There is no evidence-based universal winner among OCR and document extraction APIs. Amazon Textract, Google Cloud Document AI, and Azure AI Document Intelligence each offer text recognition and structured document capabilities, but the right choice depends on the output you need, your cloud environment, and how well a specific model handles your documents. Shortlist by those requirements, then test the candidates on the same representative sample.
First, decide what you need the API to extract
OCR turns text in an image or document into machine-readable text. Document extraction can go further: it may preserve layout, identify tables, return key-value pairs, or extract fields associated with a particular document type. Those are different jobs, so comparing a basic text-detection operation with a structured document processor can lead to the wrong conclusion.
- Text only: You need recognized words, perhaps with locations or layout information.
- Structure: You need elements such as tables, form fields, checkboxes, signatures, or relationships between text blocks.
- Known fields: You need values from a specific document type, such as an invoice or receipt.
- Classification: You need to identify what kind of document you have before or while extracting it.
Write down the required output before choosing an API. Then check whether the provider’s specific operation or processor returns it; a service’s general OCR capability does not establish that every model supports every extraction task.

Which API should you shortlist?
| API | A sensible starting point when | Documented capabilities | Checks before implementation |
|---|---|---|---|
| Amazon Textract | Your application already uses AWS, or your workflow needs one of Textract’s named document-analysis features. | Text detection; forms and key-value pairs; tables; queries; signatures; and expense, ID, and lending analysis. | Choose synchronous or asynchronous processing, confirm supported document types and feature types, estimate workload-specific cost, and verify feature availability in your intended AWS Region. |
| Google Cloud Document AI | You need document-focused OCR or a Google processor for extraction or classification. | Enterprise Document OCR handles document text and layout. Document OCR add-ons include formula recognition, font-style information, and checkbox extraction. Google describes Cloud Vision text detection separately for general text extraction and low-latency or high-capacity needs. | Match the processor to the task; check add-on rates, regional support, and quotas. Do not treat the Enterprise Document OCR rate as the price of every processor. |
| Azure AI Document Intelligence | Your application uses Azure, or you need Read, layout, prebuilt, or custom models. | Read OCR; layout extraction for text, tables, selection marks, and structure; prebuilt models such as invoice and receipt; and custom extraction. REST and language SDKs are documented. | Pin the API version and confirm supported formats, region, model, and current pricing. Microsoft identifies v4.0 (2024-11-30) as generally available. |
These are conditional starting points, not a performance ranking. Official capability descriptions do not show which provider will be most accurate on your forms, scans, languages, or fields.

What each provider is suited to
Amazon Textract: choose by workflow and feature type
Textract’s AnalyzeDocument operation supports the feature types TABLES, FORMS, QUERIES, SIGNATURES, and LAYOUT. It returns detected lines and words along with selected structural relationships. Check the operation’s supported input and feature combinations against your documents rather than assuming that every feature applies to every file or workflow.
One implementation constraint matters if your design relies on human review: AWS says Textract’s A2I human-review workflow entered maintenance mode in July 2026 and no longer accepts new customers. Do not make a new workflow depend on enrolling in that service without confirming the current AWS guidance and an alternative review process.

Google Cloud Document AI: distinguish document OCR from general text detection
Google recommends Enterprise Document OCR for document-focused extraction, including PDFs and scanned documents supplied as images. Its documented capabilities include rotation correction, handwriting recognition, and layout output. Google describes Cloud Vision text detection as a separate choice for general text extraction. The distinction is about matching the task and service, not evidence that one is universally faster or more accurate.

Azure AI Document Intelligence: pin the API version
Azure’s documented choices include Read for OCR, layout for document structure, prebuilt models for supported document categories, and custom extraction. Select the model that matches the output you need and verify its supported input formats and region before building around it.
Microsoft lists Azure AI Document Intelligence v4.0 (2024-11-30) as generally available. The overview says the v3.0 API (2022-08-31) reaches end of support on March 30, 2029. For a new integration, choose and record the intended API version; for an existing one, consult Microsoft’s current migration guidance before changing versions.

How to compare candidates on your documents
- Specify the output. Decide whether the application needs plain text, coordinates or layout, tables, key-value pairs, named fields, classification, or signatures. Keep basic OCR and structured extraction as separate test cases if you need both.
- Apply operational filters. Identify the cloud environment, required regions, supported file types, languages, throughput, synchronous or batch workflow, and security or data-handling requirements. Confirm regional availability, retention, and service terms in current vendor documentation; a feature listing is not a security assessment.
- Build a representative test set. Include the document types your application will actually process: clean and degraded scans, relevant language variants, tables, handwriting if applicable, and difficult edge cases. Use the same sample for every candidate and record each exact processor, model, and API version.
- Score the results against your use case. Measure field-level correctness, missed and incorrectly added values, table or layout preservation, latency, failures, retries, and the amount of human correction needed. A single overall accuracy score can hide a model’s failure on the fields that matter most.
- Estimate the full workload cost. Use the current price for the exact provider, processor, add-ons, page volume, region, and workflow. The published Google OCR rate above is one specific reference point; obtain separate current workload estimates for AWS and Azure rather than inferring their costs from it.
The official materials cited here do not provide a comparable cross-provider accuracy benchmark, controlled test results, or like-for-like cost estimate. Your own evaluation is therefore necessary to establish which candidate performs best for your documents.

- Confirm feature availability by region. A documented capability does not by itself confirm that the feature is available in the region your application must use.
- Validate file and workflow support. Check the limits and supported inputs for the exact API operation or processor, including whether your use case calls for synchronous or asynchronous processing.
- Account for add-ons and model scope. OCR, layout, named-field extraction, and optional recognition features may use different processors or rates.
- Plan for corrections and failures. Include malformed files, low-quality scans, retry behavior, and human correction effort in your evaluation—not just successful recognition on clean examples.
- Keep versions explicit. Record the model and API version used in development and production, and track provider lifecycle notices for versions your application depends on.
If paper documents are part of the workflow, scanning quality is an input to evaluate alongside the API. The cited provider documentation establishes scanned-document inputs, but it does not establish a particular scanner as the right choice.
