Neither colocation nor an owned data center is automatically cheaper. The lower-cost choice depends on your actual and forecast IT load, utilization, power availability, location, resilience requirements, staffing model and planning horizon. Colocation replaces much of your construction and facilities work with recurring capacity and service charges; building gives you control but requires major capital, a long delivery schedule and continuing operating responsibility.

What the decision really compares

“Is it cheaper to build your own data center or use colocation?” is not a comparison between one invoice and one construction quote. It is a total-cost and capability decision. A fair analysis models the same workload, growth, uptime target, geographic location and service scope in both options.

Colocation means placing your servers and networking equipment in a facility operated by another company. The operator typically supplies the building, electrical distribution, cooling, physical security, generators, maintenance and some on-site services. You pay recurring charges for reserved or metered power, space, connectivity and contracted services, while retaining responsibility for your IT hardware and software unless your agreement says otherwise.

An owned facility makes your organization responsible for the site and almost every layer beneath the IT equipment: land or a building, utility connections, electrical and mechanical systems, fire protection, security, monitoring, maintenance, staffing, compliance and future expansion. You may obtain more design freedom and long-term control, but you also absorb construction risk and the consequences of underused capacity.

What current evidence says about the cost winner

There is no universal winner. In Uptime Institute’s 2025 Data Center Spending Survey, 231 owner/operators answered a direct question about their own facilities versus colocation. Among those respondents, 42% said workload provisioning was cheaper in their own data center, 28% said colocation was cheaper, 19% said the costs were roughly equivalent and 8% had not compared them.

Those figures are reported assessments, not normalized bids or an independently calculated total-cost model. Organizations may have compared different locations, utilization levels, service scopes, financing assumptions and resilience standards. The result is useful evidence that outcomes vary, not proof that one model will win for your workload.

Uptime Institute’s January 2026 summary also identifies capability, risk posture, operating model and strategic priorities alongside cost. Its accessible summary describes a normalized comparison of a new enterprise center and a colocation facility with the same characteristics, but the full analysis is access restricted. The available material does not establish a universal price or payback threshold.

What colocation costs—and what a quoted rate does not tell you

A bounded market benchmark

CBRE Research and CBRE Data Center Solutions reported a North American primary-market average asking rate of $196.25 per kW per month in H2 2025 for requirements of 250 to 500 kW. That asking rate was up 6.6% year over year. For requirements of 3 to 10 MW, asking prices rose 12.5% year over year.

These are wholesale-market asking rates for the stated capacity bands, not an all-in global price, a retail-colocation tariff or a guaranteed contract quote. They may not include every item your deployment needs, and pricing can differ materially by market, delivery date, power availability, redundancy, density, term, credit and fit-out.

Translate the rate into a recurring budget

A simple capacity charge is:

monthly power charge = contracted kW × quoted price per kW per month

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That expression is only a starting point. Ask whether the rate applies to utility input, facility power, an allocated capacity commitment or measured IT load. Clarify the power-usage effectiveness assumption, minimum billing level, demand charges, escalation, taxes and whether cooling and common infrastructure are included.

Your recurring colocation budget may contain separate line items for:

  • Reserved power capacity or metered consumption.
  • Cabinets, cages, suites or other floor-space charges.
  • Cross-connects, internet transit, carriers and remote-hands labor.
  • Installation, move-in, decommissioning and after-hours work.
  • Managed infrastructure, monitoring, security services or compliance support.
  • Fuel, utility or energy adjustments and contractual annual increases.

Questions to ask every operator

  • Is the quoted kW an IT-load commitment or a facility-input commitment?
  • What redundancy level is included for utility feeds, generators, UPS systems and cooling?
  • When is power actually deliverable, and is the date contingent on a utility upgrade?
  • What density, rack-size, temperature and water-use limits apply?
  • Which connectivity, security, compliance and maintenance services are included?
  • What are the minimum term, renewal mechanics, escalation, expansion rights and exit charges?
  • Who pays for customer-specific electrical, mechanical or cage fit-out?

The full cost of building and operating your own facility

Up-front capital

An owned project can require capital for land, acquisition or leasehold improvements; architectural and engineering work; permits; civil construction; electrical service; substations and switchgear; generators and fuel systems; UPS equipment and batteries; cooling plant; fire detection and suppression; physical security; network rooms; monitoring and controls; commissioning; and initial spare parts.

Construction-only figures are not comparable with an all-in colocation bill. Include design fees, project management, financing costs during construction, insurance, taxes, contingency, equipment procurement and the cost of deploying the IT hardware itself. If a building is phased, include the cost of temporary capacity and later expansion work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recurring operating expense

After commissioning, the owner pays for electricity, demand charges, fuel testing, water where applicable, preventive maintenance, replacement parts, security, cleaning, insurance, property costs, software and monitoring, compliance audits and a team that can operate the site around the clock. IT hardware, network connectivity and software remain separate budget categories unless your internal accounting deliberately combines them.

