Neither Claude Enterprise nor ChatGPT Enterprise is universally “more secure.” Both provide enterprise identity administration, encryption, retention controls, audit or compliance tooling, and a contractual approach that keeps workspace content out of model training by default. The practical difference is how each product handles retention configuration, compliance evidence, geographic controls, and encryption-key ownership.
Claude Enterprise is the closer fit when you need a documented minimum 30-day custom retention period, six years of Compliance API activity records, customer-managed encryption keys, or a US-only inference control. ChatGPT Enterprise is stronger when regional storage-at-rest and inference options, OpenAI’s workspace administration, or integration with an existing OpenAI deployment are decisive. Your signed agreement, enabled features, region, and administrator settings still determine the controls you actually receive.

These are control categories, not a security score. A platform can be the better choice for one regulatory boundary and the worse choice for another.

Identity, SSO, and administrator control
Claude Enterprise identity model
Claude Enterprise documents enterprise single sign-on (SSO) and SCIM-oriented administration. SSO centralizes authentication in your identity provider, while SCIM is used to provision and deprovision users and groups. Audit logs and role-based ownership controls add an administrative record of changes and resource responsibility.
Before onboarding users, define which team owns each workspace or project and how ownership changes when an employee leaves. Provisioning alone is not a complete offboarding process: you also need a rule for transferring projects, revoking sessions, and preserving any records required by your retention or legal-hold policy.
ChatGPT Enterprise identity model
OpenAI recommends configuring SSO and SCIM before broad onboarding. SCIM synchronizes users and groups with the identity provider, but it does not itself grant access to a ChatGPT workspace. Workspace membership and permissions therefore remain an administrator task after synchronization.
That distinction matters during rollout. A user can exist in the synchronized directory without being authorized for the workspace, and removing a user from a group does not replace a review of workspace roles, shared resources, or ownership. Treat identity synchronization and workspace authorization as two separate controls in your access review.
Questions to verify in either tenant
- Which identity provider is authoritative for user lifecycle events?
- Does a SCIM deprovisioning event disable access immediately or only on the next synchronization cycle?
- Who can create workspaces or projects, change retention, export compliance records, and manage encryption keys?
- Are administrator actions included in the audit or compliance feed you can export?
- How are orphaned projects and files reassigned when an owner is removed?
Encryption and control of keys
Claude customer-managed encryption keys
Claude Enterprise lists customer-managed encryption keys as an Enterprise feature. This gives an organization a way to place key ownership and key lifecycle decisions under its own control rather than relying only on a vendor-managed key. Confirm the exact covered data, supported key-management service, rotation behavior, and failure mode in the commercial agreement and technical documentation before treating it as a complete customer-managed encryption (CMEK) implementation.
ChatGPT Enterprise Enterprise Key Management
OpenAI documents Enterprise Key Management as the mechanism through which customers control their own encryption keys. Content covered by the control is encrypted in transit and at rest. Ask which objects are in scope—such as conversations, uploaded files, projects, or other workspace records—and what happens if a key is disabled or unavailable. Key control is useful only when the organization also has a tested rotation, revocation, backup, and incident procedure.
What encryption does and does not prove
Encryption protects content while it moves between systems and while it is stored, but it does not determine who can read content through an authorized workspace account. Least-privilege roles, SSO enforcement, prompt and file handling rules, endpoint restrictions, and export permissions remain separate controls. A key-management feature also does not automatically establish a particular regulatory certification or data-residency result.

Retention and deletion: the differences administrators must understand
Claude Enterprise default and custom periods
Claude Enterprise chats and project data are retained indefinitely by default so users can preserve conversation and project continuity. An owner can set a custom retention period, but the minimum documented period is 30 days. The period is calculated from the last observed activity, so an active conversation or project can continue to have its deletion clock refreshed.
A 30-day setting is therefore not the same as “delete everything 30 days after creation.” Define what counts as activity, identify the owner who can change the policy, and test how edits, uploads, project changes, and other events affect the timer. Record the resulting behavior in your data-retention register.
Anthropic API retention is a different product rule
Anthropic’s commercial API documentation describes automatic deletion of inputs and outputs within 30 days. That API default should not be applied to Claude Enterprise chats: Enterprise product conversations are retained for continuity unless an owner configures a custom period. If your organization uses both products, document them as separate processing environments with separate retention controls.
Claude compliance records and six-year retention
The Compliance API Activity Feed and remote session transcripts follow a six-year retention model in Anthropic’s documentation. The Activity Feed records organization activity such as authentication, chat creation, file uploads, project changes, and administrative actions. It does not contain the prompt text or model responses inside chats or messages. Retrieving message bodies requires separate compliance endpoints and the necessary permissions.
This creates two distinct records: a long-lived event trail and separately governed content exports. A six-year Activity Feed does not mean every prompt, attachment, or response is automatically preserved for six years.
ChatGPT Enterprise deletion schedule
ChatGPT Enterprise workspace retention policies govern chats and files. When content is deleted, OpenAI generally schedules it for permanent deletion within 30 days. Legal or security obligations can require a longer period, so the 30-day schedule is not an absolute erasure guarantee.
Because the effective period depends on workspace settings, endpoint behavior, and administrator configuration, obtain the exact policy for your tenant. Confirm how deletion applies to conversations, uploaded files, projects, exports, backups, and compliance records rather than assuming that one workspace setting covers every copy.

