For most small teams, managed CI/CD is the better default. GitHub-hosted or GitLab-hosted runners remove server patching, image maintenance and capacity planning. Self-hosting Jenkins, GitLab, or a runner on a VPS becomes compelling when builds must reach private services, use specialized software or hardware, stay in a specific location, or run at a steady enough volume to justify an operations team. The decision is not simply “cloud versus cheap VPS”: it is a choice about maintenance, isolation, network access, elasticity, compliance and total cost of ownership.
A hybrid design often gives the best balance: run ordinary tests on hosted runners and reserve isolated, short-lived self-managed runners for jobs that need private-network access or custom toolchains.
What managed and self-hosted CI/CD actually mean
In a managed model, the provider operates the CI/CD control plane and supplies hosted execution environments. Your repository stores the workflow or pipeline definition; the provider schedules jobs, provisions runners and maintains the underlying virtual machines. You still own the code, credentials, dependency choices and pipeline policy, but you do not operate the runner operating systems.

A VPS can run a controller such as Jenkins or GitLab Self-Managed, a self-hosted GitHub Actions runner, or a separate runner fleet connected to a hosted control plane. You are then responsible for operating-system updates, network controls, secrets, images, logs, backups, monitoring, capacity and recovery.

The boundary matters. A hosted control plane with self-managed runners is not equivalent to a fully self-hosted installation: you may keep the provider’s user interface and scheduling while accepting responsibility for the machines that execute repository code.
Managed runners: what you gain and what you give up
GitHub-hosted runners
GitHub describes its hosted runners as fully managed infrastructure with preconfigured Linux, Windows and macOS virtual machines. GitHub handles provisioning and routine image maintenance, so a team can add a workflow without first building a runner image or securing a server.
That convenience is valuable for projects that test on several operating systems, have bursty pull-request traffic or need to onboard contributors quickly. The trade-offs are provider dependence, plan quotas, possible artifact or egress charges, and less control over the runner’s exact locality and baseline image. Hosted images also change over time; pin tool versions in your workflow when reproducibility matters.

GitHub’s current billing documentation gives one example rather than a universal rate: on GitHub Team, 5,000 minutes beyond the included quota would cost $38 for baseline Linux and Windows runners at the documented rates. The amount depends on plan, runner type and the billing rules in force when you run the jobs, so verify the current pricing before budgeting.
GitLab-hosted choices
GitLab separates three operating models:
- GitLab.com SaaS: no installation is required; GitLab operates the service and its hosted runners.
- GitLab Dedicated: a hosted GitLab environment for organizations that need a more isolated service boundary; GitLab-hosted runners can execute jobs there.
- GitLab Self-Managed: your organization operates the GitLab installation and can attach self-managed runners.
GitLab measures instance-runner usage in compute minutes. A compute minute is a usage measure, not a universal monetary price: the eventual bill depends on the applicable GitLab edition, plan and contract. Treat the hosted and self-managed runner choices as separate decisions even when the same pipeline definition is used.
When managed execution is the natural fit
- A small platform team cannot staff continuous operating-system, runner-image and plugin maintenance.
- Workloads are irregular, so paying for permanent capacity would leave machines idle.
- Pull requests create short bursts of parallel jobs.
- You need Linux, Windows and macOS coverage without maintaining three image families.
- The build uses public package registries and does not need to enter a private production network.
- Fast onboarding and a standard, documented environment matter more than deep infrastructure control.
Managed runners do not remove security work. You still need least-privilege tokens, dependency controls, protected deployment environments and review of workflow changes. The provider manages the host; your pipeline remains executable code.

What self-hosting on a VPS involves
The components you must operate
A practical VPS installation has more than a controller process. Plan for the following layers:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Control plane: Jenkins, GitLab Self-Managed, or the scheduling service used by your chosen runner.
- Build agents: separate machines or disposable containers that execute jobs.
- Network boundary: firewall rules, private networking, inbound administration controls and restricted outbound access.
- Identity and secrets: administrator accounts, deploy keys, tokens and a protected secret store.
- Images and dependencies: pinned operating-system packages, language runtimes, SDKs and build tools.
- Observability: job logs, host metrics, alerts and retention policies.
- Recovery: backups, restore tests, documented rebuild steps and spare capacity.
A VPS invoice covers only the rented compute service. Your team still performs upgrades, investigates failed builds, rotates credentials, responds to incidents and decides when capacity must be increased.
For teams choosing this model, Antihost VPS provides Linux VPS instances with full root access, NVMe storage, 1 to 16 vCPUs and 2 to 64 GB of RAM in the USA East, Netherlands and Ukraine. It is self-managed, so you still handle the operating system, controller and runner operations described above.
Why a single small VPS is risky
Putting the controller and every build on one inexpensive machine creates a shared blast radius. A malicious or merely broken job can consume CPU, fill the disk, read files or interfere with unrelated repositories. A host outage then takes down both scheduling and execution. Separate the controller from agents, and make agents disposable where possible. If workloads have different trust levels, place them in different runner pools or network zones rather than relying on labels alone.
Security and supply-chain risk: control is not the same as safety
GitLab’s security documentation warns: “If you plan to run your GitLab CI/CD jobs on self-managed runners, then security risks exist for your compute infrastructure and network.” A repository-defined job can execute commands on the runner. GitLab specifically notes that a Developer-level project user could compromise the environment hosting a runner, with greater risk when a non-ephemeral runner serves multiple projects.