Power is often the largest variable expense, but a low energy price does not guarantee a low total cost. A site with inexpensive electricity may require costly transmission work, have limited carrier access or need a larger staffing footprint. Conversely, a premium location may reduce latency and network expense while increasing land and power costs.

Utilization and stranded capacity

Build for peak demand and you can carry unused electrical and cooling capacity for years. Build too little and expansion becomes disruptive or impossible. Model occupancy by year, not just the ultimate design load. Show the date each power block becomes productive and the cost of carrying it before workloads arrive.

Colocation converts much of this risk into contracted capacity. That can reduce stranded-capacity exposure when growth is uncertain, but minimum commitments can recreate the same problem if your forecast falls short. Compare the cost of unused reserved kW with the cost of idle owned infrastructure under identical demand scenarios.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scale, density and utilization determine the economics

Small or uneven workloads often favor a provider because the facility’s fixed costs are shared across many customers. A large, stable and highly utilized load can improve the economics of ownership by spreading capital and staff across more productive kW. Neither statement is a rule: the result depends on local construction prices, financing, power rates, operating capability and the service level you require.

Use at least three demand cases:

  • Committed case: the capacity you can fund and fill with high confidence.
  • Expected case: the current plan for workload growth and retirement.
  • Upside case: a faster adoption or AI-related load that may require more power and density.

For each case, record IT kW, facility kW, rack density, occupancy, annual growth, refresh cycles and the date capacity is needed. Apply those same assumptions to the colocation quote and the owned-facility model. Do not compare a provider’s immediately usable capacity with an owned site’s ultimate nameplate capacity.

Power and location can outweigh the headline price

Delivered power is different from nameplate capacity

A site may advertise a multi-megawatt design while the utility can deliver only a fraction of that load today. Confirm the available service, energization date, redundancy of feeds, substation requirements, utility deposits and the process for adding future blocks. Ask for written evidence of deliverable capacity rather than relying on a marketing description.

Location trade-offs

Compare energy prices, transmission and distribution charges, taxes, climate, water availability, seismic and flood exposure, fiber routes, carrier diversity, latency to users and access for staff and parts. A remote site may offer land and power advantages but increase travel, logistics and hiring costs. A metropolitan site may simplify connectivity and staffing while imposing higher real-estate and utility costs.

Market pressure is changing quotes

CBRE reported heightened demand, reduced volume discounts in some North American markets, power constraints and premium pricing for AI-optimized capacity in H2 2025. The reported 6.6% year-over-year increase for 250-to-500-kW requirements and 12.5% increase for 3-to-10-MW requirements show why an old quote should not be treated as a current benchmark. Obtain a dated, location-specific proposal and document what remains subject to escalation.

Resilience, compliance and accountability

Price comparisons fail when the two options provide different protection. Define the required availability, maintenance windows, fault tolerance, recovery objectives, physical-security controls, audit evidence and regulatory obligations before collecting prices.

Decision area Colocation Owned facility
Facility design Choose among the operator’s existing topology, density and expansion options. Design electrical, mechanical, security and monitoring systems to your requirements.
Capital profile Primarily recurring contract charges, plus customer equipment and fit-out. Large project capital followed by facility and equipment operating expense.
Capacity risk Shared operator infrastructure; risk shifts to minimum commitments and availability of future blocks. You control phasing but carry idle capacity and expansion risk.
Operations Provider maintains the building systems; you manage your IT unless services are contracted. You recruit or contract the facilities and engineering capability and own the operating process.
Control Less freedom to change topology, location or provider during the contract. Greater control over design, technology refresh and operating policies.
Outage accountability Shared between operator obligations and your equipment, configuration and procedures. Primarily internal, including maintenance planning and incident response.
Exit and relocation Subject to term, notice, removal, migration and possible termination costs. Relocation requires disposing of or repurposing a physical asset.

A resilient design is not just a second component. It may require independent utility paths, separated distribution, maintenance bypasses, diverse carriers, spare capacity and trained personnel. Price those requirements identically in both models. If one option meets a lower standard, its apparent saving is not a valid comparison.

Schedule, interconnection and execution risk

Data Center Dynamics reported in August 2025 that a typical greenfield development takes around two to three years, while required infrastructure upgrades can take around four to eight years. These are broad sector estimates, not a promise for a particular site. Interconnection bottlenecks, supply-chain constraints, limited skilled labor and sustainability requirements can extend the schedule.

Building therefore has two timelines: the facility project and the utility or network work needed to make it usable. A completed shell without energized, redundant power is not operational capacity. Colocation can shorten the path to usable capacity when the operator has powered, commissioned space that fits your density and compliance requirements. It is not automatically immediate. The provider may need to complete a customer fit-out, procure equipment, install cross-connects or wait for a future power block. Put a firm ready-for-service date and remedies for delay in the contract.

