For a single-location small business with someone who can maintain equipment, start with a local NVR and surveillance-rated drives. It continues recording through an internet outage when the cameras, recorder, network, storage and power remain available, while avoiding a continuous cloud-upload requirement and making retention predictable.

Choose cloud storage when off-site survival, multi-site administration or minimal on-site hardware is more important than recurring fees and upload bandwidth. A hybrid design—local continuous recording with cloud backup for critical cameras or events—often provides the best balance.

What you are choosing

The decision is about where recordings are written, who operates the storage and access controls, what survives an internet outage and who maintains the system. OmniNVR’s 2026 architecture guide describes those as the fundamental differences.

Local NVR

A network video recorder (NVR) sits at the premises and writes IP-camera streams to internal surveillance-rated hard drives. Cameras send video over the local network to the recorder. Remote viewing, alerts and off-site backups are separate functions that depend on internet access, but recording itself can continue locally during an internet failure.

Cloud storage

Cloud cameras or a cloud video-management service upload recordings to a provider-managed platform over the internet. The provider supplies storage infrastructure, software updates and much of the remote-access service. Your business still supplies compatible cameras, internet connectivity, account administration and subscription payments.

Hybrid storage

A hybrid system keeps a local copy—often continuous recording for every camera—and sends selected streams, motion events or alarm clips to an off-site service. It can preserve local recording during a connectivity outage while protecting important footage if the premises, recorder or drives are destroyed or stolen.

Local NVR, cloud or hybrid: comparison

Decision axis Local NVR Cloud storage Hybrid
Recording during an internet outage Can continue if cameras, recorder, storage, network and power remain operational. Continuous uploading usually stops; some products buffer events and upload after reconnection. Local recording can continue while cloud copies pause.
Initial investment Recorder, surveillance drives, network equipment, UPS and installation. Less recorder hardware; compatible cameras and installation are still required. Both local equipment and a cloud service.
Ongoing cost Maintenance, support and eventual drive replacement; normally no storage subscription. Recurring per-camera or retention-tier charges, plus possible connectivity upgrades. Cloud fees for selected cameras or events plus local maintenance.
Internet bandwidth Recording uses local network traffic and drive writes, not continuous internet upload. Upstream usage rises with camera count, resolution, frame rate and bitrate. Lower than full-cloud recording when only selected footage is uploaded.
Retention control Determined by drive capacity, recording mode and replacement plan. Determined by the provider’s plan, retention tier and camera count. Local retention plus separately defined cloud retention.
Protection from site loss None unless footage is separately copied off-site. Off-site by design, subject to provider availability and account access. Depends on which cameras and events are copied away from the premises.
Privacy and control Fewer third parties handle video, but the recorder and network must be secured. Requires review of provider access, encryption, sharing, storage region and deletion rules. Both local and provider security controls must be managed.
Administration Your team maintains the recorder, drives, firmware and remote access. The vendor maintains the service; your team manages accounts, connectivity and billing. Most complex to design, but capable of the strongest resilience.

What happens when the internet goes down?

Local NVR behavior

A local NVR can keep writing video if local power, the Ethernet or Wi-Fi network, cameras, recorder and drives are still functioning. People outside the site may lose remote viewing, push notifications, cloud integrations and remote export until connectivity returns. A UPS can keep the recorder, network switch and cameras running through a short power interruption, but it does not replace a tested backup-power plan.

Cloud behavior

A camera that must reach a cloud service cannot continuously upload while its internet path is unavailable. Google’s official support documentation states: “Important: Your camera needs to be connected to both Wi-Fi and the Nest service to upload video to the cloud.” Google also documents that supported cameras can store events internally while offline and upload them after reconnection: Google Home/Nest Help.

Buffering is product-specific. Do not assume that an event buffer preserves a full continuous recording, that it lasts for a particular number of hours, or that every camera supports it. Obtain the vendor’s exact outage behavior, buffer duration, overwrite rule and recovery process.

Power, network and service failures are different

  • Internet failure: A local recorder may continue; cloud uploads and remote access may stop.
  • Local network failure: Cameras may be unable to reach a local NVR even though the internet is working.
  • Power failure: Both architectures stop unless cameras, network equipment and recording infrastructure have adequate backup power.
  • Provider outage: Cloud access and uploads can be unavailable even when your internet connection is healthy.
  • Site loss: A local-only recorder can be lost with the building; an off-site copy is required for recovery.

How much upload bandwidth do cameras need?

Cloud recording requires sustained upstream capacity for every camera that uploads. The actual requirement depends on resolution, frame rate, codec, bitrate, image complexity, audio and whether the service uploads a main stream, a substream or only events.

As a product-specific reference, TP-Link says its VIGI cloud storage requires at least 4 Mbps per 4MP camera: TP-Link’s 2026 guidance. Treat that as a requirement for that product and configuration, not a universal camera rule. Obtain the selected vendor’s calculation for your exact settings and leave headroom for normal business traffic, software updates and simultaneous remote viewing.

