Composition GST is usually worth considering only when your business is eligible, sells mainly within one state to end consumers, and has little eligible input tax credit to lose. Regular GST is generally the better fit when you sell to GST-registered businesses, make inter-State supplies, need input tax credit, or expect to grow beyond composition conditions.

There is no universal winner. Your decision depends on aggregate turnover for the relevant PAN, business activity, state, customer mix, supply locations, input costs and the notifications in force when you opt. Confirm the current position on the GST Portal and with a qualified Indian tax professional before choosing.

The short answer: choose based on eligibility, credit and sales pattern

Composition is an optional, simplified levy for qualifying small taxpayers. It can reduce return-work complexity, but it also imposes commercial restrictions: a composition taxpayer cannot collect GST separately from customers, cannot claim input tax credit on purchases and cannot make ordinary inter-State supplies. Regular GST involves more detailed compliance, but eligible businesses can claim input tax credit subject to the law and can serve customers and locations that composition does not accommodate.

For a local shop, small restaurant or other eligible business selling mostly to final consumers, composition may produce a workable result if the category-specific levy and lost credits are acceptable. For a supplier whose buyers are businesses, whose purchases carry substantial GST, or whose market crosses state borders, regular GST is more likely to preserve margins and sales flexibility.

That conclusion is a decision framework, not legal advice. Thresholds, excluded activities, rates, forms and state treatment can change through legislation and notifications.

What the two GST options mean

Composition scheme

Composition is a special levy available only to taxpayers meeting the applicable turnover and activity conditions. Instead of operating as a normal registered taxpayer, the business pays tax under a category-specific composition rate and follows a simplified reporting pattern. The GST Portal’s welcome material states that composition taxpayers cannot claim input tax credit and cannot collect GST from customers.

A composition taxpayer normally issues a bill of supply rather than a tax invoice showing separately collected GST. Because the customer is not charged GST as a separate amount, a business buyer generally cannot use that document to claim credit for tax on the purchase.

Regular GST registration

A regular taxpayer charges GST where applicable, reports outward supplies through the normal portal process and may claim eligible input tax credit when statutory conditions are met. Credit is not automatic: the purchase must qualify, documentation and supplier-reporting conditions must be satisfied, and blocked-credit rules can apply.

Regular registration is the default route when a business is outside composition or decides that credit, business customers or geographic reach are more important than simplified compliance.

Eligibility is the first gate

Check aggregate turnover by PAN

The GST registration guidance looks at annual aggregate turnover for the relevant PAN, rather than treating every registration as an isolated small business. Aggregate turnover can therefore include the combined turnover of businesses linked to that PAN, subject to the statutory definition. Do not decide from the sales of only one shop, branch or GSTIN.

The applicable threshold is not a single permanent India-wide number for every taxpayer. It can differ by state, category and notification, and the legal position can be amended. Use the current GST Portal guidance and the latest applicable notification when checking the limit. If the applicable threshold has been exceeded, the Portal warns applicants to proceed as normal taxpayers rather than selecting composition.

Confirm that the activity is permitted

Meeting a turnover condition does not by itself create a right to use composition. The scheme has activity-based exclusions and conditions. A business with multiple revenue streams should map each supply, including services, goods, exempt supplies and any activity carried out through another registration under the same PAN, before opting.

Mixed activities are a common source of mistakes. A business that appears small on the basis of one line of sales can become ineligible because of another line, a related registration or a change in the nature of supplies. Ask a GST practitioner or chartered accountant to review borderline cases.

Review the position throughout the year

Eligibility is not a one-time form choice. Monitor turnover, new products, new locations, customer contracts and changes in the law. A business that starts the year within the conditions can later need to withdraw from composition when it no longer qualifies. Keep a running PAN-wide turnover schedule instead of waiting until the annual return.

Comparison at a glance

Decision factor Composition may suit when Regular GST may suit when
Eligibility The turnover and activity conditions in force for your state and category are met. Conditions are not met or growth is likely to take the business outside them.
Input tax credit Eligible GST on purchases is limited and the credit that would be lost is small. Recovering eligible purchase credit is important to margins.
Customers Sales are mainly to final consumers who do not need a GST credit invoice. Business customers expect an invoice that supports their own eligible credit.
Geography The business can operate within the restrictions applicable to composition supplies. Inter-State supply or wider expansion is central to the plan.
Administration Simpler periodic payment and annual reporting are valuable. The business can manage regular outward-supply and tax reporting to obtain flexibility and credit.
Tax economics The category-specific levy is acceptable after adding non-creditable purchase GST and commercial effects. Output GST less eligible input credit produces the stronger overall result.

Input tax credit: the financial issue most owners underestimate

Composition has no purchase credit

Under the GST Portal’s composition guidance, a composition taxpayer cannot claim input tax credit on purchases. GST paid to suppliers therefore becomes part of the business cost, unless another legal mechanism applies outside the ordinary credit system. The effect is larger for businesses buying inventory, equipment, packaging, software or services with significant GST components.

