If Recall is missing or will not open in Windows 11, first check whether your PC is eligible. Recall is available only on qualifying Copilot+ PCs—not every Windows 11 computer. On an eligible device, try Windows + J, then check whether Recall is installed, snapshot saving is enabled, and Windows Hello and encryption requirements are met. A work or school policy can also restrict the feature.
Start with the symptom that matches your PC
| What you see | What to check next |
|---|---|
| Recall does not appear anywhere | Confirm the PC is a qualifying Copilot+ PC, then check whether Recall is selected in Windows Features. |
| Recall opens, but shows no past activity | Check whether you opted in to Save snapshots and whether there is enough free storage. |
| Setup or access is blocked | Check Windows Hello Enhanced Sign-in Security, biometric enrollment, and Device Encryption or BitLocker. |
| Settings are unavailable or greyed out | If this is a work or school PC, ask the administrator whether policy restricts Recall. |
These are different causes, so a missing app, an empty Recall experience, and a blocked setting do not call for the same fix.
Confirm that your PC qualifies
Microsoft lists Recall as an optional feature for Windows 11 Copilot+ PCs. Its published minimum requirements include a Secured-core standard, an NPU capable of at least 40 TOPS, 16 GB of RAM, and 256 GB of storage. A regular Windows 11 installation does not establish that the device qualifies. See Microsoft’s Recall system requirements.

Recall also needs at least 50 GB of free storage to enable. If available free space falls below 25 GB, snapshot saving pauses automatically. These are Microsoft-published product requirements, not independent performance test results. If your PC does not meet the eligibility requirements, a Windows setting cannot make it eligible; hardware that does qualify is a prerequisite, not a routine fix for a disabled setting.

- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
Try the supported ways to open Recall
- Press Windows + J.
- Open Start > All apps and select Recall.
- If you have a Recall taskbar icon, select it.
Microsoft documents each of these launch routes in its Recall guide. If Recall opens but has no saved activity, continue to the snapshot setting: opening the app does not mean snapshot saving is on.
If Recall opens but has no snapshots
Snapshot collection is optional and starts only after you opt in. In Windows, go to Settings > Privacy & security > Recall & snapshots and check Save snapshots. You can also follow the first-run prompt when you open Recall. If more than one person uses the PC, each Windows account must make its own choice.

Microsoft explains the opt-in and privacy controls in Privacy and control over your Recall experience. If saving is enabled but has paused, check free storage against the requirements above.
Check Windows Hello and encryption prerequisites
Recall requires Windows Hello Enhanced Sign-in Security with at least one biometric sign-in option enrolled, as well as Device Encryption or BitLocker. If setup or access is blocked, verify both in Windows security and device settings before trying repairs. A PIN by itself does not satisfy Microsoft’s stated biometric prerequisite.

Recall asks you to authenticate with Windows Hello. Microsoft’s requirements and privacy guidance are in its Recall guide and privacy guidance.
If Recall is missing, check Windows Features
- Search Windows for Turn Windows features on or off and open the matching control panel result.
- In the Windows Features dialog, select the checkbox for Recall.
- Restart the PC when prompted.
Microsoft’s accessibility guide describes enabling Recall through Windows Features and restarting: Use a screen reader to explore and navigate Recall. If Recall is already selected but remains unavailable, check Windows Update and contact Microsoft Support or your device administrator before attempting broad system repairs. The reviewed Recall guidance does not specify another Recall-specific repair command.

On a work or school PC, an administrator may remove or disable Recall, or control whether its settings are available. If the Recall option is missing or greyed out on a managed device, ask IT to review the organization’s policy rather than trying to bypass it. Microsoft states that an administrator can allow snapshot saving to be offered, but cannot opt a user in on that user’s behalf.

Use reset or Windows recovery only as a later step
If Recall is installed and other checks have not resolved the problem, Microsoft documents Reset Recall under Settings > Privacy & security > Recall & snapshots > Advanced settings. Reset deletes all saved snapshots and resets Recall settings, so consider whether that history matters before proceeding. Microsoft’s general guidance is to start with the least disruptive recovery option; some Windows recovery choices can cause data loss. See Recovery options in Windows.
Quick Recap
Quick checklist before you escalate
- Your device is a qualifying Copilot+ PC and meets the published Recall requirements.
- Recall is selected in Windows Features if the app is missing.
- Save snapshots is enabled if you expect past activity to appear.
- Windows Hello Enhanced Sign-in Security with a biometric option is set up, and Device Encryption or BitLocker is enabled.
- The PC has enough free storage, and no work or school policy is blocking Recall.