Bandwidth planning procedure

  1. List every camera’s resolution, frame rate, codec and configured bitrate.
  2. Separate continuous-upload cameras from event-only cameras; event cameras may use less average bandwidth but still create bursts.
  3. Add the vendor’s upstream requirement for each stream, then include overhead and a margin for business traffic.
  4. Check the internet service’s actual upload speed at the premises, not just its advertised download speed.
  5. Test during the busiest business period while viewing live feeds and exporting a clip.
  6. Document what happens if bandwidth is insufficient: lower resolution, reduce frame rate, switch to substreams or retain more footage locally.

A local NVR moves recording traffic onto the LAN and avoids continuous internet upload for the recording path. It still needs adequate switch capacity and reliable cabling or Wi-Fi for the cameras.

How many days of footage should you keep?

Set retention from the time between an incident and when a responsible person is likely to discover it, retrieve the footage and preserve it. A shop that reviews footage every morning may need a different window from a warehouse where damage is discovered weeks later. Retail, offices, warehouses and regulated operations can also have different policy or legal requirements.

Questions that change the capacity calculation

  • Is recording continuous, scheduled or motion/event-based?
  • How many cameras record, and at what resolution, frame rate and bitrate?
  • Is audio enabled?
  • Does motion detection reduce storage, and how are pre-event and post-event seconds counted?
  • Does the provider count camera hours, stored gigabytes or a retention tier?
  • Are exports, locked clips and investigation holds excluded from automatic deletion?

One security provider cites 30–90 or more days of local retention as an example range, but that is not a universal requirement or guarantee: Seneca Security (2026). Local systems scale by adding drive capacity or changing recording settings. Cloud systems scale by changing the plan or camera allocation, subject to the provider’s limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make retention measurable

Ask for a written capacity calculation using your camera count, settings and required days. Have the vendor identify the usable capacity after formatting and any redundancy, the expected overwrite date, and how the system warns when a drive is failing. For cloud, obtain the exact deletion behavior when the retention period expires and whether a subscription downgrade immediately removes older footage.

What does each option cost?

Local NVR costs

Budget for the recorder, surveillance-rated drives, camera and network installation, a UPS, configuration time, firmware maintenance, replacement drives and a separate off-site backup if losing the premises would be unacceptable. A 2026 security-provider example places an NVR plus drives at approximately $400–$900 upfront and describes 30–90-plus-day local retention; these are illustrative figures from one provider, not universal market prices: Seneca Security.

Cloud costs

Cloud examples cited by the same provider range from $20–$80 per camera per month, depending on service and retention. Treat those figures as examples rather than a market-wide price list. Include the camera hardware, subscription for every camera, retention upgrades, annual billing or renewal changes, internet upgrades, export or download limits and the consequences of cancelling.

Use a five-year total-cost view

Compare the same number of cameras, resolution, frame rate, retention days and availability target. Include support and replacement assumptions rather than comparing only the first invoice. Eagle Eye Networks published a five-year, 12-camera, single-site example using 14-day storage; the useful lesson is to compare total cost over the intended service life, including storage, support and replacement assumptions: Eagle Eye Networks’ 2024 TCO white paper.

Privacy and security responsibilities

Securing a local NVR

Local storage reduces third-party handling and may help meet data-residency requirements, but it is not automatically private or secure. Use unique administrator passwords, current firmware, network segmentation, restricted remote access and physical protection for the recorder and drives. Test exporting a playable clip with timestamps and preserve an audit trail for who accessed it.

Evaluating a cloud provider

Review how the provider encrypts footage in transit and at rest, manages keys, controls employee access, handles user sharing, stores data geographically and deletes recordings after retention expires. Require multi-factor authentication, role-based permissions and clear account-recovery procedures. Confirm what happens to footage and exports if the account is cancelled or the vendor changes its service.

Privacy policy and audio

Before installation, review local privacy law and workplace policy for video and audio recording, employee notice, signage, access logs and requests for copies. Audio can create stricter obligations than video; disable it unless there is a documented business and legal basis.

Operational differences after installation

Local NVR workload

  • Check drive health and recorder alerts on a defined schedule.
  • Apply camera, recorder and network firmware updates after testing compatibility.
  • Keep replacement drives and document the replacement procedure.
  • Review clock synchronization so exported clips have trustworthy timestamps.
  • Test remote access without exposing management interfaces directly to the public internet.
  • Perform a periodic export and restore test, not just a live-view test.

Cloud workload

  • Maintain subscription ownership under a business-controlled account.
  • Enforce multi-factor authentication and remove former employees promptly.
  • Monitor upload health, camera disconnects and service notifications.
  • Review renewal prices, retention changes and export limits before the contract renews.
  • Download evidence in a documented, playable format when an incident occurs.

