Cloud computing lets you use computing resources over a network without buying and operating the provider’s underlying hardware. You still need a suitable device and network connection, and the service may cost money. What changes is who runs the infrastructure—and how you access and pay for it.

What cloud computing means

The National Institute of Standards and Technology (NIST) defines cloud computing as on-demand network access to a shared pool of configurable computing resources that can be rapidly provisioned and released with minimal management effort. In practical terms, a provider operates computing resources and makes them available to users over a network. You can use software, platforms, storage, or virtual infrastructure without purchasing and maintaining the provider’s physical equipment.

“Without buying hardware” refers to that underlying provider infrastructure. Cloud computing does not remove the need for an endpoint—such as a computer, tablet, or phone—or a working network connection. Nor does it mean the service is free: access is governed by the provider’s service terms and may be billed according to use.

What makes a service cloud computing?

NIST’s framework identifies five essential characteristics. Together, they describe more than simply placing a computer in a remote location:

These washers act as a critical safety barrier, preventing electrical shorts and protecting your expensive motherboard circuits from mechanical damage during installation—a must-have for professional PC builders.
  • DEDICATED CASE FAN & SSD HARDWARE: No more improvising. This kit features 30pcs of M5x10 conventional fan retaining screws and 50pcs of M3x5 screws specifically for 2.5-inch SSDs. We’ve solved the common pain point of missing the exact fastener for your cooling system and storage drives.
  • ORGANIZED & TRANSPARENT STORAGE: All 350 pieces are neatly sorted in a heavy-duty, clearly labeled storage case. Each compartment is marked with specific sizes, allowing you to quickly identify M3 vs. #6-32 screws, preventing messy mix-ups and ensuring your workbench stays organized.
  • On-demand self-service: A user can provision capabilities when needed without requiring the provider to manually handle each request.
  • Broad network access: Services are available over a network and can be reached through different kinds of client devices.
  • Resource pooling: The provider pools resources to serve multiple users, allocating them as demand changes.
  • Rapid elasticity: Resources can be provisioned or released quickly as needs change.
  • Measured service: Resource use is monitored, providing a basis for control, reporting, or billing.

NIST published this framework in 2011 in Special Publication 800-145. These characteristics are a useful way to understand the model, not a guarantee that every service behaves identically or has the same billing rules.

Choose the service model that matches what you need

Cloud service models describe what the provider makes available. NIST’s three categories are software, platform, and infrastructure as a service.

Model What you use Plain-language example
SaaS (Software as a Service) A provider’s software service over a network. Use an online application without operating the servers that run it.
PaaS (Platform as a Service) A provider’s application platform for building or running software. Develop or run an application on a managed platform rather than setting up all the underlying infrastructure yourself.
IaaS (Infrastructure as a Service) Configurable computing infrastructure, such as virtual servers, networks, or storage. Provision virtual infrastructure instead of buying and maintaining the equivalent physical equipment.

The distinction is about the kind of resource you access. It does not by itself tell you the service’s price, exact security responsibilities, or suitability for a particular workload.

Understand the deployment models

Deployment models describe how a cloud environment is organized and shared. NIST identifies four:

  • Public cloud: A cloud environment made available for use by customers, with resources operated by a provider.
  • Private cloud: A cloud environment intended for the exclusive use of one organization.
  • Community cloud: An environment shared by organizations with common concerns or requirements.
  • Hybrid cloud: A combination of distinct cloud environments, such as private and public clouds, connected to support a workload or data movement.

These are categories, not a simple ranking from best to worst. The right arrangement depends on requirements such as who needs access, how environments must be managed, and what constraints apply.

Know what cloud changes—and what it does not

Cloud computing shifts the operation of the underlying infrastructure to a provider, but using a cloud service does not automatically transfer every security or configuration responsibility. Responsibilities depend on the service and its terms. A user may still need to manage settings, accounts, data, or application behavior. Microsoft Learn includes the shared responsibility model in its beginner cloud curriculum, alongside cloud models and consumption-based pricing: Describe cloud computing.

Cloud use also depends on a functioning network and an appropriate endpoint. NIST describes access from different client platforms, but it does not establish one required or recommended device for all services.

How usage-based cloud pricing works

Consumption-based pricing means charges can be tied to the services used and the time or amount of use. AWS says most of its services use pay-as-you-go pricing, but billing details and prices vary by service. Treat that as a description of AWS’s pricing approach, not a universal rule for every provider or product: AWS pricing.

Usage-based billing can make it possible to adjust resources as needs change, but it is not proof that cloud will always cost less than owning equipment. Your bill depends on which services you select, how much you use them, how long resources remain active, and the provider’s current terms. Before provisioning, identify what you are turning on and check its current price. Review usage afterward so that resources you no longer need do not continue to incur charges.

A practical way to compare cloud options

When deciding whether a cloud option fits, compare the actual service and operating requirements rather than relying on the word “cloud” alone:

  1. Identify the resource you need. Is it finished software (SaaS), a platform for building or running an application (PaaS), or configurable infrastructure (IaaS)?
  2. Consider how the environment should be organized. Determine whether public, private, community, or hybrid deployment aligns with your requirements.
  3. Clarify responsibility boundaries. Find out which security and configuration tasks remain yours for the specific service.
  4. Check the pricing basis. Review how the provider measures use, what can generate charges, and the current service terms.
  5. Estimate expected use and access needs. Consider how much and how long you expect to use resources, and whether users have a reliable network connection and suitable devices.

These questions help distinguish an access model from a promise about savings or convenience. The answer depends on the workload, the service’s terms, and the way it is configured and used.
