SSM On-Prem and Smart Licensing Using Policy (SLP) are not competing versions of the same product. SSM On-Prem is a locally deployed Cisco license-management application and server. SLP is the policy and usage-reporting model that supported Cisco devices use to report license consumption. You can deploy SLP through SSM On-Prem, but you can also use direct cloud access, Cisco Smart License Utility (CSLU), or an offline workflow when the specific platform and release support those options.
The practical decision is therefore architectural: determine how devices should report usage, where administration should occur, whether any component can reach Cisco Smart Software Manager (CSSM), and what your device family and software release allow.
What is the difference between SSM On-Prem and Smart Licensing Using Policy?
SSM On-Prem is software that you deploy inside your organization. It provides a local interface and license authority for managed Cisco product instances, keeps device communication on the internal network, and can exchange account and usage information with CSSM.

Smart Licensing Using Policy is a licensing operating model implemented by supported Cisco products. It defines how a device records license use, reports that use, and follows the reporting policy assigned to the product instance. SLP is not a server that you install.

Because they occupy different layers, the terms are complementary:
- SSM On-Prem: the local management application/server.
- SLP: the device-side policy and reporting behavior.
- CSSM: Cisco’s cloud licensing service that receives account and usage information when the chosen topology permits cloud synchronization.
Cisco’s IOS XR guidance lists SSM On-Prem and CSLU as on-premises deployment choices for SLP. The same guidance also describes direct-cloud and offline deployment families. That is why replacing “SSM On-Prem versus SLP” with “which SLP topology should we use?” produces a more accurate design discussion.
SSM On-Prem and SLP compared
| Question | SSM On-Prem | Smart Licensing Using Policy |
|---|---|---|
| What is it? | A locally deployed license-management application and server. | A Cisco licensing policy and usage-reporting model for supported product instances. |
| Primary role | Maintains local device and license information and provides an administration point. | Defines how a device records, manages, and reports license use. |
| Where it runs | On infrastructure controlled by the organization. | In the supported Cisco product’s software and licensing subsystem. |
| Can devices use it together? | Yes. Cisco identifies SSM On-Prem as one on-premises SLP deployment option. | Yes. SLP can use SSM On-Prem, CSLU, direct cloud access, or documented offline methods, depending on platform support. |
| Connectivity | In connected mode, the local manager synchronizes with CSSM. In disconnected mode, information is exchanged through manual file transfer. | Supports direct-cloud, on-premises, and offline reporting families where the device and release document them. |
| What determines eligibility? | Local operating requirements, synchronization design, and the SSM On-Prem release supported by the product family. | Device family, software release, license type, reporting policy, and supported topology. |
How the two layers work together
Connected SSM On-Prem deployment
In a connected design, devices register with the local SSM On-Prem instance and report license usage to it over the organization’s network. SSM On-Prem then synchronizes account and usage information with CSSM. Device administrators work with the local manager rather than giving every device a direct connection to Cisco’s cloud service.
This arrangement separates two traffic patterns: device-to-manager communication remains local, while the manager performs the controlled CSSM exchange. Firewall rules, proxy handling, DNS, certificates, and outbound-change procedures therefore apply to the manager’s connection, not necessarily to every managed device.
Disconnected SSM On-Prem deployment
A disconnected installation does not continuously synchronize with CSSM. Usage and account information is exported, moved across the network boundary, and imported through the documented manual file-transfer process. The devices can remain attached to the local manager, but the organization still has an operational reporting task: someone must create, transfer, import, and verify the required files on the schedule and under the conditions specified for the product.
“Disconnected” should not be interpreted as “no reporting.” It changes the transport and the operator’s responsibilities; it does not remove the need to reconcile usage information.

Other SLP topologies
Depending on the product family, SLP may be implemented by allowing the product to communicate directly with CSSM, by using CSLU as a local utility, or by following an offline procedure. A topology supported for one Cisco operating system is not automatically supported for another. The product’s licensing chapter is the authority for the available choices.

Can you use SSM On-Prem with Smart Licensing Using Policy?
Yes, when the device family and software release support that combination. Cisco explicitly describes SSM On-Prem as an on-premises deployment option for SLP. In that arrangement, SLP is the policy model used by the device and SSM On-Prem is the local system that receives and manages the device’s licensing information.
This does not mean that every device running SLP must use SSM On-Prem. A supported device may instead use direct cloud access, CSLU, or an offline workflow. Confirm the allowed combinations in the exact release notes and licensing guide before standardizing the design.
Does SSM On-Prem require internet access?
Not in the same way for every deployment. In connected mode, SSM On-Prem needs a network path to CSSM so it can synchronize account and usage information. Managed devices can communicate with the local manager rather than directly with CSSM.
In disconnected mode, the manager does not maintain an always-on cloud session. Operators exchange the required files manually between the isolated environment and CSSM. That still requires a controlled transfer process, an approved workstation or staging area, and a person responsible for completing and validating each exchange.
Direct-cloud SLP is a different topology: the product instance itself communicates with CSSM when the platform supports that method. Do not infer internet requirements from the word “SLP” alone; identify which SLP deployment family you are implementing.

