Charlotte Douglas International Airport’s proposed 10.5-year airline lease framework would launch the $2.1 billion CLT Beyond capital program, but current reporting says the draft does not address contract workers’ rights. The agreement, its public review schedule and final approval were still unresolved as of the October 12–13, 2026 reporting.
What is the CLT airline lease agreement?
The Airline Use and Lease Agreement (AULA) sets the business relationship between Charlotte Douglas International Airport (CLT) and the airlines that sign it. CLT says it covers property rights, airport and airline operations, maintenance and repair obligations, and financial commitments. The five airlines named in the airport’s October 8 update are American, Delta, Frontier, Southwest and United. CLT’s update said negotiations “continue to progress.”
The existing AULA took effect July 1, 2016, and was set to expire June 30, 2026. Negotiations continued under an extension. The successor terms discussed publicly are proposals, not a finalized or executed contract.
What does the proposed $2.1 billion CLT Beyond program include?
CLT Beyond is a proposed capital program contingent on City Council approval. Reported elements span the terminal, airfield and airport campus; they should be understood as planned work, not completed spending or guaranteed construction.

Axios reported that the proposal would also allow the airport to begin studying an expanded international concourse and a Concourse B expansion. Those are study or planning efforts, not commitments to build. Axios compared the proposed $2.1 billion program with a roughly $460 million preceding capital program, describing CLT Beyond as about four times larger. The figures and comparison are approximate and reflect Axios’s account of the airport presentation.
CLT’s October 8, 2026 update put the airport’s annual regional economic impact at nearly $40 billion and its contribution to about 184,400 jobs across North and South Carolina. Those are airport-published figures, not an independent estimate in the reporting.

What financial terms have been reported?
Current reporting describes a proposed 10.5-year agreement beginning January 1, 2027. The airport’s reported revenue proposal would reduce the city’s share from 60% to 55%, with the airlines sharing the remaining 45%. Airport CFO Michael Hill characterized the shift as “a nominal shift” in exchange for the rent rate and minimum financial protections if a qualifying disruptive event, such as a pandemic, occurs.
These are reported framework terms. The full contract language was not available in the cited coverage, so the exact rent provisions, qualifying-event conditions, and mechanics of the revenue allocation cannot be confirmed from the public descriptions alone.

Does the draft address worker rights?
According to local reporting, the draft does not address contract workers’ rights. City staff said North Carolina law limits Charlotte’s ability to regulate contractor wages and benefits. Council members raised working conditions and safety training after the September on-the-job death of cabin cleaner Colleen Coates. At-large Councilwoman Dimple Ajmera said, “We’re talking about human lives. This is more than just a lease agreement.”
That debate is not evidence that the proposed AULA contains new worker protections. Nor does the reported wage-and-hour preemption settle whether a particular safety-training, procurement or contractor-accountability measure would be lawful. North Carolina’s Wage and Hour Act says it supersedes and preempts local ordinances, policies and similar measures imposing employer requirements concerning compensation, including wages, hours, earned wages, benefits, leave and workforce well-being. The General Assembly’s S257 summary says the relevant provision takes effect October 1, 2026, and applies to contracts entered into or modified on or after that date. The materials reported so far do not establish the legal status of any specific safety proposal.

What happened to the public review schedule?
On October 8, CLT said it planned to present the framework at the October 12 City Council meeting, followed by a review period before a later approval decision. At the October 12 discussion, a motion for six weeks of public review passed 6–5, then Mayor Rob Harrington vetoed it.
In a written statement, Harrington explained: “My veto was not because I necessarily disagreed with the date that was selected but was due to a lack of clarity and time to consider the impact of the timeline during the discussion of the motion.” He said he would work with council on a clear process. Local reporting said council had not yet reviewed the full agreement. The sources available from October 12–13 establish neither a final public-release date nor a final council vote date.