Do not look only at the composition payment. Add the GST embedded in purchases that would have been creditable under regular registration. A low composition levy can still be expensive when input costs are high.

Regular credit is valuable but conditional

Regular registration permits eligible credit, but it does not turn every purchase into a refund. Credit depends on the nature of the expense, proper tax documentation, receipt of the supply, supplier compliance and other statutory conditions. Blocked categories and personal or non-business spending may not qualify.

Create a purchase ledger that separates GST-bearing business inputs from expenses that are not creditable. Compare the credit you can realistically claim, not the total GST printed on all supplier invoices.

A practical calculation

Use a yearly worksheet with these lines:

  1. Estimate the composition levy using the rate and tax base applicable to your taxpayer category, state treatment and the notification in force.
  2. Total the GST paid on purchases that would be eligible for credit under regular registration.
  3. Under regular GST, estimate output GST and subtract only the eligible credit you can document and claim.
  4. Add the administrative cost of each option, including bookkeeping, reconciliations and professional support.
  5. Include the commercial cost of not being able to give business customers a separately charged GST invoice under composition.

The comparison should use the same sales forecast and purchase forecast for both options. Do not compare a composition percentage with the regular output rate alone.

Invoices and customer expectations

What composition changes on the invoice

A composition taxpayer cannot collect GST separately from the customer. The selling price must therefore be planned as a GST-inclusive commercial price, and the customer receives a bill of supply rather than a regular tax invoice that transfers GST credit.

This is often acceptable in consumer-facing trade, where the buyer is concerned with the final price and does not claim business input credit. It can be a disadvantage in wholesale, contracting, procurement and other business-to-business markets.

Why business buyers may prefer regular registration

A GST-registered customer commonly evaluates the tax shown on a supplier’s invoice because eligible credit affects its own cost. If you cannot collect GST separately under composition, the buyer may ask for a regular-GST supplier or negotiate a lower price. Before opting, ask major customers whether they require a regular tax invoice and whether your contract prices are tax-inclusive or tax-exclusive.

Do not promise a customer that its purchase will generate credit from a composition bill of supply. That credit is not available merely because the seller has a GST registration.

Sales geography and inter-State restrictions

The GST Portal states that composition taxpayers cannot make inter-State supplies. This restriction can affect online orders, distributor arrangements, projects performed for customers in another state and expansion to a second state. The relevant question is the legal place and nature of supply, not simply where your office or warehouse is located.

Review your expected supply map before opting:

  • List every state from which you expect to sell and every state to which you expect to supply.
  • Separate local transactions from transactions that may legally be treated as inter-State.
  • Check whether a marketplace, fulfilment arrangement or contract creates a supply pattern that is incompatible with composition.
  • Model the cost of changing to regular GST before signing a new out-of-state contract.

If interstate sales are a core part of the plan, regular GST is generally the safer structure, subject to professional confirmation of the exact supplies.

How filing and payment work differently

Composition reporting pattern

The GST Portal welcome kit describes quarterly tax payment through CMP-08 and an annual GSTR-4 return for composition taxpayers. The exact due dates, fields and eligibility rules should be checked on the Portal for the relevant tax period. “Simplified” does not mean “no records”: maintain sales, purchase, stock and turnover records that support the figures and prove continuing eligibility.

Regular reporting pattern

The GST Portal’s GSTR-1 guidance describes normal registered taxpayers furnishing outward-supply details and excludes composition taxpayers from that form. Regular taxpayers also follow the other applicable return and payment requirements for their registration and tax period. These filings require more invoice-level discipline, customer data and reconciliation, but they support the regular credit and invoicing model.

Administration is a trade-off, not a free benefit

Composition can reduce the volume of outward-supply reporting, yet the business still needs accurate books and a reliable turnover test. Regular GST increases filing work and may require stronger accounting systems, but that work can be justified when credit and market access materially improve the economics.

Rates: why a single percentage is misleading

There is no universal composition percentage that can be quoted responsibly for every small business. CBIC composition rules set rates by taxpayer category, and the applicable tax base, tax components, state treatment and governing notifications matter. A rate valid for one category or date must not be presented as the rate for all composition taxpayers.

When obtaining a rate, record:

  • the taxpayer category and description of supplies;
  • the state or registration locations involved;
  • the turnover base to which the rate applies;
  • the effective date and notification relied upon; and
  • whether the amount is recurring, period-specific or affected by a later amendment.

Use the current CBIC material and GST Portal instructions immediately before filing. If an adviser gives you a percentage without identifying these details, ask for the legal basis.