Choosing between SSM On-Prem, CSLU, direct cloud, and offline methods
Use the following decision sequence rather than choosing a tool by name.
- Identify the product family and release. Record the exact platform, software train, virtual or physical form factor, and license types in use. SLP support and available transports are release-specific.
- Decide where administration belongs. If operators need one internal license-management point and devices should not all reach CSSM, evaluate SSM On-Prem or CSLU. If direct cloud communication is acceptable and documented, direct-cloud SLP may reduce local components.
- Classify the connectivity boundary. Choose connected synchronization when an approved outbound path is available. Choose disconnected operation only when the organization can perform recurring, auditable file exchanges.
- Map reporting ownership. Assign who will monitor usage, resolve registration errors, perform synchronization, retain files, and investigate discrepancies. A topology without an owner is an operational risk.
- Check scale and segmentation. Consider the number of device groups, security zones, administrative domains, and change-control boundaries. A local manager can simplify segmentation, but it also becomes infrastructure that must be patched, backed up, monitored, and recovered.
- Validate exceptions. Some platforms require additional licenses or have product-specific migration rules. Treat those requirements as part of the design, not as optional post-installation details.
When SSM On-Prem is usually the better fit
- Devices are in a controlled network and direct CSSM access from each device is undesirable.
- A central team needs local visibility and administration.
- The organization can provide an approved connected or manual synchronization process.
- Network segmentation or security policy favors one managed egress point.
When another SLP topology may be preferable
- The product documentation supports direct cloud access and the security team permits it.
- The environment is small enough that a separate local manager would add unnecessary infrastructure.
- A Windows-based local utility such as CSLU matches the operating team’s tooling and the device family supports it.
- An isolated network requires a documented offline process and cannot host a connected manager.
What version of SSM On-Prem supports SLP?
There is no single SSM On-Prem minimum version that applies to every Cisco product. Cisco’s own product-family documents show why the platform and release must be named.
| Documentation context | Version stated by Cisco | How to interpret it |
|---|---|---|
| IOS XR SLP deployment procedure | SSM On-Prem release 9-202407 or later | Requirement for the IOS XR procedure described by Cisco; do not generalize it to other product families. |
| Enterprise-routing migration guidance | SSM On-Prem Version 8, Release 202102 or later | Requirement in that migration path; it is not a universal SLP baseline. |
The different values are not contradictory. They apply to different Cisco documentation sets and migration contexts. Before an upgrade or migration, verify the current guide for the exact platform, software release, SSM On-Prem release, and licensing state. Also verify whether the manager itself must be upgraded before the product instance.

Migration is a coordinated change to the device software, local management system, account registration, and reporting process. The exact commands and screens vary by product, so use this sequence as a planning framework and substitute the procedure from the relevant Cisco guide.
1. Build an inventory and compatibility record
For every device, record the hardware or virtual platform, current software release, current licensing method, enabled features, account or virtual-account assignment, and preferred reporting topology. Mark devices that will remain on an older licensing model during a staged rollout. Cisco documents environments containing both Smart Licensing and SLP devices, so a mixed period can be possible when each device’s support matrix is respected.
2. Confirm the target SLP topology
Choose direct cloud, SSM On-Prem, CSLU, or offline operation for each supported group. Document the required network paths, proxy or firewall rules, synchronization interval, file-transfer custody, and escalation owner. Do not assume that one topology can serve every device family in the inventory.

