If Civilization VI won’t launch on Steam, start with the reversible checks: restart the computer and Steam, verify the installed files, update the operating system and graphics drivers, and temporarily close nonessential background software. Then match the exact Steam message to the appropriate branch, because an “app already running” error has a different next step from “Missing Executable.”
These checks are diagnostic rather than guaranteed cures. Steam says launch failures can have many causes across different hardware and software configurations, so platform, error text, recent updates and file-verification results all matter.
Work through the low-risk checks first
Use the following order so that each step leaves the system easy to restore and gives you information for the next decision. Do not assume that a single symptom proves a particular cause.

Close Steam, restart the computer, and open Steam again before trying Civilization VI. Steam’s general launch guidance begins with a fresh restart because a previous game session, an interrupted Steam operation or a temporary system state can leave the next launch attempt in an unhelpful condition. After Steam returns, launch the game once and note the exact message or point at which it stops.

Give Steam time to finish any update or download that appears after the restart. If the client is still processing an operation, another launch attempt can make it harder to tell whether the problem is a game failure or an incomplete Steam task.
2. Verify the installed files
Steam can compare the local installation with the files it expects and reacquire damaged or missing items.
- Open Steam Library and locate Civilization VI.
- Right-click the game, or open its gear menu, and choose Properties.
- Select Installed Files.
- Click Verify integrity of game files and wait for the process to finish. Steam notes that this can take several minutes.
Verification is not a complete reset of every local setting. Steam may intentionally leave a configuration file alone, so one or more reported failures can be normal when those files are compared. Read the result in context: a repaired game file is useful evidence, while a remaining configuration-file mismatch does not automatically mean the installation is unusable. 3. Update the operating system and graphics drivers
Install pending updates for the operating system you actually use and update the computer’s graphics drivers. Steam recommends both checks for games that do not run after preparing to launch. On Windows, Windows Update also covers .NET Framework versions, so complete the available updates rather than checking only the main operating-system version. Restart after updates if the system requests it, then try the game again.
Do not apply a Windows-only runtime remedy to a Mac or Linux installation. Civilization VI has separate platform requirements, and the relevant dependencies vary by operating system. If the driver installer offers several packages, use the package intended for your graphics hardware and operating system rather than a random third-party download.
4. Temporarily close nonessential background applications
Exit nonessential software before launching the game again. Steam recommends disabling software that may interfere with Steam or the game as a troubleshooting test. This does not establish that any particular third-party application is responsible; it simply removes variables. Restore the software after the test, especially security, accessibility or work tools that you normally need.
Change one category at a time when possible. If Civilization VI starts only after background software is closed, note that observation and identify the software that was running; do not present it as the confirmed cause until further testing or developer support establishes that connection.
Confirm the correct platform requirements
Open Steam’s official Sid Meier’s Civilization VI technical-issue page and select the operating system and edition that match your installation. Check the base game and any installed downloadable content against the live listing, because requirements and support policies can change.

Steam’s page says its Windows client support changed to Windows 10 and later beginning January 1, 2024. That is a Steam client-support policy, not proof that an individual Civilization VI launch failure is caused by the operating system. Treat it as a compatibility check alongside the game’s own requirements, not as a diagnosis.
Requirements are a screening step, not a promise that every system meeting them will launch successfully. A machine can satisfy the published specification and still have a damaged file, an incomplete update, a hung process or another software conflict. Conversely, a requirement mismatch gives you a concrete compatibility issue to resolve before spending time on unrelated tweaks.

The wording Steam displays is more useful than a guess about what might be wrong. Record the complete message, including whether it appears before a game window opens, after a brief attempt, or only after returning to the Library.
“Failed to start game (app already running)”
This message can appear when Civilization VI did not close cleanly, when a silent crash left a process behind, or when the game is failing during startup while Steam still sees it as active. Steam’s dedicated guidance is available under Failed to start game (app already running).
- Open your operating system’s process manager.
- Look for a Civilization VI process that remains active even though no game window is usable.
- Close that hung process using the process manager’s normal end or quit action.
- Return to Steam and try one launch.
If you cannot identify a hung process, restart the computer and test again. Avoid repeatedly clicking Play while Steam still reports the app as running; that can leave the same state in place without adding useful information.
Note the process state before ending anything. If no Civilization VI process is present, report that fact rather than forcing unrelated processes to close. The distinction helps support separate a stale Steam status from a launch that fails before a process is created.

“Failed to Start Game (Missing Executable)”
Steam lists three relevant possibilities for this message: antivirus software may have quarantined the executable, the game files may be corrupted, or the download may have failed. Read Steam’s Missing Executable guidance, then use this order:
- Open the antivirus or security software’s quarantine or detected-items area and check whether a Civilization VI file was moved there.
- Do not assume a detection is harmless; review the security product’s information and restore or allow a file only when you trust the installation and understand the alert.
- Run Steam’s Verify integrity of game files procedure from the game’s Properties and Installed Files page.
- Try launching again and record whether Steam downloads a replacement or shows the same message.
A quarantine finding, a verification repair and a failed download point to different next conversations with support. Keep the exact filename and message available rather than deleting folders at random.
If verification repeatedly replaces the same executable, pause before making further changes and include that pattern in your support report. It may indicate that the file is being removed again or that the download is not completing, but the message alone does not identify which explanation is correct.

