Cisco is positioning artificial intelligence as a partner-led business, not merely a hardware upgrade. Its strategy combines secure AI infrastructure, governance, measurable return on investment (ROI), and lifecycle services, then ties those capabilities to the Cisco 360 partner program. The opportunity is substantial, but Cisco’s own studies show that customers remain worried about operating costs, security incidents, and whether pilots will produce measurable value.

Why AI adoption is becoming an accountability problem

Cisco’s 2026 Global AI Partner Study, which surveyed 1,702 partners in 30 countries, describes a market moving from experimentation toward financial accountability. Nearly half of customers are already piloting or scaling agentic AI, yet multi-agent orchestration was the weakest capability measured across customer readiness, partner capability, knowledge, and practical experience.

The cost and value gap is visible in the partner responses:

  • 92% said at least some customers had raised concerns about the running costs of AI.
  • Only 43% said customer ROI was meeting or exceeding expectations.
  • 21% said cost pressure was reducing customers’ appetite for additional AI investment.

That changes what a successful channel engagement looks like. A partner must establish a business case, choose a limited set of high-value workloads, define governance, and measure outcomes before recommending a broad deployment. Selling capacity without a route to payback risks leaving the customer with an expensive pilot that never reaches production.

As Alex Pujols, Cisco’s vice president of solutions engineering for global partner sales, put it in the 2026 study, “AI is no longer an experiment that can be funded without a clear path to return.”

Security is part of the AI value equation

Security is not a separate add-on to Cisco’s AI strategy. Cisco’s Cybersecurity Readiness Index (2025) says 86% of business leaders experienced at least one AI-related security incident in the previous year. In Cisco’s 2026 partner study, security and compliance were the partners’ second-largest internal skills gap, while cybersecurity ranked among customers’ leading AI talent gaps.

The earlier 2025 partner study found that 34% of partners had limited or no awareness of threats specific to AI and machine-learning systems, up from 6% the year before. Customers and partners were generally better at identifying risks than at explaining model decisions or demonstrating regulatory compliance.

That gap creates recurring services work rather than a one-time product sale. A practical secure-AI offer can include:

  • AI and data-risk assessments, including inventories of models, agents, data sources, and identities.
  • Identity, access, and least-privilege controls for users, applications, and autonomous agents.
  • Data-loss prevention, encryption, and policy controls around training and inference data.
  • Model and agent guardrails, runtime monitoring, logging, and anomaly detection.
  • Incident response plans for prompt injection, data exposure, model abuse, or compromised tools.
  • Governance evidence that supports internal policy and regulatory reviews.

Cisco’s security-growth thesis is that partners can help customers anticipate threats instead of reacting after deployment. For managed service providers (MSPs) and managed security service providers (MSSPs), monitoring, policy updates, incident response, and compliance reporting can become subscription services.

Readiness and measurement are the bridge from pilots to ROI

Cisco’s 2025 AI Readiness Index covered more than 8,000 senior IT and business leaders responsible for AI strategy across 30 markets and 26 industries. It identified “Pacesetters” as roughly 13% of organizations for the third consecutive year. Cisco says these organizations are four times more likely to move AI pilots into production and 50% more likely to report measurable value.

The same index found that 82% of organizations felt increased urgency to deliver a return on AI during the previous six months. The obstacles are operational as much as technical:

  • 54% ranked high compute costs as a challenge.
  • 58% said scale and speed were limiting deployment.
  • Only 29% were fully equipped to detect or prevent AI-specific threats.
  • 54% said their infrastructure could not scale for rising workloads.

Partners should turn those findings into an outcome scorecard agreed with the customer before implementation. Useful measures include pilot-to-production conversion, cost per workload, time to deploy, security-control coverage, incidents avoided or contained, user adoption, and revenue or productivity generated. The customer should own the business KPI, while the partner owns the technical measurements that influence it.

