Common Language Infrastructure (CLI) is a standardized specification for a library and execution environment. It defines shared rules for types, metadata, and virtual execution so compilers and tools can target a common runtime model. The CLI is not a programming language; its standard is ECMA-335.

What does Common Language Infrastructure mean?

The Common Language Infrastructure describes a set of conventions that let managed code produced by different compilers work within a compatible execution model. The specification covers the common type system, metadata, and virtual execution system, as well as library elements. Microsoft explains how these pieces fit together in its Common Language Runtime overview; ECMA-335 is the published CLI standard, as noted in Microsoft’s ECMA standards for .NET.

CLI here means Common Language Infrastructure, not command-line interface. C# is one programming language; it is not the CLI. The language and the infrastructure specification are distinct, as Microsoft’s C# language specification introduction also makes clear.

How is CLI different from CLR?

CLI names the standard; CLR names a runtime. The Common Language Runtime executes managed code and supplies runtime services. In Microsoft usage, CLR usually refers to the runtime associated with .NET Framework or modern .NET. A runtime implementation follows the relevant execution model; the standard itself is not a particular .NET product or version.

Elebase USB to USB C Adapter for iPhone 18 Pro Max,USBC Car Charger Adapter
  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Term What it names Role
CLI A specification standardized as ECMA-335 Defines shared type, metadata, and execution conventions
CLR A runtime environment or implementation Executes managed code and provides services such as memory management and JIT compilation

Microsoft distinguishes the Windows-only .NET Framework CLR from the cross-platform CLR for modern .NET in its .NET glossary. The exact meaning of “CLR” therefore depends on whether the discussion concerns .NET Framework or modern .NET.

What parts of the CLI make language interoperability possible?

Common Type System (CTS)

The Common Type System sets rules for declaring, using, and managing types. Those shared rules help objects created in different languages interact. They do not make languages identical: each language can retain its own syntax and features while targeting compatible types. See Microsoft’s Common Type System documentation.

Metadata

Compilers emit metadata alongside managed code. It describes types, members, and references. The runtime uses that information to load classes, determine instance layout, resolve method calls, generate native code, and establish runtime context. Metadata is therefore part of how managed components are identified and executed, not merely descriptive documentation.

Virtual execution and runtime services

The virtual execution system provides the execution model that runtimes implement. A CLR can compile managed code to machine code, including through just-in-time (JIT) compilation, and provide services such as memory management. Garbage collection can help eliminate memory leaks and some common errors, but it does not eliminate every resource-management or correctness problem. Microsoft’s CLR overview describes these runtime responsibilities.

How do assemblies fit into the model?

An assembly is a .NET binary unit containing program code and metadata for type implementations and references. Microsoft describes assemblies as the binary format for .NET programs and dependencies, and notes that the format is specified by ECMA-335. The runtime can use the assembly’s metadata to identify and load the components it needs. See Microsoft’s .NET assembly file format documentation.

“Managed code” means code whose execution is controlled by a runtime such as the CLR. An assembly is one way that managed code and its metadata are packaged; it is not itself the CLI standard. Microsoft’s managed code overview explains the term.

Is the CLI a language or a Microsoft runtime?

  • It is not a language. C#, for example, is a language; the CLI is a specification that compilers can target.
  • It is not the same thing as the CLR. CLI refers to the common specification, while CLR refers to an execution environment or implementation.
  • It is not limited by definition to Microsoft’s CLR. The standard defines common formats and behavior that compilers and tools can target; it should not be treated as a product name for one runtime.
