Choose CircleCI machine runner when your existing CircleCI pipelines need a complete VM or physical host, private-network access, controlled infrastructure, or a specific supported operating environment. Choose GitHub self-hosted runners when your workflows already run in GitHub Actions and you want GitHub’s labels, runner groups, and documented autoscaling options around customer-managed machines. Neither is universally cheaper or faster. In both models, your team supplies and operates the compute; the important differences are the CI platform, workflow integration, scaling mechanisms, isolation model, plan limits, and operational work.

What is actually being compared?

These are not two hosted virtual-machine products competing on identical hardware. They are runner options inside two different CI platforms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CircleCI machine runner installs on a virtual machine or directly on a physical machine. A job executes in that host environment, with access determined by the execution user and the host’s permissions. CircleCI also has a separate container runner and a Machine Runner Orchestrator; those are different operating models and should not be conflated with machine runner.

GitHub self-hosted runners are systems that you deploy and manage for GitHub Actions. GitHub supports physical and virtual machines, containers, on-premises systems, and cloud instances. A runner can be registered at repository, organization, or enterprise scope. Actions assigns jobs to available runners through labels and groups.

Official documentation does not establish a universal performance or total-cost winner.

Quick decision table

Workload or team condition Usually the better starting point Why
Existing CircleCI workflows need full host access, a private network, fixed egress addresses, cloud IAM permissions, or a particular supported machine environment CircleCI machine runner It is integrated with CircleCI and is designed to execute jobs on customer-controlled virtual or physical hosts.
Existing GitHub Actions workflows need customer-managed machines, local tools, or access to internal services GitHub self-hosted runners Runner labels and groups route Actions jobs to the systems you operate, with repository, organization, and enterprise registration scopes.
Kubernetes is already a mature part of your platform and runner autoscaling is a priority GitHub Actions Runner Controller (ARC), or a separate CircleCI container-runner design GitHub documents ARC as its Kubernetes autoscaling route. CircleCI container runner is a different runner mode from machine runner and should be evaluated separately.
Every job requires a complete VM or host boundary, specialized hardware, or host-specific software Test both against the target environment Neither platform guarantees a result without measuring your exact machine type, image, cache, concurrency, and cleanup strategy.
Untrusted fork pull requests may run on the fleet Redesign isolation before enabling it Persistent credentials and reusable hosts can be exposed by malicious workflow code. Use ephemeral capacity, narrowly scoped credentials, and an explicit trust policy.

When CircleCI machine runner fits best

Full operating-system environments

Machine runner is intended for jobs that are not containerized or that require the complete host environment. This is useful when a build depends on kernel behavior, system services, host-installed SDKs, device access, custom networking, or software that cannot run inside CircleCI’s standard execution images.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Machine runner does not use CircleCI Convenience Images or custom Docker images as its execution environment. If your pipeline is designed around Docker-based images and service containers, compare it with CircleCI’s container runner or another container-native approach rather than assuming machine runner is a drop-in replacement.

Private infrastructure and controlled egress

A machine placed inside your network can reach internal package registries, databases, artifact stores, test devices, or services that are not publicly routable. You can also control outbound addresses, firewall rules, DNS, certificates, and cloud IAM at the host or subnet level. Those controls are valuable when compliance or integration requirements matter more than the convenience of a fully managed build environment.

Specific operating systems, architectures, or hardware

CircleCI identifies unique compute, architecture, and privileged-access requirements as core machine-runner use cases. Confirm the currently supported operating-system and architecture combinations in CircleCI’s live documentation before purchasing hardware or creating a fleet. Support matrices and runner packages can change.

When GitHub self-hosted runners fit best

Workflows already centered on GitHub Actions

If your repositories already use Actions workflow syntax, secrets, environments, artifacts, reusable workflows, and branch protections, a self-hosted runner preserves that control plane. You add customer-managed capacity instead of moving pipelines to a second CI system.

