“CLC Dev” does not identify one confirmed standard or definition. It may refer to secure product development lifecycle requirements, or to national annexes for overhead electrical lines. In either context, “new” and “existing” have different implications, so the applicable standard, country, edition, and project specification must be identified before drawing a compliance conclusion.
What does “CLC Dev” mean?
The phrase is ambiguous in the available standards-catalogue material. One plausible context is secure product development under EN IEC 62443-4-1; another is CLC EN 50341, which covers overhead electrical lines and has country-specific national annexes. These are separate technical subjects, not competing definitions within one standard.

In this context, “new” and “existing” do not necessarily divide products into two different sets of lifecycle requirements. The abstract describes applicability to processes and products in either state. Because the catalogue entry concerns a proposed amendment and is only an abstract, it does not establish the amendment’s publication or adoption status, nor does it replace the standard’s normative text. Confirm the current edition and status with the relevant standards publisher before relying on it for compliance.
If it refers to overhead electrical lines
For CLC EN 50341, the meaning of “new line” varies by national annex. Catalogue summaries illustrate why a definition from one country should not be generalized to another:

For an overhead-line project, identify the governing context before deciding whether the work is new or existing:

- Confirm the standard and subject. Check whether the reference is to EN IEC 62443-4-1 for secure product development or CLC EN 50341 for overhead lines.
- Identify the jurisdiction and edition. For overhead lines, find the applicable national annex and its edition; definitions differ across countries and dates.
- Describe the work precisely. Establish whether it is a wholly new route, a branch or extension, or work on an existing line. For the latter, distinguish activities such as modernization, reconstruction, relaying, renovation, and maintenance rather than treating them as interchangeable.
- Check the project specification. It may determine how the standard applies to existing-line work and, in the Czech example, set requirements for a junction support.
- Verify against the complete normative text. Catalogue abstracts can help locate relevant distinctions, but a compliance decision requires the applicable standard and project documents.
What is needed for a definitive answer?
To state whether a particular asset or activity is “new” or “existing,” provide the full standard reference, country or jurisdiction, edition, and project specification. For secure product development, also establish which edition or amendment is actually in force. The available catalogue summaries do not settle those project-specific questions.
