There is no single best cloud directory service for every organization: the right choice depends on whether you need workforce sign-in, actual Active Directory for applications, network authentication, an open-source platform, or SaaS governance. These 11 options occupy different lanes, so compare only the products that meet your requirements—and treat prices as one part of the total cost.
Which kind of cloud directory do you need?
Start by separating identity infrastructure from adjacent tools. A workforce identity platform manages people’s access to applications and services. A managed Active Directory service supports workloads that still depend on AD. RADIUS and LDAP services can serve network or application authentication needs. Open-source platforms may offer more control but require someone to deploy and operate them. SaaS-management software governs applications and licenses; it is not a directory replacement.
The 11 entries below are grouped by their primary use case, not ranked against one another. The comparison published October 6, 2026 describes its scores as research-based rather than laboratory test results. Consider the fit descriptions editorial guidance, not measured performance.
How the 11 services compare
| Service | Primary lane | What to evaluate | Pricing information established here |
|---|---|---|---|
| Microsoft Entra ID | Workforce identity, especially in Microsoft-licensed environments | Existing Microsoft 365 entitlements, hybrid synchronization, policy and device-management dependencies, and any need for LDAP or RADIUS companions. | P1: $7.00 per user/month, paid yearly. P2: $10.00 per user/month, paid yearly. Microsoft lists P1 as standalone or included with Microsoft 365 E3 and Business Premium for SMBs; P2 as standalone or included with Microsoft 365 E5 for enterprise customers. Microsoft pricing page accessed in 2026. |
| JumpCloud | Domainless, cross-platform identity and device management | Check whether its protocol coverage and device scope can reduce the number of services you need, and whether it meets your enterprise federation requirements. | A current official price is not stated in the October 6, 2026 comparison. |
| Okta Universal Directory | Identity hub for multiple sources | Map which system masters each profile, how lifecycle workflows operate, which integrations are required, and what the needed modules add to cost. | A current official price is not stated in the October 6, 2026 comparison. |
| Google Cloud Identity | Workforce identity in Google Workspace-centered environments | Check Workspace fit, MFA, endpoint scope, plan inclusion, and whether hybrid LDAP is needed. | $7.20 per user/month on the Google Cloud product page accessed in 2026. Verify edition and geography, and whether the Workspace subscription already includes relevant features, before treating this as an incremental cost. |
| AWS Directory Service | Active Directory-dependent workloads on AWS | Choose the service type according to whether workloads need actual AD, a proxy to existing AD, or basic AD compatibility; include recurring infrastructure costs. | A comparable recurring price is not stated here. AWS’s 2026 pricing page gives approximate object capacities: 30,000 for Managed Microsoft AD Standard and 500,000 for Enterprise and Hybrid. These are capacity figures, not prices. |
| Ping Identity, including ForgeRock | Federation-scale deployments | Confirm scale, topology, support, deployment model, and quote economics directly with the vendor. | No public price is stated in the October 6, 2026 comparison. |
| OneLogin | Mid-market workforce identity and SSO/MFA consolidation | Compare bundled scope with the connectors and lifecycle functions you actually require; confirm commercial terms with the vendor. | A current official price is not stated in the October 6, 2026 comparison. |
| Foxpass | RADIUS, LDAP, and SSH-key use cases | Assess it as a specialist or companion when network authentication is a cutover dependency, rather than assuming it replaces a workforce directory. | A current official price is not stated in the October 6, 2026 comparison. |
| WSO2 | Open-source identity stack | Balance licensing economics against hosting, engineering, operations, and support effort. | A current official price is not stated in the October 6, 2026 comparison; include operating and support costs in your estimate. |
| Univention Nubus | Open-source IAM and centralized identity | Assess LDAP/Kerberos and application integration needs against deployment and operating complexity. | A current official price is not stated in the October 6, 2026 comparison; include operating and support costs in your estimate. |
| Zluri | Adjacent SaaS management and governance | Consider it for app discovery, license management, and access reviews above a directory—not as identity directory infrastructure. | A current official price is not stated in the October 6, 2026 comparison. |
Pricing and packaging can change. The figures above are limited to the stated product pages and comparison, not a complete cross-vendor quote comparison. Check current vendor terms before procurement.

What to inventory before choosing
Three inventories will reveal whether a shortlist is viable before you compare product features:
- Applications that require Active Directory: Record which workloads depend on AD, including any Windows applications that cannot move to a different identity model. This determines whether you still need managed AD.
- Network and protocol dependencies: Identify Wi-Fi, VPN, Linux, network equipment, and applications using RADIUS or LDAP. These can remain cutover blockers even after workforce sign-in moves to a cloud identity platform.
- Authoritative identity records: For each person attribute and lifecycle event, identify the system that owns the record, such as HR, an identity provider, or a device platform. Decide how updates and offboarding should flow.
Then compare viable options on source synchronization and lifecycle management; SSO, MFA, and policy controls; LDAP/RADIUS coverage; operating-system and device scope; application and HR integrations; cloud, hybrid, or self-managed deployment; migration requirements; ecosystem dependency; and full cost over your intended contract period.

