Try the least-destructive fix first. If your Chromebook still starts and you can sign in, restart it, check extensions and connectivity, and use other troubleshooting steps before erasing anything. If the remaining problem points to a damaged user profile, broken settings, persistent abnormal behavior, or a change of ownership, back up your files and use Powerwash (a factory reset). If the screen says “ChromeOS is missing or damaged”, or the problem survives troubleshooting and Powerwash, use recovery. Recovery removes and reinstalls ChromeOS and permanently erases the Chromebook’s local storage.

Both Powerwash and recovery delete local data. Save anything in Downloads and other local folders to Google Drive or external storage before proceeding. Files already stored in Google Drive or on external storage are not deleted by Powerwash; recovery, however, permanently erases everything on the Chromebook’s hard drive.

The short decision: Powerwash first, recovery later

Powerwash and recovery are not two names for the same reset. Powerwash returns a working ChromeOS installation to its factory state. Recovery replaces the ChromeOS installation itself. That difference determines which one belongs first in your troubleshooting sequence.

Protect your data and check ownership before resetting

Powerwash and recovery are destructive operations. Treat the Chromebook’s local storage as disposable before you begin.

Back up files that are stored only on the Chromebook

  • Open the Files app and inspect Downloads and any folders stored under “My files.”
  • Copy important documents, photos, exported passwords, recordings, and other local files to Google Drive or an external drive.
  • Check apps that keep offline data. A web service may synchronize only after you reconnect and sign in, so verify that synchronization has completed.
  • Remove any SD card or other external storage you do not want involved in troubleshooting, and keep it safely aside.

Powerwash deletes user data on the Chromebook’s hard drive, including Downloads, settings, and installed apps. Google says files in Google Drive and on external storage are not deleted by Powerwash. Recovery’s warning is broader: it permanently erases everything on the Chromebook’s hard drive, including downloaded files.

Confirm whether the device is managed

A work or school Chromebook can be controlled by an administrator. Google’s consumer reset instructions do not apply in the same way to managed devices, and a reset may not remove enrollment. Contact the organization’s administrator before Powerwash or recovery so the device can be released, re-enrolled, or repaired according to its policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Know what happens to the owner account

After a Powerwash, the first account used to sign in becomes the Chromebook’s owner account. If you are giving the Chromebook to someone else, Powerwash it before handover and let the new owner complete setup with their own account. A reset does not transfer files or settings between accounts.

FAT32 USB flash drive is widely applicable, such as in televisions, DVD players, vehicles, printers, embroidery machines, etc. Be patient if you have problems with system recognition. It may take some time for initial recognition, but it will happen.

Try these non-destructive steps while ChromeOS still works

When you can sign in, Google’s guidance places simpler checks ahead of both factory reset and recovery. They are worth doing because they preserve local files and can identify the source of the problem.

  1. Restart normally. Sign out or open the power menu and choose Restart. Test the problem again after ChromeOS loads.
  2. Check the network. For update-related errors, connect to a reliable Wi-Fi or Ethernet network and retry. A failed update is not, by itself, proof that ChromeOS must be recovered.
  3. Test extensions. If a browser problem appeared after installing or updating an extension, turn extensions off one at a time and test after each change. The extension that restores normal behavior is the likely cause.
  4. Use the reset that preserves personal files when the update troubleshooter offers it. Google’s update guidance lists a reset that keeps personal files before recovery. Read each confirmation screen carefully; do not select a factory reset unless you have backed up local data.
  5. Consider a hardware hard reset only after other fixes fail. This is a hardware troubleshooting operation, not Powerwash or recovery. It restarts hardware such as the keyboard and touchpad, but Google warns that it might delete some files in Downloads.

If these checks resolve the issue, stop there. Do not Powerwash simply because the option exists.

What Powerwash changes

Powerwash is ChromeOS’s factory-reset function. It erases local user data, settings, and apps on the Chromebook’s internal storage, then returns the installation to its factory state. It does not reinstall ChromeOS from external media.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Powerwash is appropriate for

  • A damaged or misconfigured user profile.
  • Persistent abnormal behavior that survives a restart and extension checks.
  • Preparing a personally owned Chromebook for a different owner.
  • Clearing local accounts, settings, and downloaded files when you have a verified backup.