How to write a defensible retention policy
- Inventory the data objects. List conversations, uploaded files, project instructions, shared resources, audit events, session transcripts, exports, and support records.
- Assign a policy owner. Specify who can change the setting and who approves exceptions.
- Set the user-facing period. For Claude Enterprise, choose a period of at least 30 days and account for last-activity behavior. For ChatGPT Enterprise, record the workspace policy and its scope.
- Separate compliance evidence. Decide whether event logs, message bodies, and remote-session transcripts have different legal or operational retention needs.
- Test deletion. Delete a test conversation and file, then verify the user interface, export endpoints, compliance feed, and any administrator view.
- Document exceptions. Capture legal holds, security investigations, and other reasons content may remain beyond the normal schedule.
Compliance evidence, audit trails, and exports
What Claude’s Activity Feed captures
Anthropic describes the Activity Feed as a record of who did what and when. Examples include authentication, chat creation, file uploads, project changes, and administrative actions. It is useful for access reviews, incident timelines, and proving that an administrative event occurred.

The feed does not capture prompt text or model responses. To export those bodies, an organization must use separate Compliance API endpoints and hold the required permissions. Test those endpoints with a least-privilege service account before promising legal, HR, or discovery teams that they can retrieve full conversation content.
What ChatGPT compliance tooling requires you to confirm
OpenAI provides Compliance Platform/API tooling, but availability and retention depend on the workspace settings, the endpoint being used, and administrator configuration. The name of a compliance platform is not, by itself, proof that every prompt, file, or response is exportable.
During procurement, ask for a field-level export specification: which identifiers, timestamps, users, messages, files, projects, and administrator actions are returned; how long those records remain available; and which roles or credentials can retrieve them. Also establish whether an export reflects the current workspace state or includes deleted data retained under a legal or security exception.
Audit readiness checklist
- Define the event types your auditors require, including authentication, membership changes, file uploads, project edits, and administrator actions.
- Map each event type to the product’s audit feed or compliance endpoint.
- Confirm whether message content and attachments require separate permissions from event metadata.
- Set an export schedule and protect exported records with your organization’s normal evidence controls.
- Run a retrieval test after a user deprovisioning event and after a deletion request.
- Record the retention period for the exported copy, not only the vendor-hosted record.
Where enterprise data is stored and where inference runs
Claude’s US-only inference option
Claude Enterprise documentation lists US-only inference as an available control. This addresses where model inference is performed, not necessarily every location where account metadata, support records, backups, or compliance exports may be stored. Confirm the scope of the control and any exceptions in the agreement.

ChatGPT Enterprise supports storage-at-rest residency in Australia, Canada, and Europe, defined as the European Economic Area (EEA) plus Switzerland, for eligible customers. OpenAI also documents inference residency for eligible customers in supported regions. Storage residency and inference residency are separate choices: data can be stored in one region while processing occurs under a different eligible configuration unless both controls are enabled and applicable.
Eligibility, supported features, and regional availability can change. Obtain written confirmation of the regions available to your tenant and verify that every feature you plan to use—such as file handling, projects, compliance exports, or connectors—falls within the stated boundary.

Residency questions for procurement and privacy teams
- Which customer-content categories are covered by the residency control?
- Where are metadata, authentication records, abuse-monitoring records, backups, and support tickets processed?
- Does the setting apply to inference, storage, or both?
- Are all workspace features available in the selected region?
- What legal, safety, or security exceptions permit processing or retention outside the selected boundary?
Is ChatGPT Enterprise trained on your company’s data?
OpenAI states that ChatGPT Business, Enterprise, and Edu workspace content—including information accessed through apps—is not used to train its models by default. “By default” means the contractual and product configuration still matters: confirm whether an administrator can change the setting, whether a separate permission is required, and how retained content is handled for safety, legal, or security purposes.
Anthropic documents that retained data is not used for model training without express permission, while noting that safety and legal exceptions can apply. Treat this as a data-use control that belongs in your vendor assessment, not as a substitute for access controls or retention limits.

