A 429 from Claude on Amazon Bedrock usually calls for checking the request’s endpoint, model, Region, and applicable account quota—not assuming Claude is overloaded. But the literal rate_limit_exceeded string alone does not establish that Bedrock Runtime generated the error. Capture the full response first, then follow the matching fix below.
First, identify which Claude endpoint returned the error
“Claude on AWS” can mean different API surfaces, and the fix depends on which one your request actually reached. Bedrock Runtime and Bedrock Mantle have separate per-model quota allocations and different token accounting. Claude Platform on AWS is another distinct offering with its own limit semantics. A status code by itself does not identify the endpoint or prove who emitted the literal rate_limit_exceeded text.
Capture the HTTP status, complete response body and error type, request ID, timestamp, API operation, SDK, Region, endpoint, model ID or inference profile, and any retry headers. AWS advises inspecting the API-specific error type rather than relying on status alone. Check your client configuration and response details to rule out an intermediary or a different AWS-hosted offering.
If it is Bedrock Runtime, check the Runtime quota
AWS documents Bedrock ThrottlingException with HTTP 429 as a request denied for exceeding the account quotas for Amazon Bedrock. In that case, check the relevant model and Region in AWS’s Bedrock API error troubleshooting guide and the account’s live Service Quotas allocation. Compare the applicable quota with current request and token use; do not assume a general model outage from this error alone.

- Your favorite music and content – Play music, audiobooks, and podcasts from Amazon Music, Apple Music, Spotify and others or via Bluetooth throughout your home.
- Alexa is happy to help – Ask Alexa for weather updates and to set hands-free timers, get answers to your questions and even hear jokes. Need a few extra minutes in the morning? Just tap your Echo Dot to snooze your alarm.
- Keep your home comfortable – Control compatible smart home devices with your voice and routines triggered by built-in motion or indoor temperature sensors. Create routines to automatically turn on lights when you walk into a room, or start a fan if the inside temperature goes above your comfort zone.
- Do more with device pairing – Fill your home with music using compatible Echo devices in different rooms, or create a home theatre system with Fire TV.
- Say goodbye to drop-offs and buffering - With eero Built-in, Echo Dot doubles as a mesh wifi extender, adding up to 1,000 sq. ft. of wifi coverage to your existing eero network.
Runtime’s applicable model quota can account for output tokens using a model-specific burndown rate, and the requested max_tokens is deducted initially. If the maximum is much larger than the response you need, lowering it can reduce the quota consumed at admission and improve available throughput. Check the model-specific rules rather than assuming every token counts identically.
If it is Bedrock Mantle, check both token quotas
Mantle uses a separate quota allocation from Bedrock Runtime. AWS documents separate input and output tokens-per-minute (TPM) quotas for Mantle, with admission based on input tokens plus the requested max_tokens against input TPM. Generated output is measured against the separate output TPM quota. Mantle does not enforce a requests-per-minute quota.

Check the Mantle quotas for the model and account, then consider both the input rate and generated output rate. A request can run into the input-side admission limit because of a high max_tokens setting even if the response usually comes back short. The Bedrock Mantle documentation describes its endpoint and quota rules.

Match the fix to the error and traffic pattern
| What you confirmed | What to do |
|---|---|
Bedrock Runtime ThrottlingException (429) |
Check the Runtime quota for the model and Region, reduce or smooth demand, and right-size max_tokens using the model’s Runtime accounting rules. |
| Bedrock Mantle token limit | Check separate input and output TPM use; reduce bursts, input size, or max_tokens as appropriate. Do not diagnose it as an RPM limit. |
| HTTP 503 | Treat it as service unavailability or transient pressure, not proof that the account quota was exceeded. Back off and honor Retry-After if present. |
HTTP 529 overloaded_error |
Treat it as model-capacity pressure, not a quota 429. Back off, avoid synchronized retries, and honor Retry-After if present. |
Literal rate_limit_exceeded, endpoint not yet confirmed |
Do not apply a Runtime-specific quota fix until the endpoint and API-specific error type are identified. |
AWS distinguishes Bedrock quota throttling from transient capacity and service errors in its error guidance. A 503 or 529 calls for retry behavior, while a sustained quota 429 may require lowering demand or increasing the allocation.

Shape retries so they reduce pressure
For throttling and transient errors, use exponential backoff with jitter: increase the delay after each failed attempt and add randomness so clients do not retry in lockstep. Honor a returned Retry-After value. Set a sensible retry limit and surface persistent failures rather than retrying indefinitely; synchronized retries can make a burst worse.
Retries can help with a transient spike, but they do not increase an account quota. For sustained demand, reduce or spread requests over time, manage token use for the endpoint you confirmed, or request more quota.

When to request a quota increase
If legitimate, sustained demand exceeds the allocation shown for the relevant model, endpoint, and Region, AWS recommends asking your account manager or AWS Support about an increase. The available throughput options and support depend on the model and Region; verify current eligibility rather than assuming a particular capacity tier or that cross-Region routing is available for your case. AWS’s Bedrock troubleshooting guidance explains the support route.