How to compare the cost fairly
A per-user license is not a total-cost estimate. Build a like-for-like forecast for the contract period and include any add-on modules, connectors, devices, support, migration, and ongoing operating labor. Open-source licensing does not remove hosting, engineering, or support costs. For quote-based or bundled offerings, ask vendors to price the same users, applications, protocols, lifecycle workflows, and support requirements.

Check whether a capability is already included in a subscription you own before counting it as a new purchase. For Entra ID, Microsoft lists P1 as included with Microsoft 365 E3 and Business Premium for SMBs, and P2 as included with Microsoft 365 E5 for enterprise customers. For Google Cloud Identity, verify whether the relevant features are already covered by your Workspace subscription; the cited $7.20 figure should not automatically be treated as an additional charge.

Can a cloud directory fully replace Active Directory?
Not necessarily. A cloud workforce directory can move user sign-in and application access away from on-premises infrastructure, but that alone does not remove an application’s dependency on AD. Inventory those workloads first. A gradual migration can retain managed AD for applications that still require it while moving suitable workforce identity functions to a cloud service. Whether that works depends on the applications and dependencies in your environment.
Choose the AWS directory option by workload need
AWS documents three distinct approaches; they are not interchangeable:
Rank #4
- Your Personal Streaming Server - Build your own Netflix-style media library and stream 4K movies, shows and photos to any device without monthly fees
- Create Your Own Cloud - Store your entire photo, video and music collection; access from anywhere with fast 282 MB/s transfer speeds
- Creator-Grade Backup Solution - Protect your irreplaceable content with automated backups to cloud services, external drives and remote NAS
- Multi-Layered Data Protection - Combine RAID redundancy, automated backups and snapshot technology to prevent data loss from any cause
- Smart Home Surveillance - Support up to 30 IP cameras with AI detection, instant alerts and secure remote monitoring
- AWS Managed Microsoft AD: For applications that need actual Active Directory, including Windows workloads and some AWS services. AWS lists approximate object capacities of 30,000 for Standard and 500,000 for Enterprise and Hybrid. AWS notes that actual support depends on object size and performance needs.
- AD Connector: A proxy that forwards authentication requests to existing on-premises AD. AWS says it does not require directory synchronization.
- Simple AD: For basic AD-compatible use. AWS documents limitations including no MFA, trust relationships, LDAPS, or schema extensions. Do not treat it as feature-equivalent to Managed Microsoft AD.
These distinctions matter when sizing and planning, but object capacity is not a substitute for evaluating performance or cost for your workload.

What about Wi-Fi and VPN authentication?
Include network authentication in the dependency inventory. Wi-Fi, VPN, network gear, Linux systems, or applications that rely on RADIUS or LDAP may need a compatible service during and after a directory migration. Foxpass is positioned as a RADIUS/LDAP and SSH-key specialist, so evaluate it for those needs; do not assume a specialist protocol service replaces the workforce identity platform. Confirm the exact protocol and integration requirements with each vendor.
Best Value

Do FIDO2 security keys fit into the decision?
A FIDO2 security key can be an optional MFA companion, not a prerequisite for selecting a directory. Google Cloud Identity lists hardware security keys among its MFA methods, and Microsoft documents FIDO2 security-key support for Entra ID. Compatibility depends on the exact key and tenant configuration: Microsoft documents attestation and authenticator-metadata requirements that may apply. Before buying, verify the model, port, enrollment process, attestation policy, and provider support for your environment.
Is Zluri a directory service?
No. In this comparison, Zluri is an adjacent SaaS-management and governance product for areas such as application discovery, license management, and access reviews. It may complement a directory, but it is not a substitute for identity directory infrastructure.
Which service should make your shortlist?
- Microsoft-licensed workforce: Evaluate Entra ID against existing entitlements, hybrid requirements, device and policy needs, and any protocols requiring a companion.
- Google Workspace-centered workforce: Evaluate Google Cloud Identity alongside Workspace inclusions, MFA, endpoint needs, and hybrid LDAP dependencies.
- Cross-platform or multi-source identity: Compare JumpCloud and Okta Universal Directory against device scope, federation needs, identity-source rules, and integration requirements.
- AWS applications that depend on AD: Decide whether the workload needs Managed Microsoft AD, a proxy to existing AD through AD Connector, or only Simple AD’s basic compatibility.
- Federation at scale or mid-market consolidation: Shortlist Ping Identity/ForgeRock or OneLogin according to deployment, support, connector, and lifecycle requirements, then verify the commercial offer directly.
- Network authentication, self-managed identity, or SaaS governance: Consider Foxpass for protocol-specific needs, WSO2 or Univention Nubus for open-source platform choices, and Zluri for SaaS governance—each in its own lane.
The October 6, 2026 comparison does not establish a single winner across these use cases. The defensible choice is the one that meets your documented dependencies with an acceptable deployment and operating model, at a verified total cost.
