Jane Fraser says Citi’s turnaround has entered a new stage: the bank has moved past its most disruptive restructuring work and must now deliver excellence in every business it keeps. That means competing with the strongest firms in each market, while using artificial intelligence to generate revenue, reduce costs and strengthen security without allowing innovation to outrun risk controls.
What Fraser means by Citi’s “next phase”
Fraser became Citi’s chief executive in 2021 and describes the initial part of her tenure as a period of structural repair. The bank reorganized into five core businesses, removed management layers and began withdrawing from consumer banking in 14 markets outside the United States.
Her new message is performance-oriented rather than primarily organizational. “Now what I’ve said to the firm is, if we are going to be the best in the businesses we’re in, we have to beat the best,” Fraser said. She calls that an “excellence” mindset: the remaining businesses must improve their competitiveness, execution and returns instead of treating the reorganization itself as the finish line.

| Turnaround action | What the reported plan says | Status or qualification |
|---|---|---|
| Business structure | Citi was reorganized into five core businesses. | Presented as a completed organizational change. |
| Management structure | The bank cut layers of management. | The report does not quantify the number of layers removed. |
| Consumer-banking footprint | Citi started exiting consumer banking in 14 markets outside the United States. | “Started exiting” does not mean every exit was complete by October 2026. |
| Workforce | A target of 20,000 job cuts is planned before 2027. | This is a target, not a claim that all 20,000 positions had already disappeared. |
| Financial momentum | Citi reported its best third-quarter revenue in a decade. | The reported account gives no revenue amount, so the result cannot be expressed as a dollar figure here. |
The workforce target is the clearest sign that the cost work is continuing even as Fraser shifts the rhetoric toward growth and quality. A smaller, simpler organization is intended to make the five businesses easier to manage, but the ultimate test is whether that simplification produces better revenue, returns and customer outcomes.

How “beat the best” changes the goal
“Beat the best” is not a promise to dominate every financial product or geography. Citi is narrowing its focus to the businesses it has chosen to retain and measuring itself against the strongest competitors in each of those fields. In practical terms, the next phase requires:
- Clearer accountability: each of the five businesses must show what it can improve, rather than relying on group-wide restructuring as an explanation.
- Better economics: revenue gains need to be accompanied by disciplined expenses and improved returns.
- Operational consistency: a simpler hierarchy should make decisions faster and reduce duplicated work, but only if controls remain effective.
- Proof beyond announcements: AI pilots, exits and job targets matter only when they translate into measurable productivity, service quality, resilience or financial improvement.
Where AI fits into the turnaround
Fraser frames Citi’s AI opportunity in three parts:
- Earn money: use AI to support products and services that can create new revenue.
- Save money: automate or improve work so the bank can operate more efficiently.
- Secure the bank: apply AI to defenses, monitoring and other capabilities that protect systems and customers.
One concrete deployment is an AI avatar for the wealth business, developed with help from Google DeepMind. Its existence demonstrates that Citi is moving from experimentation toward customer-facing or employee-facing applications, but it does not establish how much revenue the avatar generates, how widely clients use it, or whether it has replaced jobs.

Citi is also requiring AI training for 175,000 employees. The reported emphasis is on writing effective prompts, giving staff a basic operating skill for interacting with generative-AI systems. Training at that scale is an attempt to make AI use consistent across a global workforce rather than leaving adoption to isolated teams.

Will AI reduce Citi’s headcount?
Fraser’s answer is deliberately unresolved: “Honestly, we don’t know yet.” The bank has a planned reduction of 20,000 positions before 2027, but the report does not attribute that target to a specific number of AI-driven redundancies. The restructuring target and the long-term effect of automation therefore should not be treated as the same forecast.
AI could reduce repetitive work, allow employees to handle more cases, or create new control and technology roles. It could also shift where work is performed without changing total employment immediately. Fraser says, “I never think people perform well if they’re fearful,” signaling that Citi wants employees to adopt the tools without assuming that every AI project automatically produces a headcount cut.
How Citi is trying to balance speed with trust
Banking AI carries higher consequences than a typical office software rollout: errors can affect money, privacy, credit decisions and access to essential services. Fraser’s operating rule is that innovation and safeguards must advance together. “We have to move fast and retain trust,” she said, adding, “When you’re innovating at speed, you have to manage risk at the same speed.”

That approach implies parallel work rather than a sequential launch in which controls are added later. Citi’s AI programs need scrutiny for model behavior, data handling, cybersecurity, operational resilience and customer impact while they are being developed. The available report does not provide performance metrics for those controls, so it is not possible to conclude that the bank has solved the governance challenge.
Fraser also rejects treating cyber defense as a winner-takes-all contest: “You don’t compete on cyber. You collaborate on cyber.” Banks face common threats, making intelligence sharing and coordinated defenses valuable even when the institutions compete for customers and revenue. Collaboration does not remove each bank’s responsibility for its own systems, models or incident response; it broadens the defensive information available to the industry.

- Execution of the 20,000-position plan: whether Citi reaches the target before 2027 and how it preserves critical expertise during the reductions.
- Completion of the 14 consumer-market exits: whether the remaining work produces the intended simplification without disrupting customers.
- Business-level performance: revenue, returns and expense trends for each of the five core businesses, not just a single quarterly headline.
- AI results: measurable productivity, revenue or security improvements from deployments such as the wealth avatar.
- Risk evidence: whether model, cyber and operational controls keep pace with new AI uses.
- Employee adoption: whether training for 175,000 staff leads to useful, governed applications rather than indiscriminate experimentation.
The practical verdict on Fraser’s strategy
Fraser’s turnaround has moved from redesigning Citi to proving that the redesigned bank can outperform. The five-business structure, management-layer cuts, international consumer exits and planned workforce reduction address complexity and cost. The next test is harder: produce superior results in the businesses Citi has chosen to keep while deploying AI responsibly.
Her statements make two limits explicit. Citi does not yet know whether AI will shrink total headcount, and the available report does not show that the wealth avatar has delivered financial or employment effects. “Beat the best” is therefore a strategic standard, not a completed result. Citi will have to demonstrate it through sustained business performance and trusted, secure execution.