Labels and groups for routing

GitHub routes jobs by runner labels and groups. Labels can distinguish operating systems, CPU architectures, GPU or other hardware classes, toolchain versions, or network zones. Groups let an organization restrict which repositories can use a runner set. Registering at repository, organization, or enterprise level determines the administrative boundary and the jobs that can reach the machine.

Flexible deployment forms

GitHub supports self-hosted runners on physical or virtual machines, in containers, on-premises, or in a cloud. The flexibility is useful, but it transfers image maintenance, patching, capacity planning, and incident response to your team. A runner being hosted in a cloud account does not make it a managed runner.

Docker container actions and service containers require a Linux runner with Docker installed. Validate this requirement before assigning Linux jobs to a non-Linux host or to a runner image without a working Docker daemon.

Compare your workload before choosing

Operating system and architecture

  • Record every required operating system, version, CPU architecture, and instruction-set feature.
  • Identify jobs that need macOS, Windows, Linux, ARM, x86, GPUs, large memory, fast local storage, or attached devices.
  • Check each vendor’s current support matrix; do not infer support from the fact that a generic VM can boot the operating system.

Network and identity

  • List private endpoints, package registries, test environments, certificate authorities, proxies, and fixed source-IP requirements.
  • Document the cloud IAM roles or on-premises credentials a job actually needs, then remove everything else.
  • Decide whether the runner should have unrestricted outbound internet access. Many build fleets do not need it.

Isolation and reuse

  • Mark jobs that process pull requests from forks, third-party contributions, generated code, or unreviewed workflow changes.
  • Choose whether each job receives a new VM, a wiped VM, or a reused host. Reuse is cheaper operationally but increases persistence and cross-job contamination risk.
  • Specify how secrets, workspace files, caches, Docker layers, and logs are removed between jobs.

Capacity and queueing

  • Measure average and peak concurrent jobs, not just daily job count.
  • Separate burst capacity from warm capacity. Warm hosts reduce startup latency but cost money while idle.
  • Include macOS or other constrained capacity separately; a general Linux concurrency figure does not describe every resource class.

Scaling and day-to-day operations

CircleCI machine runner

Machine runner does not automatically provide or scale your virtual-machine or physical-machine fleet. CircleCI exposes task APIs that can inform a custom provisioning system. Your platform automation can watch for demand, create eligible machines, register them, and retire them when they are no longer needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for plan concurrency when designing that automation. A machine that is online but not eligible under the organization’s plan will not reduce the queue.

CircleCI documents two useful lifecycle patterns:

  • Single-task mode: provision disposable compute for one task, then terminate or recycle it. This simplifies cleanup and reduces the time untrusted or stateful data remains on a host.
  • Continuous mode: keep a machine polling for additional tasks. You need a retirement policy for idle machines, health checks, patching, and a way to drain a host before maintenance.

In either mode, your team still owns the machine image, operating-system updates, monitoring, credentials, network policy, storage, and failure recovery.

GitHub self-hosted runners

GitHub documents several scaling paths. Actions Runner Controller (ARC) is the reference approach for Kubernetes-based autoscaling. The Runner Scale Set Client supports custom provisioning across virtual machines, containers, on-premises infrastructure, and cloud environments. Webhook events can also feed a custom autoscaler.

Webhook-driven designs must account for delivery timing. A delayed or missed event can delay provisioning or leave capacity out of sync with demand. Add reconciliation: periodically compare queued jobs, registered runners, and actual machine health instead of relying on a single event stream.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

GitHub recommends ephemeral runners for autoscaling. The service assigns one job to an ephemeral runner; after completion, operators can wipe or destroy the system. Forward logs to external storage because a destroyed runner cannot be your only troubleshooting record.