Controls for self-managed runners
- Use separate runners for public or untrusted contributions and for protected deployment jobs.
- Prefer ephemeral agents that are destroyed after a job, so a compromised workspace does not persist into the next build.
- Do not mount the host filesystem, container runtime socket or broad cloud credentials into ordinary jobs.
- Restrict outbound network access to the package registries and services a job actually needs.
- Keep secrets out of logs and expose deployment credentials only to protected branches or manually approved environments.
- Patch the operating system and runner software on a defined schedule, with emergency updates for critical vulnerabilities.
- Monitor unusual network connections, resource consumption and repeated authentication failures.
- Test that a rebuilt agent has no files, tokens or caches left by the previous job.
Hosted runners shift host hardening to the provider, but workflow authors can still introduce supply-chain risk through unpinned actions, dependencies or scripts. Review changes to pipeline definitions with the same care as application code.
Jenkins on a VPS: flexibility with a large maintenance surface
Jenkins can connect many source-control systems, build tools and deployment targets through plugins. Jenkins documentation states that “There are over a thousand different plugins which can be installed on a Jenkins controller.” That breadth is useful when your toolchain has an established integration, but it also creates compatibility, patching and supply-chain work.
Jenkins security guidance covers controller isolation, credentials management, access control, CSRF protection and exposed services. It advises against executing builds on the built-in node. Jenkins scaling guidance also warns that jobs running on the controller give the Jenkins user full permissions over controller resources.
A safer VPS layout for Jenkins
- Place the controller behind a firewall or private access path; expose only the administration endpoint and required webhooks.
- Run builds on separate agents rather than the controller’s built-in node.
- Use disposable agent images for jobs with different trust levels or toolchains.
- Store credentials in a dedicated secret system where possible, and grant each job only the permissions it needs.
- Pin plugin versions, review plugin advisories and remove integrations that are no longer required.
- Back up the Jenkins home data and test restoring it to a clean controller.
- Record the exact controller, plugin and agent versions needed to rebuild the service.
This design reduces blast radius but does not eliminate operations. Someone still owns plugin upgrades, failed restores, disk growth, agent capacity and incident response.
Managed versus self-hosted: comparison by decision factor
| Factor | Managed runners | Self-hosted runners or controllers on a VPS |
|---|---|---|
| Operational burden | Provider provisions hosts and maintains standard images; your team maintains workflows, permissions and secrets. | Your team maintains the OS, controller, agents, images, patches, monitoring, backups and recovery. |
| Isolation and supply-chain risk | Provider isolates hosted jobs, while your workflow and dependencies remain your responsibility. | You control isolation but also own hardening and the blast radius of shared or non-ephemeral agents. |
| Private-network access | Usually limited to services reachable from the provider’s runner network unless you design a secure connector. | Direct access to private services, internal registries and controlled egress is possible. |
| Elasticity and concurrency | Best for bursts and parallel jobs, subject to plan quotas and concurrency limits. | Predictable only within purchased capacity; bursts require spare machines or scaling automation. |
| Cost shape | Plan fees plus included and excess minutes, storage, artifacts and possible platform premiums. | Infrastructure, backups, storage, transfer, monitoring, spare capacity, engineering time and outage risk. |
| Platform portability | Convenient provider integrations, but workflows can depend on provider labels, actions or images. | More control over tools and placement, but your configuration becomes an operational dependency. |
| Compliance and locality | Depends on the provider’s regions, service tier, contractual controls and runner placement. | You choose the VPS location and controls, but must prove and maintain compliance yourself. |
| Recovery responsibility | The provider operates the service; you still retain pipeline definitions, artifacts and required secrets according to your policy. | You must back up controllers, configuration and artifacts, test restores and rebuild failed hosts. |
Is self-hosted CI actually cheaper?
Only a workload-based total-cost model can answer that. Compare the same build-minute distribution and concurrency rather than comparing a monthly VPS headline with a provider’s maximum plan.
Known infrastructure figures
DigitalOcean’s 2026 pricing page says bundled plans start from as low as $4 per month. It lists weekly backups at 20% of Droplet cost and daily backups at 30%, and says included outbound transfer starts at 500 GiB per month depending on plan. These are a 2026 pricing snapshot, not a universal CI budget: the selected size, region, storage, transfer and backup schedule change the result.

Build the self-hosted estimate
Include the VPS or hardware, attached storage, backups, transfer, monitoring, alerting, spare capacity and the labor needed to patch and operate the service. Add the expected cost of downtime and of a compromised runner. A $4 machine that cannot absorb a pull-request burst, loses its disk or requires several hours of emergency work is not a $4 CI system.

