A command-line interpreter is software that reads text commands, works out what they mean, then runs them or passes them to another program. It is commonly called a shell. Bash, Windows Command Shell (cmd.exe) and PowerShell are examples. The terminal is the interface used to interact with a shell; it is not the interpreter itself.
What does a command-line interpreter do?
A command-line interpreter accepts commands written in text and evaluates them according to its own command language. It may handle a command itself, using built-in features, or launch an external program to perform the task. Microsoft describes a command shell as an interactive command-line interface and a Read-Eval-Print Loop (REPL): it reads input, evaluates it, and returns a result.
People can enter commands one at a time, or provide them in a script file or command string. Shells commonly include language features such as variables, functions and flow control, which let users automate repeated or conditional tasks.
Is a command-line interpreter the same as a terminal?
No. A terminal provides or hosts the text-based interaction, while the shell interprets the commands entered there. A command-line tool is usually a separate program launched from the shell to perform a particular task. The prompt is the visible cue that the shell is ready for input; it is not the interpreter.

These terms are sometimes used loosely as if they meant the same thing, but they describe different parts of the interaction. Microsoft also notes that some command shells are designed for particular applications or services, so not every command-line interface is necessarily an operating-system shell. See Microsoft Learn’s explanation of command shells.
How does a command-line interpreter work?
- Receive input: In interactive use, the shell receives command text through a terminal interface. In non-interactive use, it can read commands from a script file or string.
- Evaluate the command: The shell applies the syntax and language features it supports, such as variables or conditional logic.
- Run or forward the instruction: It performs built-in operations or starts an external program, then makes the result available through the command-line interaction.
Because shells have different languages and rules, a command or script written for one may not work unchanged in another.
Examples of command-line interpreters
| Interpreter | What the documentation establishes |
|---|---|
| Bash | GNU describes Bash as the GNU operating system’s shell, or command language interpreter. Its manual says Bash is intended to conform to the IEEE POSIX Shell and Tools portion of IEEE Std 1003.1. GNU Bash: What is Bash? |
Windows Command Shell (cmd.exe) |
Microsoft’s cmd reference says the command starts a new instance of the command interpreter, cmd.exe. Microsoft Learn: cmd |
| PowerShell | Microsoft describes PowerShell as a command-line shell and scripting language used for automation. Microsoft Learn: Running commands in the shell |
These examples are not interchangeable: Bash, Command Shell and PowerShell each have their own command syntax and scripting conventions. Microsoft lists PowerShell and Command Shell among Windows’ command-line shells; GNU describes Bash as a Unix shell. Microsoft Learn: Windows commands

Why the distinction matters
When following instructions, identify both the shell and the program the instructions expect. A command might rely on a shell-specific feature, even if the external tool it launches is available on more than one system. Bash follows a Unix shell-language lineage and is intended to conform to the POSIX Shell and Tools standard; PowerShell has its own scripting language, and Command Shell uses its own command environment and batch-file conventions. GNU’s manual captures the broader idea: “A Unix shell is both a command interpreter and a programming language.” GNU Bash Reference Manual: What is a shell?
