In CISA, NSA, and FBI advisory AA26-251A, a “transfer station” is an API proxy that resells access to frontier AI models. The agencies say the resale layer can help users bypass geographic and provider controls, evade safeguards, and make activity harder to trace. It is one reported route among several—not a synonym for every API aggregator or proxy service.

What is a transfer station?

The term in joint advisory AA26-251A refers to a gray market of API proxies that resell access to frontier models, reportedly at a fraction of official prices. Instead of obtaining access directly from a model provider, a user sends requests through an intermediary that holds or routes API access.

The agencies’ concern is how this resale layer was allegedly used in the campaigns described by the advisory: it could help users get around access controls and geographic restrictions, evade provider safeguards, and weaken traceability. The term describes a reported role in those campaigns; it does not establish that every proxy or aggregator is malicious.

How transfer stations fit among other access routes

AA26-251A describes transfer stations alongside direct or native APIs, remote cloud providers, and third-party aggregators. The advisory also discusses fraudulent accounts, shared premium subscriptions, metadata obfuscation, and automated failover between pathways. These are parts of a broader reported access picture, rather than interchangeable labels for one service.

Access route Account relationship What the model provider may see Controls and correlation
Direct or native API The user or organization connects through its own provider account. Provider-side account and usage activity associated with that relationship. Provider controls and account-level activity are more directly applicable; the advisory gives no quantified comparison of traceability.
Remote cloud provider Access is mediated through a cloud platform. Activity may involve both cloud and model-provider systems. Cross-organization sharing can help correlate activity; the advisory does not specify a single control model for all cloud services.
Third-party aggregator An intermediary consolidates or routes access. Identity and usage information may be mediated by the aggregator. Visibility and applicable controls depend on the arrangement; the advisory includes aggregators in the reported access landscape, not as inherently malicious.
Transfer station (API resale proxy) A reseller or proxy provides access through an intermediary relationship. The agencies say this route can obscure origin and reduce traceability. The advisory associates it with bypassing restrictions and safeguards in the alleged campaigns; it does not provide a precise comparative measure.

This table is an explanatory comparison, not a formal CISA framework. Actual visibility and controls depend on how each service is configured and used.

How can API resellers hide who is using a model?

A resale proxy inserts an intermediary between the end user and the model provider. The provider may see requests associated with the proxy’s account or infrastructure rather than a clear, direct relationship with the person or organization initiating each request. The advisory also describes metadata obfuscation, shared premium subscriptions, and automated switching among access paths as features of the reported activity.

That can make it harder to connect activity across accounts, networks, and services. It does not mean a proxy makes use untraceable; rather, the agencies say the added layers undermine traceability and complicate correlation.

Why does the advisory call transfer stations a gray market?

In the advisory’s usage, the phrase identifies resale of model access through proxy services outside the provider’s intended access relationship. The agencies say such routes can help users evade safeguards and geographic restrictions. The advisory provides no specific cost figure or uniform legal definition of “gray market,” so the label should be understood as the agencies’ description of the reported resale layer—not as proof that all resellers operate unlawfully.

What campaigns and scale do the agencies allege?

CISA, NSA, and the FBI say that, since at least late 2024, DeepSeek, Moonshot AI, Alibaba Group, MiniMax, StepFun, and Z.AI conducted high-volume distillation campaigns against U.S. AI companies. The advisory describes targeting variants of Claude, GPT, Gemini, and Grok, and characterizes the aggregate activity as billions of tokens across millions of exchanges or requests.

These are allegations and broad scale estimates attributed to the three agencies, not independently established findings in the available source material. The advisory’s scale language is not a single precise count, and the material does not explain the estimation methodology or independently establish each named company’s conduct.

What knowledge distillation means—and what it does not

Knowledge distillation is a machine-learning technique in which a less capable model is trained using outputs from a more capable model. CISA’s release explicitly recognizes that distillation can be legitimate. The advisory’s concern is alleged industrial-scale extraction of restricted proprietary capabilities through access routes said to violate provider terms and evade safeguards—not distillation as a technique in itself.

What the agencies recommend AI providers do

Detect suspicious behavior across multiple signals

The agencies recommend monitoring prompts, accounts, networks, and usage behavior together. They highlight subscription-to-usage ratios, newly created accounts that reach maximum usage immediately, and throughput patterns resembling enterprise-scale activity. Looking across signals can help providers identify behavior that a single account or request might not reveal.

Make targeted response changes

For suspected extraction attempts, the advisory recommends targeted measures such as subtly altering responses to reduce their value for those attempts. This is a specific defensive response, not a recommendation to change all model outputs for all users.

Share intelligence across the access ecosystem

The agencies urge model providers, cloud platforms, and API aggregators to share information so they can correlate distributed activity across services. This recommendation addresses a core complication of intermediary access: relevant signals may be split among organizations.

CISA Acting Director Nick Andersen said: “We strongly urge AI companies to take immediate steps to safeguard their platforms against knowledge distillation campaigns that threaten to close the gap in advancements made by American companies.”