3. Prepare SSM On-Prem or the selected local utility
If the target is SSM On-Prem, confirm that the installed release meets the product-specific requirement. Cisco’s enterprise-routing migration guidance calls for upgrading SSM On-Prem to Version 8, Release 202102 or later for that path; the cited IOS XR procedure specifies release 9-202407 or later. Upgrade the manager according to its own maintenance instructions, then verify that its account, certificates, storage, backups, and synchronization status are healthy.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute4. Upgrade the product instance when required
SLP support can depend on the device software train. Install the supported release using the platform’s normal change procedure, preserve the configuration, and schedule a maintenance window if the migration changes forwarding, control-plane, or virtual-machine behavior. Keep the rollback image and configuration available until reporting has been validated.
5. Re-register the local account with CSSM when the guide requires it
Cisco’s enterprise-routing procedure includes re-registering the local account with CSSM. This step associates the upgraded local management environment with the correct Cisco account and virtual account. Use the registration token, account scope, and authorization method specified for your organization; do not reuse a token outside its intended account or lifetime.
6. Apply the device’s SLP policy and establish reporting
Follow the device-family procedure to enable or migrate to SLP, assign the required policy, and associate the instance with the selected manager or cloud endpoint. Check that the device reports the expected license usage and that the manager records the same product identity and entitlement context.
7. Complete a synchronization and reconciliation check
In connected mode, confirm a successful exchange between the local manager and CSSM. In disconnected mode, perform the documented export, transfer, import, and acknowledgment sequence. Compare device-reported usage, local-manager records, and CSSM information. Investigate mismatches before migrating the next group.

Some enterprise-routing virtual platforms require an HSECK9 license when configured above a documented throughput threshold. That is an example of a product-specific condition, not a universal SLP requirement. Catalyst documentation also contains conditional post-migration reporting guidance for particular downgrade scenarios. Apply such instructions only when the stated platform, release, and scenario match your environment.

Reporting and operations after migration
Connected operations
- Monitor the manager’s CSSM synchronization status and last-successful exchange.
- Alert on device registration failures, stale usage, certificate or token errors, and rejected synchronization jobs.
- Back up the manager’s configuration and licensing data according to its recovery design.
- Keep firewall, proxy, DNS, and certificate changes under the same change-control process as other production services.
Disconnected operations
- Define a calendar for generating and importing usage files.
- Use a controlled transfer path with custody records and malware scanning appropriate to the environment.
- Retain the exported and imported files, acknowledgments, and operator logs for audit and troubleshooting.
- Verify that the imported response changes the manager’s status rather than assuming that a file copy completed the transaction.
Mixed Smart Licensing and SLP estates
A network can contain both legacy Smart Licensing and SLP devices during a staged migration when Cisco documents support for that combination. Keep separate runbooks for each licensing behavior, label dashboards by model, and avoid interpreting a status field from one licensing system as if it belonged to the other. The device-family guide determines whether a shared manager, account, or reporting workflow is available.
Common failure modes and fixes
The device cannot reach the local manager
Check the management address, routing and firewall rules, name resolution, certificates, and the manager’s listening service. Confirm that the device is configured for the intended local endpoint rather than a stale cloud or utility address. A successful device-to-manager connection does not prove that the manager can synchronize with CSSM.
SSM On-Prem is reachable but CSSM synchronization fails
Inspect outbound firewall and proxy policy, DNS, certificate validity, account or virtual-account assignment, and the manager’s synchronization logs. If the environment is intentionally disconnected, stop troubleshooting it as a network outage and follow the manual export and import procedure instead.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Usage appears inconsistent between systems
First identify the reporting round and time of the last successful synchronization. Compare the device’s reported identity and usage with the local manager’s record, then compare the manager’s record with CSSM. Do not start a second migration until delayed or rejected files, duplicate registrations, and account-scope errors are resolved.
The documented version does not match your installation
Do not substitute the IOS XR 9-202407 value for an enterprise-routing requirement, or the enterprise-routing Version 8 Release 202102 value for another platform. Locate the current guide for the exact device family and software train, and verify whether the requirement applies to a migration procedure, a new deployment, or a specific feature.
A feature stops working after migration
Check the feature’s license type, policy assignment, entitlement status, and any platform-specific license prerequisites. If the platform is a virtual router, verify special conditions such as HSECK9 requirements and documented throughput limits. Preserve the pre-migration state and follow the product’s rollback instructions if service impact cannot be corrected within the change window.
Questions to settle before approving a design
- Which exact Cisco platforms and software releases are in scope?
- Does each platform support SLP, and which reporting topologies does it support?
- Will devices communicate directly with CSSM, through SSM On-Prem, through CSLU, or by offline file exchange?
- Who owns synchronization, file custody, usage reconciliation, and incident response?
- What is the approved SSM On-Prem version for this product family and migration path?
- Are account re-registration, feature-specific licenses, or virtual-platform prerequisites required?
- How will a mixed Smart Licensing and SLP estate be monitored during the transition?
Bottom line
Choose SLP as the licensing policy model and choose SSM On-Prem only when a local management and synchronization layer fits your topology. They are designed to work together, but neither term substitutes for the other. The decisive evidence is always the current Cisco documentation for the exact platform, software release, connectivity model, and migration scenario.