Build the managed estimate
Start with the plan fee, then add included and excess minutes, artifact and cache storage, retention, concurrency or platform premiums, and any egress charges. Separate Linux, Windows and macOS usage because their rates and availability can differ. Recheck the provider’s current calculator and terms before committing; the GitHub figure above is an example, not a rate to apply to every account.
Private networks, custom tools and specialized workloads
Self-hosting is strongest when a build must reach an internal database, private package registry, hardware device, licensed compiler or service that cannot be exposed to a public runner. Place the runner inside the required network segment and permit only the connections needed for the job. Do not treat network placement as permission to give every build broad access to production.
Managed runners are often simpler for public dependencies and standard language stacks. If only a small subset of jobs needs internal access, a hybrid arrangement avoids moving the entire pipeline onto private infrastructure. Keep the private runner pool small, isolated and ephemeral, and send ordinary linting, unit tests and cross-platform checks to hosted runners.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose: a practical decision framework
Choose managed runners when
- You want the lowest day-to-day maintenance burden.
- Concurrency varies significantly or release activity is seasonal.
- You need several operating systems quickly.
- Your team lacks a dedicated CI/CD operator.
- Builds do not require private-network access or unusual hardware.
Choose self-hosting when
- Private services, internal registries or controlled egress are essential.
- Specialized hardware, licensed tools or a fixed software image is required.
- Build volume is steady enough to keep owned capacity busy.
- Data locality or a contractual control requires infrastructure you administer.
- You have staff who can patch, monitor, secure and restore the platform.
Choose hybrid when
- Most jobs are conventional but a small group needs private access.
- You need hosted elasticity for pull requests and dedicated capacity for releases.
- You want to limit sensitive credentials to a short-lived private runner pool.
Write the trust boundaries down before implementation: which repositories may use each runner, which branches can deploy, which networks are reachable and how an agent is destroyed after a job.
Implementation checklists
For a managed-runner rollout
- Record required operating systems, tool versions, network destinations, build minutes and peak parallel jobs.
- Select the provider plan and confirm included minutes, concurrency, artifact retention and runner availability.
- Pin language runtimes, package versions and critical pipeline actions where reproducibility matters.
- Use protected branches, environment approvals and least-privilege tokens for deployment stages.
- Set cache and artifact retention deliberately so storage growth does not become a surprise charge.
- Measure queue time, failure rate and minute consumption for at least one representative release cycle.
For a VPS or self-managed rollout
- Define separate controller and agent roles; do not run ordinary jobs on a controller’s built-in node.
- Choose a VPS size with headroom for peak concurrency, logs, caches and operating-system updates.
- Apply firewall rules, private networking and restricted administration access before connecting repositories.
- Build disposable agent images with pinned dependencies and a documented rebuild process.
- Separate untrusted contributions from protected deployment jobs and sensitive credentials.
- Configure monitoring for disk, memory, CPU, queue depth, failed jobs and unusual network traffic.
- Back up controller data, configuration and required artifacts; perform a clean restore drill.
- Schedule OS, controller, runner and plugin updates, and maintain a rollback plan.
- Document who responds when the VPS is unavailable, a token is exposed or a runner is compromised.
Common failure modes and how to correct them
“The VPS is cheap, so self-hosting must be cheaper.”
Correct the comparison by adding backups, transfer, monitoring, spare capacity and engineering hours. Recalculate at actual concurrency and include the financial effect of outages.

“Self-hosted means more secure.”
Self-hosting provides control, not automatic safety. Isolate agents, restrict credentials and network access, and assume repository-defined code can be hostile.
“One runner can serve every repository.”
Shared non-ephemeral runners allow one compromised job to affect later jobs and other projects. Split trust zones and wipe or replace agents between jobs.
“The controller can run builds when the team is small.”
Controller execution expands the permissions available to a build and can destabilize scheduling. Use separate agents from the beginning, even for a small installation.
“Hosted images guarantee reproducibility.”
Hosted images are convenient but can change. Pin critical tool versions, record image assumptions and test upgrades before relying on them for releases.
“Backups are configured, so recovery is solved.”
A backup that has never been restored is an assumption. Restore the controller and a representative pipeline to clean infrastructure, verify secrets and confirm that agents can be recreated.
A decision you can defend
Start with managed runners unless a specific requirement rules them out. They usually win on onboarding speed, standard images, multi-OS coverage and burst capacity. Move selected workloads to self-managed runners when private-network access, specialized tooling, locality or steady utilization justifies the operational cost. Keep those runners isolated and short-lived, and price the people and recovery work alongside the server.
Frequently Asked Questions
Can a self-hosted runner access services inside my private network?
Yes. Place the runner in the required network segment and restrict its firewall and credentials to the exact services the job needs. Network access should not imply production-wide access.
Are hosted runners always more expensive than a VPS?
No. A VPS price excludes engineering time, backups, monitoring, spare capacity, transfer and outage risk. Compare both models using your actual build minutes, concurrency and operational labor.
Should Jenkins run builds on its controller?
No. Jenkins guidance warns that controller execution gives the Jenkins user broad permissions over controller resources. Use separate agents and isolate sensitive workloads.