Hybrid workload

Hybrid systems add design and monitoring work. Document which cameras upload continuously, which send events, how much bandwidth is reserved, how long cloud copies remain available and which system is authoritative for an investigation. Test both the local export and the off-site export.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a local NVR is the better choice

  • Your business has one location and someone can maintain equipment.
  • Recording must continue through ordinary internet outages.
  • You need predictable retention without a per-camera storage subscription.
  • Internet upload capacity is limited or expensive.
  • Most investigations happen on-site and off-site survival is not the primary requirement.
  • You can secure a locked equipment area, provide backup power and follow a maintenance schedule.

Do not choose local-only storage when a fire, theft, flood or other site-wide event would destroy the only copy and the footage is business-critical.

When cloud storage is the better choice

  • You operate multiple locations and need centralized administration.
  • No employee or contractor can reliably maintain a recorder and drives.
  • Off-site survival is more important than minimizing recurring fees.
  • You need vendor-managed software updates and remote access for a distributed team.
  • The site has dependable upstream bandwidth and the provider’s retention and export terms meet your requirements.

Cloud is a poor fit when the internet connection cannot sustain the required upload, when subscription loss would remove needed footage, or when the provider cannot satisfy your privacy, residency or evidence-export requirements.

When hybrid is worth the complexity

Use local recording for all cameras when uninterrupted capture and predictable retention are priorities. Add cloud backup for entrances, cash areas, loading doors, server rooms or alarm-triggered events when an off-site copy matters. This limits cloud bandwidth and fees while preserving evidence from the locations most likely to matter.

Define the hybrid design in writing

  1. Name every camera whose stream or events are copied off-site.
  2. Specify continuous versus event-based upload and the pre-event and post-event behavior.
  3. Reserve and test the required upstream bandwidth.
  4. Set local and cloud retention independently, including deletion and evidence-lock rules.
  5. Document how an insurer, police department or attorney receives a playable export with timestamps and audit information.
  6. Test an internet outage, a local recorder failure and a site-loss scenario.

Implementation plan for a small business

Step 1: Inventory the requirement

  1. List each camera location and its purpose, such as entrance identification, cash protection or loading-door monitoring.
  2. Record resolution, frame rate, codec, audio setting, recording mode and expected viewing distance.
  3. Set the discovery window and required retention days for each camera group.
  4. Decide whether an off-site copy is required for the whole site or only critical areas.

Step 2: Design the local network and power

  1. Confirm switch capacity, cable paths, Wi-Fi coverage if wireless cameras are used and a dedicated camera network or VLAN where appropriate.
  2. Place the NVR and network equipment in a physically restricted location.
  3. Size a UPS for the cameras, recorder and network switch, then test its runtime under load.
  4. Plan ventilation and temperature control for the recorder and drives.

Step 3: Obtain comparable cloud and local proposals

  1. Give every vendor the same camera list, settings, retention days and availability target.
  2. Require the vendor to show the storage and bandwidth calculation rather than quoting a generic tier.
  3. Request five-year totals that include installation, support, renewals, replacement drives and connectivity upgrades.
  4. Require a live demonstration of outage behavior and evidence export before purchase.

Step 4: Configure access and retention

  1. Create business-owned administrator accounts and enable multi-factor authentication where available.
  2. Create least-privilege roles for managers, investigators and installers.
  3. Set time zone and clock synchronization, retention and motion rules.
  4. Restrict remote access to approved methods and record who can export footage.

Step 5: Test before relying on the system

  1. Disconnect the internet and verify whether each camera records as promised.
  2. Remove power briefly under controlled conditions and confirm UPS behavior.
  3. Export a clip from local storage and, if applicable, from the cloud.
  4. Check timestamps, audio settings, playback compatibility and chain-of-custody information.
  5. Restore connectivity and verify whether buffered events upload without overwriting the wrong footage.

Questions to put in the vendor contract

  1. What are the exact camera resolution, frame rate, codec and recording-mode assumptions?
  2. What upload bandwidth is required, and what happens during internet, power and provider-service outages?
  3. Is stated retention continuous or event-based, and how is it calculated?
  4. What are the recorder, drive, UPS, installation, subscription, renewal, replacement and support charges?
  5. How are remote access, multi-factor authentication, user roles, encryption, storage region and deletion handled?
  6. Can the vendor demonstrate exporting a playable clip with timestamps and audit information?
  7. Who owns and can access footage if the account is cancelled or the service changes?
  8. Which cameras are compatible, how long will firmware be supported and who performs maintenance?

A practical decision rule

Choose a local NVR when one site, reliable local power and maintainable equipment matter most. Choose cloud storage when centralized administration and off-site survival justify recurring fees and sustained upload bandwidth. Choose hybrid when you need local continuity for every camera but only selected footage requires off-site protection. Make the decision using equal camera settings, retention days and a five-year cost horizon, then verify the promised outage and export behavior in a live demonstration.
