COBOL-to-Java migration is a system-modernisation programme, not a source-code conversion exercise. Before choosing a tool or supplier, assess the business impact of failure, map the application’s dependencies and operating behaviour, then decide what should move and how to prove the replacement is safe to run. For many enterprises, phased delivery is a sensible planning pattern—but it is not suitable for every system.
Should your organisation migrate its COBOL system?
Age alone is not a sufficient reason to replace a system. The UK government’s Legacy IT Risk Assessment Framework is designed to help prioritise systems by assessing likelihood and impact, using evidence and expert judgement. Its likelihood assessment assumes a three-year period; its impact bands are framework criteria, not general statistics about UK organisations.
Start by identifying the system and its associated hardware, software and support contracts. Then examine the possibility of support ending, contracts expiring without a replacement, loss of specialist knowledge, security vulnerabilities, recent incidents or the system’s inability to meet business needs. Consider possible consequences for security, reputation, finances, external stakeholders and operations, as well as barriers that could make change difficult.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe UK guidance on managing legacy technology identifies reasons to migrate that include rising maintenance costs, difficulty changing services, loss of supplier support, contract expiry and excessive risk. It also recognises that the right timing depends on the organisation. A risk assessment can therefore support a choice to migrate, defer, or address a particular weakness without replacing the whole application.

What does a COBOL-to-Java migration include?
The source code is only one part of the system. A COBOL application may share programs with other subsystems, call other applications, process scheduled batches, handle online transactions, use mainframe databases or files, and rely on external interfaces. Those dependencies and operating behaviours affect what must be migrated, tested and supported.
AWS Prescriptive Guidance describes tightly coupled mainframe applications, shared programs and decoupling patterns. Its examples concern COBOL workloads moving to Java on AWS, so treat them as vendor-specific technical guidance rather than a universal design prescription. IBM likewise describes modernization as involving integration, data architecture, runtime, transaction integrity and security—not translation alone—in its COBOL modernization overview.
For discovery, build an inventory that connects the application to its surrounding systems and people. The UK government recommends maintaining accurate data-asset records, documenting changes, reviewing integration and security, and developing staff capability. Capture both documented interfaces and the exceptions understood mainly by experienced operators or developers.

Which migration approach fits the application?
Agree the intended transformation depth before comparing suppliers. A like-for-like move can reduce the amount of behaviour changed at once, while a deeper refactor or redesign may alter more of the application and its dependencies. The right choice depends on business goals, system coupling, delivery capacity and the evidence available; the sources do not establish a universally best approach.
| Approach | What changes | Questions to resolve |
|---|---|---|
| Retain or replatform existing behaviour | Move or adapt the application while seeking to preserve its current behaviour. | Can the target runtime support the required behaviour, data access, transactions and operations? What constraints remain after the move? |
| Refactor into Java | Restructure or translate application logic for a Java implementation while addressing dependencies and runtime needs. | How will the team establish behavioural equivalence, handle exceptions and maintain transaction and data integrity? |
| Redesign selected capabilities | Change the design of chosen business capabilities rather than simply reproducing their existing implementation. | Which capabilities justify redesign, and how will they coexist with functions that have not moved? |
This comparison is a planning aid synthesised from government preparation guidance and vendor technical descriptions; it is not a scored assessment from those sources. In particular, do not assume a system can be divided neatly into independent pieces. AWS recommends planning migrations in waves and describes patterns for managing dependencies while legacy and migrated components coexist, but that is a planning option—not a guarantee that every estate can be split cleanly.
How should you sequence the programme?
Use an evidence-led sequence that makes dependencies, responsibilities and decision points visible. The UK government calls for continuous improvement and iterative or phased migration; AWS also describes waves as a way to manage interconnected workloads. Tailor the sequence to the application rather than treating it as a mandated lifecycle.