Operational checklist for either platform

  1. Build a versioned machine image with the runner software, required toolchains, security agents, and no long-lived secrets.
  2. Provision from that image rather than installing tools interactively on production runners.
  3. Register the runner with the narrowest repository or organization scope that meets the workflow requirement.
  4. Apply labels or resource classes that prevent incompatible jobs from landing on the host.
  5. Track queue time, startup time, execution time, failure rate, disk pressure, memory pressure, and idle minutes.
  6. Drain and replace machines on a schedule, after suspicious jobs, and when the image or runner version changes.
  7. Send runner and job logs to a system that survives host destruction.

Security: the runner is part of your trust boundary

CircleCI machine runner risks

CircleCI lets you choose the job execution user, but you must constrain that user’s permissions. Access to a Docker daemon is effectively root access to the machine. A workflow that can control that daemon can usually mount filesystems, inspect processes, or alter the host.

CircleCI warns that untrusted jobs can affect the machine and its network, particularly when the environment persists between jobs. It also restricts use with public projects that enable forked pull-request builds because arbitrary contributors could otherwise execute code on the runner.

GitHub self-hosted runner risks

GitHub does not guarantee that a self-hosted runner is a clean, ephemeral virtual machine. Malicious workflow code can compromise a reused system and may expose secrets or a token with repository write access, depending on configuration. GitHub recommends self-hosted runners primarily for private repositories unless you have deliberately addressed the threat model and access controls.

For autoscaling, use one job per ephemeral runner, then wipe or destroy it. Keep diagnostic logs outside the runner. Do not treat an autoscaler, a container wrapper, or a cloud account as a substitute for privilege reduction and cleanup.

Questions to answer before production

  • Can an untrusted pull request reach this runner, directly or through a reusable workflow?
  • Which secrets are injected, at what scope, and for how long?
  • Can the job reach the production network, metadata endpoints, signing keys, or source-control write APIs?
  • What happens to workspace files, shell history, caches, Docker layers, and temporary credentials after the job?
  • How will you detect a compromised host and revoke its registration?
  • Can you prove that a job received a fresh machine when policy requires it?

Costs, plan limits, and performance

What GitHub charges for

GitHub states that self-hosted runners are free to use with Actions. “Free” refers to the Actions runner entitlement, not the infrastructure. You pay for machines, disks, network transfer, image distribution, observability, patching, security controls, on-call work, and the engineering required to scale and replace them.

What CircleCI charges for

CircleCI uses credit-based plans. Available resource classes and self-hosted-runner entitlements depend on the plan. CircleCI’s documentation says the Scale plan includes unlimited self-hosted runners and no concurrency limits across configurations, while macOS resource classes retain a custom concurrency limit. These are plan terms, not permanent guarantees; verify the organization’s current plan and entitlements before modeling capacity.

Build a comparable cost model

No official source in this comparison publishes a like-for-like total-cost calculation. Use your own figures for:

  • machine or VM price by operating system and architecture;
  • minimum warm capacity and peak burst capacity;
  • CPU, memory, local storage, snapshots, and image-transfer charges;
  • network egress and private-connectivity costs;
  • CircleCI plan and credit consumption, where applicable;
  • monitoring, vulnerability scanning, patching, and incident response;
  • engineering time for autoscaling, upgrades, and failed provisioning.

Calculate cost per successful job and cost per peak concurrent slot, not only cost per machine-hour. A cheaper host can lose its advantage if it increases queue time, retries, or maintenance work.

Do not assume a speed winner

The documented products describe supported execution and scaling models, not a head-to-head benchmark. Performance depends on the processor, storage, image, dependency cache, network path, parallelism, cleanup method, and queue depth. Benchmark representative builds on the exact hardware and isolation design you intend to operate. Record cold-start time, warm-start time, queue time, build duration, cache-hit rate, and failure recovery time.