Powerwash is not the right first response when

  • The only symptom is a temporary freeze that a restart fixes.
  • An extension or network connection is the obvious cause.
  • The Chromebook displays “ChromeOS is missing or damaged.” That message points to recovery.
  • You have not checked Downloads and other local folders for files you need.

  1. Back up local data. Copy files from Downloads and other local folders to Google Drive or an external drive. Confirm that the copies open from the backup location.
  2. Sign out. Open the system menu and choose Sign out. Powerwash is started from the sign-in state, not from a browser tab.
  3. Open the reset dialog. Press Ctrl + Alt + Shift + R.
  4. Choose Restart. The device reboots and displays the reset options.
  5. Select Powerwash, then Continue. Read the warning and confirm only when you accept that local data will be erased.
  6. Complete setup. When the Chromebook restarts, connect to the network and sign in. The first account used becomes the owner account.

Powerwash does not require a recovery drive. If the reset fails, the Chromebook still shows an OS error, or it cannot complete startup, move to recovery rather than repeating the same reset indefinitely.

What recovery changes

Recovery is an operating-system reinstall. Google Chromebook Help describes it plainly: Recovery removes and reinstalls the OS. The process replaces ChromeOS and permanently erases everything on the Chromebook’s hard drive.

Use recovery for these symptoms

  • The startup message “ChromeOS is missing or damaged.”
  • A Chromebook that cannot boot into ChromeOS and presents a recovery screen.
  • A serious operating-system problem that remains after restart, ordinary troubleshooting, and Powerwash.
  • A failed or corrupted installation where ChromeOS itself, rather than only a user profile, is at fault.

If you can still sign in, Google’s recovery guidance puts restart and factory reset before recovery. For the specific missing-or-damaged message, follow the recovery flow shown on the screen.

Choose internet recovery or USB recovery

Supported newer Chromebooks may offer recovery over the internet. This route downloads the required ChromeOS image directly and does not require a recovery drive. If internet recovery is unavailable, the Chromebook has no usable internet connection, or the on-screen flow directs you to external media, create a USB recovery device on another computer.

  • LED Indicator: The end of the USB storage flash drive is designed with an indicator. The LED indicator lights up when you plug the zip drive usb into the devices, the light blinks while write/read activities are in process. In this case, do not remove the USB drive pack. Otherwise, data integrity and the service life of the USB drives are affected.
Recovery method What you need When it fits
Internet recovery A supported newer Chromebook and a working internet connection The device offers the online option and can connect to the network.
USB recovery An erasable USB flash drive with at least 8 GB, plus another Chromebook or a Windows or Mac computer with Chrome Internet recovery is unavailable or unusable, or the on-screen instructions request external media.

Creating recovery media erases the USB drive. Do not use a drive containing the only copy of any file. After recovery, you can erase the media and reuse it.

Enter recovery mode

First remove connected devices, including USB accessories, memory cards, docks, and external drives. On most Chromebooks, Google’s key sequence is:

  1. Turn the Chromebook off.
  2. Hold Esc + Refresh.
  3. While holding those keys, press Power.
  4. Release the keys when the recovery screen appears and follow its prompts.

Some models use Esc + Maximize instead of Esc + Refresh. Tablets and other ChromeOS device types can use different button combinations. Use the sequence displayed for your model or the instructions provided by the manufacturer; do not force a generic shortcut if the device’s buttons do not match it.

  • Store more with capacities up to 8GB (1 gigabyte (GB) = 1 billion bytes. Some capacity not available for data storage.)
  1. Find a USB flash drive with at least 8 GB of capacity. Everything on it will be erased while the recovery media is created.
  2. Use another computer. It can be another Chromebook or a Windows or Mac computer with Chrome installed.
  3. Open Chromebook Recovery Utility in Chrome. Start the utility’s process for creating recovery media.
  4. Select the affected Chromebook model. Enter the model information requested by the utility rather than choosing a similar-looking device.
  5. Insert the USB drive and let the utility create the media. Confirm the erase warning. Do not remove the drive until the utility reports completion.
  6. Return to the affected Chromebook. Enter recovery mode using the model-appropriate key sequence.
  7. Choose external-disk recovery. Select the USB device when ChromeOS asks where to obtain the recovery image, then follow the on-screen prompts.
  8. Remove the USB drive when instructed. The Chromebook restarts into a newly installed ChromeOS environment.