Staffing and operating capability

Uptime Institute respondents identified power costs (42%), capacity expansion costs (32%), IT hardware costs (28%) and staffing costs (23%) among the greatest unit-cost increases in the preceding 12 months. The percentages describe respondents’ reported cost pressures, not a universal expense split.

An owned site requires coverage for facilities engineering, electrical and mechanical operations, security, compliance, vendor management and incident response. A smaller organization may need to outsource some roles, which reduces direct headcount but adds contracts and coordination. Colocation gives you access to the operator’s facility team, yet your organization still needs staff for hardware, network, security, change control and escalation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assess the depth of the operating team, not merely the number of employees. Ask who is on site after hours, who authorizes maintenance, how emergency procedures are tested, how spares are held and how the provider reports incidents. For ownership, identify named roles, shift coverage, succession plans and the time required to recruit qualified personnel in the proposed location.

How to build an apples-to-apples comparison

  1. Define the service outcome. Record usable IT kW, rack density, availability target, recovery objectives, compliance controls, geographic constraints and required connectivity.
  2. Freeze the workload assumptions. Use the same current load, growth curve, refresh cycle, peak profile, occupancy target and expansion dates for both alternatives.
  3. Separate capacity types. Show IT load, delivered facility power, utility service and nameplate design capacity as different fields.
  4. Collect local colocation proposals. Request itemized recurring charges, one-time fees, escalation, minimum commitments, term, expansion, exit, service levels and the date each block can be energized.
  5. Prepare a project-specific build estimate. Include land, design, permits, construction, electrical and cooling plant, utility and network work, commissioning, financing, contingency, initial spares and IT deployment.
  6. Model operating costs by year. Include energy, demand charges, fuel, maintenance, staffing, security, insurance, taxes, connectivity, compliance and hardware refreshes.
  7. Model utilization and timing. Show the cost of idle capacity, temporary hosting, delayed revenue and phased expansion under committed, expected and upside cases.
  8. Value flexibility and risk explicitly. Assign assumptions to contract exit, relocation, outage exposure, technology changes, expansion delays and residual asset value instead of hiding them in a single discount rate.
  9. Run sensitivity tests. Change power price, load growth, construction cost, schedule, financing rate, utilization and staffing availability to see which assumptions control the result.
  10. Document accountability. For every system and failure mode, name the responsible party, required response time, evidence supplied and remedy available.

A practical decision framework

Colocation is often the better fit when

  • You need capacity before a new facility could be permitted, built and energized.
  • Load growth is uncertain or geographically distributed.
  • You want to avoid owning underused electrical and cooling plant.
  • You lack the facilities staff and operating processes for a high-availability site.
  • You can accept the provider’s design and contract constraints in exchange for speed and shared infrastructure.

Ownership is often the better fit when

  • You have a large, stable and highly utilized load with a long planning horizon.
  • Your workloads require custom density, security, power topology or physical controls that providers cannot offer.
  • You can finance the project and sustain specialized operations.
  • You need control over expansion sequencing, technology refresh and site policies.
  • The local market makes suitable colocation scarce, delayed or disproportionately expensive for your required capacity.

A hybrid approach can reduce concentration risk

Some organizations keep predictable baseline workloads in an owned facility and use colocation for bursts, geographic presence, disaster recovery or expansion while a new site is built. This can reduce the need to size one asset for the highest forecast, but it introduces migration, network and operational complexity. Model the hybrid as its own option rather than assuming its costs equal the cheaper parts of the other two.

Common comparison mistakes

  • Using a construction-only estimate: add financing, commissioning, utility work, staffing, maintenance and energy before comparing it with a service bill.
  • Comparing different capacity units: normalize IT kW, facility kW, usable racks and delivered dates.
  • Ignoring idle capacity: account for the years when an owned plant or contracted block is not full.
  • Treating a market asking rate as a quote: CBRE’s $196.25/kW/month figure is a North American H2 2025 wholesale average for 250-to-500-kW requirements, not your contract price.
  • Assuming a completed building has power: verify utility interconnection, energization and redundancy dates.
  • Leaving exit costs out: include migration labor, equipment removal, termination charges, data transfer and temporary overlap capacity.
  • Equating redundancy labels: confirm the actual maintenance and failure scenarios covered by each design.
  • Discounting execution risk: schedule delays can force temporary hosting, rushed procurement or lost business capacity.

What to put in the final business case

Your recommendation should show a year-by-year cash-flow view and a separate capability assessment. Include undiscounted and discounted costs if your finance policy requires both, but do not let a single present-value number conceal a material schedule or resilience difference.

Bottom line

Colocation is not inherently cheaper, and building is not inherently cheaper. The cost winner changes with utilization, scale, power access, location, resilience, staffing, contract terms and time horizon. Use the 2025 survey percentages as evidence of variation, the CBRE rate as a tightly bounded North American market reference, and the reported construction timelines as schedule-risk context—not as substitutes for local quotes and an engineered project estimate.