A step-by-step decision process

  1. Build the PAN-wide picture. List every GST registration, proprietorship, partnership or other business activity linked to the PAN. Calculate aggregate turnover using the statutory definition and the current period’s rules.
  2. Test the legal gate. Check the current state/category threshold, excluded activities, supply restrictions and any conditions attached to opting in. If the threshold or activity test fails, stop the comparison and use regular GST.
  3. Map customers. Classify sales as consumer, business, government or intermediary transactions. Ask business customers whether they require separately charged GST and eligible credit.
  4. Map geography. Document the place and type of each planned supply. Exclude any business plan that depends on inter-State supplies if composition would prohibit them.
  5. Quantify purchases. Estimate GST-bearing purchases and identify the portion that would genuinely qualify as regular input credit. Treat the lost portion as a composition cost.
  6. Calculate both cash models. Apply the verified category-specific composition levy to its legal base. Separately calculate regular output GST less eligible credit, then add compliance and software or professional costs.
  7. Stress-test growth. Run a conservative case with higher turnover, a new product line, a business customer and an out-of-state order. If any case breaks composition conditions, plan the transition before accepting that business.
  8. Check the PAN-wide effect. If there are multiple places of business or registrations under one PAN, confirm how opting in or withdrawing at one place affects the others.
  9. Document the decision. Keep the turnover schedule, rate notification, customer analysis, credit estimate and adviser’s written conclusion with your tax records.

Illustrative examples

Local consumer shop with low taxable inputs

A single-location shop sells almost entirely to walk-in consumers in one state. Its purchases carry relatively little GST, customers do not request credit invoices, and the owner values a less detailed filing routine. If the shop meets the current eligibility conditions, composition may be commercially sensible. The owner should still include supplier GST that cannot be credited and verify the category-specific levy.

Small distributor selling to registered businesses

A distributor buys substantial stock with GST and sells to retailers that expect to claim credit. Under composition, the distributor loses purchase credit and cannot collect GST separately. The customer may compare the supplier’s tax-inclusive price with a regular supplier’s tax-exclusive price plus credit. Regular GST is more likely to fit, even if its filings require more work.

Service business planning expansion across states

A service business currently serves local customers but is negotiating contracts in other states. Opting for composition before confirming the place-of-supply treatment could block the planned expansion. The owner should model the expected contracts under regular GST and obtain advice on the exact supply classification before making the choice.

Opting in, withdrawing and the PAN-wide consequence

Composition is an election made through the GST system, subject to the conditions and procedural steps applicable at that time. Keep evidence of the eligibility review and the effective date. Do not change invoice formats or tax collection practices until the portal status and effective date are clear.

CBIC’s composition rules state that opting in or withdrawing for one place of business can be treated as applying to other places registered under the same PAN. This matters for businesses with branches, multiple registrations or activities in more than one state. Review the structure as a group, not registration by registration.

When a business becomes ineligible or voluntarily exits, plan the cutover: identify the date from which regular GST applies, update invoices, inform customers, configure accounting software, and reconcile stock and credits according to the applicable transition rules. A tax professional should handle calculations where inventory or capital goods are material.

Common mistakes and how to prevent them

Choosing from turnover alone

A turnover test is only the first gate. Activity exclusions, customer needs, supply locations and PAN-wide implications can change the result. Use a written eligibility checklist.

Comparing only the headline levy

Ignoring non-creditable purchase GST and the price pressure from business customers can make composition appear cheaper than it is. Include both tax and commercial costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Charging GST by mistake

A composition taxpayer cannot collect GST separately. Train staff, remove tax-invoice templates that show a separately collected amount, and check online checkout or point-of-sale settings.

Assuming every purchase credit is available under regular GST

Regular registration gives access only to eligible credit. Retain valid invoices, reconcile supplier data and exclude blocked or non-business expenses.

Overlooking a new state or business line

An additional registration, inter-State contract or new category of supply can affect eligibility for the entire PAN structure. Re-run the review before launching it.

Using an old rate or threshold

Rates and conditions change through notifications. Note the date and legal source for every number used in your worksheet, and verify it again when filing.

When to involve a GST professional

Get advice from a qualified GST practitioner or chartered accountant when turnover is near the applicable limit, the business has multiple registrations, supplies are mixed or cross-border, customers demand credit invoices, or input credit is a significant part of margin. Ask for a written comparison that identifies the taxpayer category, state, notification date, turnover base, credit assumptions and exit plan.

Professional review is especially valuable before accepting an inter-State order, adding a new line of business or changing from composition to regular GST. The cost of correcting an incorrect invoice or tax position can exceed the compliance savings that motivated the original choice.

Final checklist before selecting a scheme

  • Current aggregate turnover for every business linked to the PAN is documented.
  • The current threshold and activity conditions for the state and category are verified.
  • All planned supplies have been checked for place-of-supply and inter-State restrictions.
  • Customer contracts show whether prices are tax-inclusive and whether buyers need eligible credit.
  • Expected GST on purchases has been separated into potentially creditable and non-creditable amounts.
  • The current composition rate and legal tax base are recorded with their effective date.
  • Reporting duties, payment dates and accounting resources are understood for the chosen route.
  • Other places of business under the PAN have been included in the decision.
  • A transition plan exists if turnover, customers, locations or activities change.