If USB recovery reports an error

  • Confirm that the drive is at least 8 GB and that it was fully erased before creation.
  • Remove other USB devices so the Chromebook cannot select the wrong storage device.
  • Try creating the media again after erasing the drive.
  • If errors persist, use a different USB flash drive. Google notes that some drives do not work reliably for recovery.

Do not interrupt the process by closing the lid or removing power. If the screen continues to show a recovery error after changing the media, record the exact message and use the model-specific support path.

Powerwash versus recovery: detailed comparison

Axis Powerwash Recovery
Primary change Erases local user data and resets the existing ChromeOS installation to factory settings. Removes and reinstalls ChromeOS.
Typical trigger Profile or settings problem, persistent abnormal behavior, or ownership change. “ChromeOS is missing or damaged,” or a serious issue that remains after other troubleshooting.
Recommended order After restart and less-invasive steps, while the device still starts. After sign-in-based troubleshooting and Powerwash when those steps fail; immediately follow the recovery flow for a missing-or-damaged OS.
Local data impact Deletes local files, including Downloads, settings, and apps. Google Drive and external-storage files are not deleted. Permanently erases everything on the Chromebook’s hard drive, including downloaded files.
Extra equipment No recovery drive is required. Internet on a supported device, or an erasable USB drive of at least 8 GB plus another computer with Chrome.
Ownership result The first account signing in after reset becomes the owner account. After reinstall, setup begins again; the first account completing setup becomes the configured owner where ownership rules apply.

Which path fits common problems?

“My Chromebook is slow or behaves strangely”

Restart first. Disable extensions one at a time and test again. If the abnormal behavior continues and you have backed up local files, Powerwash is the next destructive step. Recovery is reserved for a remaining OS failure or a recovery-screen error.

“An update will not install”

Connect to reliable Wi-Fi or Ethernet and restart. Follow ChromeOS’s update troubleshooting sequence, including the reset that preserves personal files when it is offered. Use Powerwash only after those measures and a backup; use recovery if the update problem is accompanied by a missing-or-damaged OS message or survives the factory reset.

“ChromeOS is missing or damaged”

Do not spend time repeating browser or profile fixes. Enter the recovery flow shown on the screen. If internet recovery is offered and the Chromebook can connect, use it. Otherwise create USB media with the Recovery Utility.

“I am selling or giving away the Chromebook”

Back up your files, sign out, and Powerwash. Complete the reset without signing in if the setup screen is intended for the recipient. If the device cannot start normally, use recovery instead, but remember that recovery erases the entire local drive.

“The Chromebook belongs to my employer or school”

Stop before either operation and contact the administrator. A managed device may require an authorized recovery process, and an administrator may need to preserve enrollment or remove the device from management.

After either operation

  • Reconnect to Wi-Fi or Ethernet and allow ChromeOS to complete initial setup.
  • Sign in with the account that should own the device; after Powerwash, the first account used becomes owner.
  • Reinstall only the extensions and apps you need, testing after each addition if an extension may have caused the original problem.
  • Copy backed-up files back to local storage only when you need offline access; keep the primary copy in Google Drive or another backup location.
  • If you created USB recovery media, erase the drive after the Chromebook is working and you no longer need it.

Bottom line: the safest order

  1. Back up local files before any destructive operation.
  2. While the Chromebook boots, restart, check the network, test extensions, and use the file-preserving reset offered by update troubleshooting.
  3. Use Powerwash for profile, settings, persistent behavior, or ownership problems.
  4. Use recovery for “ChromeOS is missing or damaged” or a serious OS problem that remains after Powerwash.
  5. Choose internet recovery on supported newer devices; otherwise use an erasable USB drive of at least 8 GB and another computer with Chrome.
  6. Ask the work or school administrator to handle a managed Chromebook.
