Claude can request a notification action through a tool call, but your application—not Claude—must validate the request, publish the event to Amazon SNS FIFO, and report accurately what happened. For ordered queue processing, subscribe an Amazon SQS FIFO queue to the topic. Choose a message group ID that matches the business entity whose events must stay in sequence, and make consumers safe to retry.

How the Claude-to-SNS FIFO flow works

Claude tool use is a request-and-response protocol between Claude and your application. Claude returns a tool_use block with a tool name, tool-use ID, and structured input. Your code maps that name to an implementation, checks the input and authorization, performs the action, and sends a tool_result block linked to the same tool-use ID.

A reliable notification path separates that tool exchange from message delivery:

  1. Your application sends Claude a message along with a tool declaration and input schema, such as a tool for requesting a workflow notification.
  2. When Claude responds with stop_reason: tool_use, your application validates the requested action, checks permissions and business rules, and determines whether a notification should be created.
  3. Your application constructs a notification event with a stable business identifier, then publishes it to an SNS FIFO topic with a message group ID and a deduplication ID—or uses content-based deduplication intentionally.
  4. SNS FIFO delivers the event to subscribed SQS FIFO queues in publish order. Each queue’s consumer processes its own ordered stream.
  5. Your application returns a tool_result to Claude using the matching tool-use ID. Report that the event was accepted for publication only if the publish succeeded; do not claim that every consumer received or completed it without evidence.

This division matters: Claude proposes an action, while application code owns authorization, execution, and the truth of the result.

Choose the ordering boundary before choosing a group ID

SNS FIFO ordering is scoped to a message group, not to the entire topic. Events in the same group are serialized; different groups can proceed in parallel and have no relative ordering guarantee. The group key should represent the business invariant that must hold—for example, a conversation, account, order, or workflow—not simply the easiest identifier to access.

Use a conversation group when conversation order matters

If notifications for one conversation must be processed sequentially, use a stable conversation identifier as the group key. This prevents that conversation’s events from overtaking one another while allowing unrelated conversations to proceed independently.

Use an account, order, or workflow group when that entity owns the sequence

If the important rule is “an order’s status changes must be processed in order,” grouping by conversation or user may be insufficient: two conversations could generate events for the same order. Select the identifier that actually defines the serialization rule.

Each SQS FIFO subscriber preserves its own stream, but that does not establish a shared arrival or completion order across subscribers. One queue can be delayed or unreachable while another advances.

Set deduplication deliberately

A FIFO publish requires a deduplication ID unless content-based deduplication is enabled. With an explicit ID, use a stable identifier for the business event so retries of that same event can be recognized. AWS accepts a repeated ID but does not deliver it again during the five-minute deduplication interval.

Content-based deduplication derives its hash from the message body, not message attributes. If meaningful distinctions are carried only in attributes, different events can have identical bodies and therefore collide for this purpose. Put the information that defines event identity in the body, or choose explicit event IDs where that is a better fit.

Deduplication is not a substitute for idempotent consumers. Make processing safe when an event is retried or encountered again, and persist enough event or business state to avoid applying the same effect twice. AWS describes exactly-once delivery and processing as conditional: requirements include a permitted SQS FIFO endpoint, timely deletion by the consumer, no subscription filtering, and no network disruption. Those conditions do not remove every failure boundary in an application.

Use SQS FIFO for ordered queue processing

For a consumer that needs FIFO processing, subscribe an SQS FIFO queue to the SNS FIFO topic. AWS distinguishes this path from standard SQS subscribers, which may receive messages out of order and more than once. A queue also creates a clear boundary between topic publication and consumer processing: successful publication is not proof that the consumer has completed the work.

If a Lambda function processes the event

Put SQS FIFO between SNS FIFO and Lambda, then configure the queue as Lambda’s event source. Lambda’s direct SNS trigger supports standard SNS topics only, so a direct SNS-to-Lambda subscription is not the FIFO processing route.

If subscribers need different delivery patterns

Use a separate queue for each consumer that needs its own durable processing stream. Treat each subscriber’s lag and failures independently; one subscriber’s progress does not prove another has received or processed the same event.

Know which endpoints SNS FIFO can reach

SNS FIFO cannot deliver directly to email, SMS, mobile app, or customer-managed HTTP/S endpoints. If the final destination is one of these, an application or downstream service must handle that step after consuming from the queue. In that design, FIFO can order queue processing, but it does not by itself guarantee that a person received a message or that an external endpoint acted on it.

Track failures at each boundary

“Reliable” depends on the complete path, not only on SNS FIFO. A tool request, application execution, SNS publish, SNS-to-SQS delivery, queue processing, and final user-facing delivery are distinct stages. Record status and useful identifiers at each boundary so the application can distinguish a rejected tool request from a publish failure or a delayed consumer.

  • Tool request: Validate the tool name and structured input, then apply authorization and business rules before acting.
  • Application execution: Decide what constitutes a valid notification event and assign it a stable business identifier.
  • SNS publish: Track whether publication succeeded; do not report success to Claude when the publish failed.
  • Subscription delivery: Monitor whether the subscribed queue is keeping up. A subscriber that is unreachable can fall behind; a dead-letter queue configured on the subscription can matter when failed deliveries would otherwise be dropped.
  • Queue processing: Make consumer effects idempotent, and track retries, failures, and completion separately from publication.
  • Final delivery: Claim user-facing delivery only when the downstream system provides evidence that it occurred.

Configure IAM permissions narrowly for the application’s publish operation and for the relevant service integrations. Retry behavior and dead-letter handling should be designed for the specific failure boundary; a retry at one stage does not establish success at a later stage.

Choose the design that matches the requirement

Decision Use this when Important limitation
SQS FIFO subscriber A consumer needs FIFO queue processing from an SNS FIFO topic. Ordering is per message group and per queue; separate subscribers do not share a single observed completion order.
Standard SQS subscriber Best-effort ordering and at-least-once behavior are acceptable. Messages may be received out of order and more than once.
Explicit deduplication ID Your application has a stable identifier for each business event, especially when attributes carry meaningful distinctions. A repeated ID suppresses delivery only within the five-minute deduplication interval.
Content-based deduplication The message body fully captures distinctions relevant to deduplication. Message attributes are not part of the content hash.
Queue-triggered Lambda A Lambda function needs to process messages from the FIFO queue. Use SQS as the event source; Lambda’s direct SNS trigger supports standard topics only.

Return an accurate result to Claude

After your application handles the tool request, return a tool_result associated with the original tool-use ID. The result should reflect the evidence your application has: validation outcome, execution result, or successful SNS publication. If a consumer has not yet confirmed processing, describe the event as published or queued rather than delivered or completed. This keeps Claude’s next response grounded in what the system actually knows.
