Short answer: Cisco is not trying to win enterprise AI with a single proprietary foundation model. It wants to be the neutral layer that connects competing models and agents, then provides the networking, security, observability, collaboration and management needed to run them in production.
What Cisco means by “Switzerland”
The Switzerland comparison describes neutrality. Cisco says customers should be able to use different model providers and AI agents without rebuilding their network and security architecture each time they change vendors. Cisco Collaboration executive Snorre Kjesbu summarized the position this way: “Cisco is going to be Switzerland when it comes to working with a lot of players.”
That is also a commercial strategy. If model providers compete for the application layer, Cisco can sell the connective infrastructure around all of them: data-center and campus networks, security controls, monitoring, collaboration software and policy management. The company’s stated value is to remain useful regardless of which model or agent becomes dominant.

Not as the center of this strategy. Cisco is emphasizing bring-your-own-LLM flexibility, third-party models and agent-to-agent interoperability rather than presenting a Cisco foundation model as the required entry point.

Webex is the clearest product example. Cisco says Webex supports external AI models and agents, bring-your-own-LLM capabilities and integrations with outside providers. This allows an organization to apply its preferred model while retaining Cisco’s collaboration, identity, policy and administrative layers. Cisco’s public positioning does not establish that every model or agent works with every Webex feature; supported integrations and availability must be checked for the specific edition and deployment.
Where the strategy appears in Cisco’s products
Collaboration and agent interoperability
In collaboration, Cisco is treating the model as a replaceable component. A business could use one provider for meeting summaries, another for an internal assistant and a separate agent for workflow automation, subject to the integrations and controls Cisco supports. World Wide Technology executive Joe Berger described Cisco’s willingness to work across major technology ecosystems as a customer-first approach that meets buyers where they are.
AI-ready data-center infrastructure
Cisco’s June 2025 AI-ready data-center announcement shows the infrastructure side of the plan. It includes expanded AI PODs, Unified Nexus Dashboard, Intelligent Packet Flow, Silicon One networking and integration with NVIDIA Spectrum-X. The same announcement highlights Cisco AI Defense and Hypershield for security, alongside partnerships involving HUMAIN, G42 and Stargate UAE.

The portfolio reaches beyond switches. Cisco’s enterprise AI stack combines data-center fabrics, UCS compute, observability and policy controls so operators can manage traffic and security across the front-end services that users access and the back-end systems that train or serve models.
How the Cisco-NVIDIA architecture fits
In February 2025, Cisco and NVIDIA announced a unified architecture combining Cisco Silicon One with NVIDIA Spectrum-X and joint enterprise reference architectures. Cisco described it as an open ecosystem intended to give customers flexibility and a common management fabric across front-end and back-end networks.
The division of labor is important. NVIDIA supplies accelerator and high-performance networking technologies; Cisco’s stated role is to connect those systems to enterprise networks and operations, add management and visibility, and enforce security policies. This is different from selling a model API: the value lies in moving large volumes of data reliably while keeping infrastructure observable and governable.

What Secure AI Factory adds
Cisco’s Secure AI Factory with NVIDIA originally targeted large data centers. In March 2026, Cisco expanded the framework to edge locations such as hospitals, warehouses and vehicles, where latency, intermittent connectivity and local data-control requirements can make a centralized deployment impractical.
The expanded design combines:
- Cisco Nexus One networking with NVIDIA Spectrum-X.
- Cisco AI Defense for AI-specific security controls.
- Hybrid Mesh Firewall enforcement on NVIDIA BlueField data-processing units.
- Guardrails for NVIDIA OpenShell agent runtimes.
Cisco says the framework is intended to move deployments from pilot projects into production while embedding security. The edge focus also supports scenarios in which sensitive data must remain near the point of collection or within a particular jurisdiction.
Why networking and governance matter to AI buyers
Model quality is only one part of an enterprise deployment. Production systems also need predictable latency, sufficient east-west bandwidth between servers, isolation between workloads, access controls, audit trails and a way to troubleshoot failures across multiple clouds and sites.

Cisco’s architecture addresses those operational concerns rather than claiming that networking alone improves a model’s reasoning. Its opportunity is to make heterogeneous AI infrastructure easier to deploy and operate when an organization uses several models, agents or hosting locations.
Evidence of commercial scale
Cisco said in its fiscal third-quarter 2025 announcement that it had surpassed $1 billion in annual AI-infrastructure orders from hyperscalers, one quarter earlier than its target. That figure is an order metric, not a measure of end-user AI revenue or proof that every component of the neutral-platform strategy is broadly deployed.

How Cisco’s position compares with other enterprise AI approaches

What partners could gain
An open infrastructure layer can give channel and service-provider partners room to build managed AI connectivity, regional hosting, edge inference, compliance services, monitoring and security offerings. Programmable routing and policy enforcement can also support customized services for regulated industries.
The opportunity depends on Cisco’s licensing, channel rules, supported integrations and the economics of operating multi-vendor environments. Cisco’s public statements describe the strategic direction, but they do not establish a universal partner program or fixed revenue model for every use case.
Limits and unanswered questions
- Neutrality is a positioning claim, not universal compatibility. Cisco has not shown that every competing model, agent runtime or cloud can be connected with identical features and performance.
- Product details can change quickly. Availability, supported integrations, performance characteristics and regional deployment options should be verified for the required Cisco and NVIDIA editions.
- Security still requires configuration. AI Defense, Hypershield, firewalls and runtime guardrails provide controls, but organizations must define identity, data-access, retention and audit policies.
- Scale evidence is selective. The $1 billion figure covers annual AI-infrastructure orders from hyperscalers; it does not prove that all enterprise customers are running the complete architecture in production.
What enterprise buyers should ask
- Which models, agent runtimes and external providers are supported for the exact Webex, networking and security products under consideration?
- Can policies, telemetry and identity controls follow workloads between the core data center, public cloud and edge sites?
- What latency, throughput and isolation requirements apply to inference traffic, and which components provide those guarantees?
- Where are prompts, retrieved data, logs and model outputs stored, and what regional or sovereign-cloud controls are available?
- Which Cisco and channel partners will operate the environment, and how are support responsibilities divided across vendors?
The bottom line
Cisco’s “Switzerland of enterprise AI” strategy means being the connective and governing layer around rival models rather than betting the company on one model. Webex demonstrates the interoperability message, while Silicon One, Spectrum-X integration, AI Defense, Hypershield and Secure AI Factory show how Cisco is extending it into data centers and edge sites. The approach could reduce infrastructure lock-in for organizations using multiple AI providers, but its real value will depend on verified integrations, measurable operating performance and partner economics in each deployment.