Steam remains at “Preparing to Launch” or closes without a useful message
Steam’s general article, Games do not run after “Preparing to Launch”, covers cases where the game never reaches a usable window. Apply the restart, file-verification, operating-system and driver-update, and background-application checks above. If the behavior persists, record what happens immediately after clicking Play: whether a process appears, whether Steam returns to the Play button, and whether any error text is shown. Those observations help distinguish a stuck process from a dependency or platform mismatch without claiming a cause that has not been established.

A silent return to the Play button is not the same observation as a persistent “app already running” status. Write down the sequence and timing for each attempt, especially if the behavior changes after a restart or verification.
Capture a useful baseline before changing more
Before trying additional diagnostics, make a short baseline note. Include the operating system and version, whether the installation is Windows, macOS or Linux, the graphics hardware, the game edition and relevant downloadable content, and the exact Steam wording. Add the date the problem began and whether it followed a game update, an operating-system update or an interrupted download.
Also record what happens to the process. Does Civilization VI appear in the operating system’s process manager? Does Steam show Play again immediately? Does verification download or repair anything, or does it report only a configuration-file mismatch? This information prevents repeated tests from becoming a vague description such as “it just does not work.”
Use a small decision framework instead of guessing
When the first checks do not solve the problem, classify the case along five axes. The combination narrows the next action more reliably than a list of unrelated tweaks.

Steam explicitly warns that launch failures can have many causes across unique hardware and software configurations. Its wording is a reason to collect observations, not a reason to declare one cause the most common for Civilization VI. No incidence or success-rate figure establishes that one fix works for most players.
Separate a platform issue from a file issue
A platform mismatch and a damaged installation require different next steps. If the operating system is outside Steam’s current client support policy or the computer does not meet the listing for that platform, resolve that compatibility question first. If the platform matches but verification repairs files, test again before changing drivers or installing anything else. If verification finds no repairable files, preserve that result and move to the error-specific branch.
Do not infer a Windows dependency problem from a Mac or Linux symptom. Likewise, do not treat a missing executable as proof that the graphics hardware is inadequate. The exact platform, message and verification result should determine which conversation you have with support.
What each outcome tells you
Verification downloads or repairs files
Launch once after Steam finishes. If the game opens, the failed or missing local file was relevant to that attempt. If it still fails, keep the verification result and the time of the repair; it tells support that the installation was checked and what Steam changed.

Verification reports a configuration-file mismatch
Do not treat that report alone as proof that the entire installation is damaged. Steam may intentionally avoid replacing local configuration files. Continue with the platform check, driver and operating-system updates, and the exact-error branch.
The problem began after an update or download
Note which update occurred and whether Steam completed its download. Re-run verification, then describe the sequence precisely when contacting support. Avoid claiming that the update caused the failure unless support confirms it.
All general checks pass
At this point, further random changes are less useful than a complete support report. Preserve the exact error, platform details, hardware information and completed checks so the developer can investigate the configuration rather than asking you to repeat generic steps.

Steam recommends contacting the game developer for in-depth support when the general launch checks do not resolve the issue. Send a concise chronology and the information that can distinguish platform, file and process problems.
- Operating system name and version, including whether the system is Windows, macOS or Linux.
- Relevant hardware details, especially the graphics hardware and other system information the developer requests.
- The exact Steam error text, copied accurately rather than paraphrased.
- When the failure began and whether it followed a game update, operating-system update or interrupted download.
- Whether the operating system showed a Civilization VI process still running.
- The result of file verification, including whether Steam repaired files or reported a configuration-file mismatch.
- Which updates and background-application tests you completed.
Include the game edition and DLC involved when you contact support, and identify the platform requirements page you used. This prevents a Windows dependency question from being investigated as though it were a Mac or Linux issue.
A useful report can follow this compact format: platform and version; hardware; exact error; date and trigger; process-manager result; verification result; updates completed; background applications tested; and the last launch behavior. Attach or quote the relevant Steam wording rather than replacing it with a diagnosis.
Checks to avoid without a diagnosed need
A launch failure by itself is not evidence that you need a hardware upgrade, a replacement computer, a system-cleaning product or a physical repair tool. The official guidance for this problem focuses on software state, files, drivers, dependencies, processes and platform requirements. Make a hardware change only after a qualified diagnosis identifies a hardware limitation or failure.
Likewise, do not delete the installation, modify unrelated system files or install random runtime packages as a first response. Start with Steam’s reversible procedures, preserve the evidence they produce, and escalate with the exact platform and error information when those procedures do not resolve the launch.

Where is Steam’s file-verification option?
In Steam Library, right-click Civilization VI or open its gear menu, choose Properties, select Installed Files, and click Verify integrity of game files. Steam says the check can take several minutes.