What Cisco 360 changes for partner economics

Cisco announced that Cisco 360 would launch on January 25, 2026. The program adds an enhanced Cisco Partner Incentive, a Partner Value Index, an improved Partner Experience Platform, AI certifications, marketing resources, and new specializations.

The announcement says eligible offers and rebate rates are aligned with campus refresh, AI, security, premium services, adoption, and renewal. A Cross Sell Bonus rewards portfolio breadth, while a Next Generation Specialization Bonus rewards deeper expertise and more predictable growth. Cisco said Preferred Partners could earn Secure AI Infrastructure and Secure Networking specializations in February 2026.

Partner motion Customer problem addressed Value Cisco is attempting to encourage
Assessment and strategy Unclear use cases, costs, and success criteria Earlier engagement and a funded roadmap
Implementation and integration Disconnected infrastructure, data, and security controls Broader portfolio adoption
Security and governance AI incidents, access risk, and compliance evidence Specialized capability and lower deployment risk

Public announcements do not establish exact rebate amounts, eligibility rules, or country-by-country availability. Partners should verify current terms in their regional Cisco program materials before forecasting incentive revenue.

Secure AI Factory creates implementation and operations lanes

On March 16, 2026, Cisco announced an expansion of Secure AI Factory with NVIDIA from large data centers to local edge sites such as hospitals, warehouses, and moving vehicles. Cisco added Hybrid Mesh Firewall policy enforcement to NVIDIA BlueField data-processing units and integrated Cisco AI Defense for multi-agent systems.

Cisco says the architecture is intended for enterprises, neoclouds, sovereign clouds, and service providers that want to move AI from pilot to production without assembling disconnected systems. Cisco describes deployment timelines compressed from months to weeks, but that is a Cisco claim rather than an independently validated customer average.

The partner opportunity spans the entire delivery chain:

  1. Assess workload placement, data sensitivity, latency, and resilience requirements.
  2. Design the core-to-edge architecture, network segmentation, identity model, and policy controls.
  3. Integrate compute, storage, data pipelines, model services, and security telemetry.
  4. Migrate a prioritized workload and establish performance, cost, and security baselines.
  5. Operate the environment with observability, patching, policy updates, optimization, and incident response.

Systems integrators can package architecture and migration projects, while MSPs and MSSPs can attach managed security, observability, and optimization contracts.

How service providers can turn networks into AI platforms

Cisco’s 2026 service-provider white paper forecasts up to $4.7 trillion in aggregate global capital investment in data-center IT equipment between 2025 and 2030. That is a forecast, not realized spending.

The paper describes a distributed User Plane Function integrated with NVIDIA accelerated computing. Processing workloads closer to users can reduce latency and support local security and resilience requirements. Communications service providers can use programmable edge-AI architectures to offer differentiated services instead of selling connectivity alone.

Potential recurring offers include:

  • Edge inference hosting for latency-sensitive industrial, retail, healthcare, or mobility applications.
  • Managed security and observability across applications, infrastructure, and networks.
  • Capacity, performance, and energy optimization for AI workloads.
  • Private or sovereign AI environments with customer-specific policy and data controls.

The commercial model depends on each provider’s spectrum, cloud footprint, skills, and target industries; Cisco’s materials establish an opportunity thesis, not universal profitability.

A practical playbook for Cisco partners

1. Start with a funded use case

Document the business process, baseline cost, expected benefit, data owner, risk tolerance, and decision-maker. Reject pilots that have no measurable production owner.

Where the strategy can fail

  • Overpromising speed: A months-to-weeks deployment claim depends on workload, data, integration, and approval complexity.
  • Ignoring operating cost: Compute, storage, model calls, networking, and monitoring can erase projected ROI if they are not metered.
  • Calling a control “governance” without evidence: Customers need logs, ownership, policy enforcement, and review procedures, not only a slide deck.
  • Relying on product breadth without delivery depth: Cisco 360 rewards are designed around breadth and specialization, but customers still judge partners on execution.
  • Assuming global program terms: Incentives, eligibility, and specialization availability can vary by region and change over time.