- Inventory and assess risk. Identify the system, associated components, contracts, owners and business consequences of failure. Record what is known and where evidence is missing.
- Discover business and technical behaviour. Map business rules, exceptions, workload patterns, operating processes and user needs alongside the code.
- Map dependencies and data. Trace shared programs, interfaces, schedules, databases and files. Identify data owners and how records will be converted, reconciled, retained and governed.
- Choose a target and migration pattern. Define the intended transformation depth, runtime, integration approach and how components that move at different times will interact.
- Run a representative pilot. Select work that tests meaningful technical and operational assumptions, not merely the easiest code to convert. Use what the pilot reveals to revise scope and acceptance criteria.
- Plan waves and acceptance evidence. Set boundaries, dependencies, accountable owners, entry criteria and exit criteria for each wave. Estimate cost and timelines as plans to validate, not as guaranteed outcomes.
- Migrate and validate before cutover. Compare the new system’s results with the current one, validate data and transaction handling, and test integrations, performance and recovery.
- Cut over, recover if needed, then retire deliberately. Define who can authorise cutover, what triggers rollback, how the old system remains available during transition, and what evidence permits its decommissioning.
- Transfer knowledge and improve operations. Document the resulting architecture and operating model, train the people who will support it, and use lessons from each wave to improve the next.
What evidence should be required before cutover?
Acceptance should demonstrate that the migrated system behaves correctly under the conditions that matter to the business, not simply that conversion or deployment completed. AWS’s UK marketplace service description includes application testing and data replication capabilities, and IBM’s overview discusses transaction integrity. These are vendor descriptions; the acceptance regimen below is a practical way to address system risks, not a guarantee supplied by either provider.
- Functional results: agree representative business scenarios, expected outputs, exception paths and the process for resolving differences against the current system.
- Data integrity: define conversion and reconciliation checks, ownership of discrepancies, and the treatment of records that cannot be migrated as expected.
- Transactions and interfaces: verify transaction outcomes, duplicate or failed processing behaviour, connected-system exchanges and batch completion.
- Performance and capacity: test representative workloads and agree service thresholds using the organisation’s own requirements and workload evidence.
- Operations and security: test monitoring, access controls, incident handling, deployment procedures, resilience and recovery against agreed operating requirements.
- Cutover and rollback: rehearse the transition, name decision-makers, set rollback triggers and confirm how data and transactions will be handled if the new system must be abandoned.
Write down the evidence, acceptance owner and decision for each criterion. Parallel operation or comparison may be appropriate where the workload and architecture allow it; do not assume it is feasible or safe in every case. Retirement criteria should also be explicit, so the previous system is not decommissioned before the organisation has accepted the migrated service.
How should UK organisations prepare the people and contracts?
Delivery constraints are part of the migration design. The UK government’s legacy technology guidance names potential blockers including constrained budgets, missing skills or clear ownership, coordination across suppliers, contract and exit constraints, risk aversion and competing priorities. It also points to business culture, spending models and legislative or ministerial requirements as considerations.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Turn those constraints into owned workstreams rather than leaving them in a generic risk register. Assign accountable people for business decisions, architecture, data, security, operations, procurement and user readiness. Involve senior managers and affected users; plan training and user testing; and ensure the organisation can operate and change the target system after delivery teams or suppliers leave.
Before approving a supplier engagement, make responsibilities and boundaries clear. The contract and delivery plan should identify scope, assumptions, customer inputs, dependencies, acceptance evidence, skills transfer, support responsibilities, contract duration and exit provisions. Include the full lifecycle implications in the business case rather than assessing only the initial migration activity. The available sources do not establish project costs or delivery durations for a particular organisation, so these need to be estimated and tested against its own system and procurement terms.

Use supplier descriptions to identify options for evaluation, not to infer comparative performance. Both AWS and IBM list relevant services on the UK Digital Marketplace. Their descriptions are procurement and vendor material, not independent evidence that one provider is better for a particular enterprise.

- AWS: its UK Digital Marketplace listing describes assessment and planning, automated and manual refactoring, application testing, near-real-time data replication, file-transfer operations and managed runtime execution. AWS’s AWS Transform guidance says its process is designed to decompose interconnected COBOL workloads into business-aligned modules and plan waves. That describes the intended process; it does not prove a project’s delivery result or savings.
- IBM: its UK Digital Marketplace listing describes Mainframe Migration and Modernisation Services, while IBM’s overview discusses advice, migration, build and management activities.
For either a supplier or an in-house delivery approach, ask for evidence specific to the proposed scope: how dependencies will be discovered, which activities are automated or manual, who owns data and integration decisions, how tests will demonstrate acceptance, what assumptions affect estimates, how knowledge will transfer, and what happens at contract exit. Verify current availability, eligibility, service constraints and commercial terms directly before procurement; marketplace descriptions can change and do not provide a complete technical or commercial comparison.
What can current figures and claims tell you?
IBM’s modernization page, updated 6 April 2026, estimates that 250 billion lines of COBOL are in production use across sectors. IBM does not identify the original measurement source on that page, so the figure should be read as IBM’s estimate, not as an independently verified count or a UK-specific statistic. It can indicate the continuing presence of COBOL, but it does not establish the risk, cost or urgency of migrating any individual system.
The UK government’s guidance recommends: “Use continuous improvement planning to implement an iterative or phased migration, and help prevent the accumulation of future legacy technology.” That is a planning principle, not a promise that phased delivery will reduce cost or eliminate risk in every programme.