Choose Claude Enterprise when these controls are decisive
- You need an explicit custom retention control with a documented minimum of 30 days.
- You want a six-year Activity Feed and remote-session transcript retention model for compliance operations.
- Your architecture requires customer-managed encryption keys listed as an Enterprise feature.
- Your policy calls for a documented US-only inference option.
Validate the boundary between Activity Feed metadata and message-body exports before relying on the six-year record for discovery or investigations.
Choose ChatGPT Enterprise when these controls are decisive
- You need storage-at-rest residency in Australia, Canada, or Europe (EEA plus Switzerland), subject to eligibility.
- You require inference residency in a supported region and can meet the eligibility conditions.
- Your organization already operates OpenAI workspace identity administration and wants SSO, SCIM, and Enterprise Key Management in that environment.
- Your compliance program is built around OpenAI’s Compliance Platform/API and its administrator-configured retention model.
Confirm which endpoints and records your tenant exposes; compliance tooling does not imply identical retention or export coverage across all workspaces.
When the answer is “both, in different tiers”
Some organizations can use one platform for general productivity and another for workloads with a different residency, key, or retention requirement. If you do this, keep separate data-classification rules, identity groups, export procedures, and incident playbooks. Moving a prompt or file between tenants can defeat the boundary you intended to create.

- Classify workloads. Mark which data may contain personal information, regulated records, confidential source code, or trade secrets.
- Choose the geographic boundary. Decide whether you need US-only inference, regional storage, regional inference, or a combination.
- Configure identity first. Enforce SSO, connect SCIM, define workspace membership rules, and test rapid offboarding.
- Set ownership and roles. Assign project owners, administrators, compliance operators, and key custodians separately.
- Configure encryption keys. Establish key rotation, revocation, backup, and outage procedures for customer-managed keys or Enterprise Key Management.
- Set retention. For Claude Enterprise, choose a custom period of at least 30 days if indefinite retention is unacceptable. For ChatGPT Enterprise, record the workspace policy and deletion exceptions.
- Test compliance exports. Retrieve event metadata, then separately test message and file exports with the permissions your legal process will use.
- Verify training-use terms. Preserve the applicable Enterprise terms and tenant configuration in your vendor-risk record.
- Run deletion and incident exercises. Test a user removal, a file deletion, a legal hold, a key revocation, and a compliance export during an investigation.
- Review after changes. Recheck residency, retention, endpoint availability, and key scope whenever the plan, region, or enabled feature set changes.
Common mistakes and how to avoid them
Confusing the Anthropic API’s 30-day rule with Claude Enterprise
The commercial API’s automatic deletion model and Claude Enterprise’s indefinite chat default are different product behaviors. Maintain separate records and test each environment independently.

Assuming a 30-day policy means creation-time deletion
Claude Enterprise calculates the custom period from last observed activity. An active project can therefore outlive 30 days from its original creation. Explain this behavior to records managers and include it in user guidance.
Treating an audit feed as a copy of every conversation
Claude’s Activity Feed records events, not prompt and response bodies. ChatGPT compliance exports also depend on endpoint and administrator configuration. Prove content retrieval with an actual export test.
Assuming SCIM grants or removes all access
In ChatGPT Enterprise, SCIM synchronizes users and groups but does not itself grant workspace access. Review membership and roles as a separate access-control step.
Equating residency with complete geographic isolation
Storage-at-rest, inference, metadata, support, backups, and compliance exports can have different scopes. Obtain a feature-by-feature regional statement instead of relying on a single residency label.
Reading “not used for training” as “never retained”
Training use and retention are different questions. A workspace can retain content for continuity, compliance, safety, or legal reasons even when that content is excluded from model training by default.
Bottom-line decision
Start with the control you must prove to an auditor or privacy officer. Claude Enterprise is the more natural fit for explicit custom retention, long-lived documented activity records, customer-managed keys, or US-only inference. ChatGPT Enterprise is the more natural fit for eligible regional storage and inference, OpenAI-centered identity administration, and Enterprise Key Management within that ecosystem. Neither choice is complete until you confirm the signed terms, tenant settings, regional eligibility, retention behavior, export permissions, and exception handling for the exact data your users will process.
