In a 2024 European assessment published in Nature Sustainability, about 60% of clinker-production CO₂ came from limestone calcination—the chemical release of CO₂ when limestone is heated. The remainder came mainly from fuel combustion and other process operations.

That split explains why switching fuels alone cannot deliver zero emissions. Even a kiln powered by low-carbon energy would still release the calcination component unless the material recipe or process changes, or the resulting CO₂ is captured.

Which measures reduce cement and concrete emissions most effectively?

No single intervention covers every source. The strongest strategies combine less material, lower-clinker mixtures and cleaner industrial processes.

Material efficiency

Structural optimization, better design and avoiding over-specification reduce the tonnes of cement required for the same service. This cuts emissions before production begins and usually avoids the cost and energy demands of new capture equipment.

Supplementary cementitious materials and clinker substitution

Replacing part of the clinker with suitable supplementary cementitious materials can lower process emissions per tonne of cement. Availability, performance, durability requirements and local standards determine how much substitution is practical.

Alternative fuels and process improvements

Alternative fuels, more efficient kilns and other technological improvements can reduce climate impacts by up to 30% in the Nature Sustainability assessment. They address combustion and operating emissions but do not remove all calcination CO₂.

Carbon capture and storage

CCS is the only pathway in the cited assessments that can approach climate neutrality at the scale required, because it can capture both combustion-related and calcination emissions. It requires capture equipment, additional energy, CO₂ transport and verified geological storage. The Nature Sustainability study also identified potential trade-offs involving energy use, water depletion and human health. The climate value of using captured CO₂ in products remains uncertain and must be assessed case by case.

How expensive is near-zero cement?

The International Energy Agency’s 2025 assessment estimates that early commercial near-zero cement plants using CCS could have production costs 75% to 150% higher than conventional plants, depending on the region. That premium reflects capture equipment, extra energy, transport networks and storage development; it is not a universal price for every future facility.

The same assessment reports that more than 40 organizations have commitments through initiatives including the First Movers Coalition, ConcreteZero and IDDI, with more than 40 lower-emissions offerings listed in the First Suppliers Hub. However, near-zero-capable capacity planned for 2030 has reached only about 35 million tonnes—still below what the Net Zero Emissions scenario requires.

What should buyers and specifiers look for?

  1. Reduce quantity first: Ask whether the design uses more cement or concrete than structural and durability requirements demand.
  2. Check the mix: Request the clinker content, supplementary-material share and expected performance, not just a broad “low-carbon” label.
  3. Verify the accounting boundary: Determine whether reported figures cover cement only, the full concrete mix, transport, construction and end-of-life treatment.
  4. Examine the time basis: Treat lifetime carbonation as a delayed benefit, not as an immediate deduction from manufacturing emissions.
  5. Confirm standards and durability: A lower-carbon mixture is useful only if it meets the applicable strength, exposure, fire and service-life requirements.
  6. Ask about capture claims: For CCS-based products, seek evidence of capture rates, energy sources, CO₂ transport, permanent storage and independent verification.

Are low-carbon concrete claims overstated?

They can be if a claim counts all eventual carbonation against today’s cement emissions, assumes demolition will expose every particle to air or ignores the cement content of the concrete. Carbonation should be reported as a limited, delayed contribution. The larger reductions come from using less clinker, improving plants, switching fuels where appropriate and deploying durable capture and storage for residual process emissions.

UCLA civil and environmental engineering professor Gaurav Sant summarized the limitation this way: “Ambient carbonation cannot be relied upon as a meaningful tool for reducing atmospheric carbon dioxide accumulations.” He described the effect as real when viewed alone but trivial at the gigatonne scale needed for the industry’s 2030 target of cutting carbon emissions by 40%.