How to run a responsible evaluation

  1. Inventory jobs. Group workflows by operating system, architecture, hardware, network zone, trust level, duration, and concurrency.
  2. Define acceptance criteria. Set maximum queue time, required isolation, permitted network destinations, cleanup guarantees, and an availability target.
  3. Choose equivalent hosts. Use comparable CPU, memory, storage, operating-system versions, toolchains, and cache policies for both pilots.
  4. Implement the smallest safe fleet. Start with private repositories, scoped credentials, external logging, and a documented drain-and-replace process.
  5. Exercise failure paths. Terminate a host during a job, fill its disk, revoke its registration, delay a webhook, and rotate the machine image.
  6. Measure for a representative period. Include normal traffic and a realistic burst; do not extrapolate from one successful build.
  7. Price the operating model. Add platform fees, infrastructure, idle capacity, network, and staff hours to the same spreadsheet.
  8. Select by constraint satisfaction. Eliminate options that fail an OS, hardware, trust, network, or compliance requirement before comparing convenience or headline price.

Migration and implementation considerations

Moving to CircleCI machine runner

  1. Confirm that the target operating system and architecture are currently supported by CircleCI machine runner.
  2. Prepare a hardened VM or physical-host image with only the tools and services required by the jobs.
  3. Install the current machine-runner package and register the host using the credentials and resource configuration shown in CircleCI’s live installation documentation.
  4. Decide between single-task and continuous lifecycle behavior before connecting production workflows.
  5. Assign only the workflows that need host execution; keep container-native jobs on an execution mode designed for containers.
  6. Test private-network routes, IAM permissions, cleanup, log collection, and host replacement with a non-production project.

Moving to GitHub self-hosted runners

  1. At the repository, organization, or enterprise level, open the Actions runner settings and create a new self-hosted runner.
  2. Select the host operating system and architecture, then use GitHub’s current registration instructions for that runner version.
  3. Apply labels for OS, architecture, hardware, toolchain, and network zone; use runner groups to limit repository access.
  4. Install the runner as a managed service only after confirming its service account has the minimum required permissions.
  5. For Docker actions or service containers, use a Linux host with Docker installed and tested.
  6. For autoscaling, select ARC for Kubernetes, the Runner Scale Set Client for custom infrastructure, or a webhook-driven design with reconciliation and retry handling.
  7. Prefer ephemeral registration for untrusted or high-sensitivity workloads, and forward logs before destroying the host.

Common failure modes and fixes

Jobs remain queued even though machines are online

Check labels, groups, resource classes, repository scope, plan concurrency, and runner health. A registered machine that does not match every job requirement is not available capacity.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Builds pass on one host but fail on another

Compare image versions, installed tools, environment variables, filesystem paths, locale, permissions, Docker configuration, and cache contents. Replace mutable hosts with a versioned image and record the image identifier in job telemetry.

Idle machines consume more than expected

Lower the warm pool, shorten the idle retirement timer, or use single-task/ephemeral capacity for bursty work. Keep enough warm capacity to meet the queue-time objective.

A runner is suspected of compromise

Stop scheduling new jobs, revoke its registration and credentials, preserve external logs, isolate the host, and replace it from a known-good image. Do not simply restart the runner process and return the same filesystem to service.

Autoscaling lags behind demand

Measure webhook delivery, queue polling, image startup, registration, and readiness separately. Add reconciliation and a small warm buffer rather than increasing only the machine count.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom-line decision

CircleCI machine runner is the more natural choice for a CircleCI-centered team whose jobs need a complete host, private infrastructure, privileged access, or a controlled machine environment. GitHub self-hosted runners are the more natural choice for a GitHub Actions-centered team that wants repository-aware labels and groups plus documented paths for Kubernetes, VM, container, on-premises, or cloud autoscaling.

If both platforms satisfy the functional requirements, decide with measurements: queue time, cold-start time, build duration, cleanup assurance, peak capacity, and fully loaded operating cost. Treat runner security and lifecycle automation as first-class engineering work. Customer-managed compute gives you control, but it also makes your team responsible for provisioning, patching, monitoring, isolation, and recovery.
