Enterprise owners can centrally manage GitHub Copilot settings for users in JetBrains IDEs, but JetBrains support is not universal across settings: verify that the specific managed key is supported by the target client before enforcing it. GitHub offers three delivery methods—server-managed settings, native device management (MDM), and a local settings file—with different licensing scope, platform coverage, update behavior, and support for team exceptions.
What enterprise-managed settings control
Enterprise-managed settings let enterprise owners define and distribute Copilot configuration across supported clients. They can govern matters such as sensitive operations, approved agent plugins, and sandbox requirements. With the server-managed approach, configuration is delivered through the enterprise’s .github-private repository to users who receive Copilot licenses through that enterprise or its organizations, including users who cannot access the repository directly. See GitHub’s getting-started guide.
GitHub identifies three ways to use Copilot from JetBrains: the GitHub Copilot plugin, Copilot through JetBrains AI Assistant, and Copilot CLI in the IDE terminal. GitHub recommends its plugin for code suggestions and the broadest set of IDE features. Its documented plugin capabilities include inline and next-edit suggestions, chat, agentic features, inline chat, code review, and commit-message generation. These entry points are not interchangeable evidence that every managed setting works in every one of them; check support for the precise key and client. See GitHub Copilot in IDEs.

Choose a delivery method
The three methods can be combined, but overlapping configuration makes the effective policy harder to reason about. Choose a clear source of authority where possible, and account for precedence if policies overlap.
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
| Method | Where it applies | License or user scope | Platforms and constraints | Team overrides |
|---|---|---|---|---|
Server-managed via .github-private |
Supported Copilot clients, including cloud agent | Users licensed through the enterprise or its organizations | Repository-based configuration with review and audit history | Yes |
| Native MDM | Local clients only | Follows the user regardless of the source of their Copilot license | macOS and Windows; native Linux MDM is not supported | No |
| File-based | Local clients only | Follows the user regardless of the source of their Copilot license | All platforms, including environments such as containers and Codespaces | No |
These scopes and constraints are described in GitHub’s deployment guide. The main choice is whether policy should follow enterprise licensing and reach supported cloud clients, target managed devices, or be installed as a local file across platforms.
How settings precedence and refresh work
When sources specify conflicting values, GitHub documents this precedence order, from highest to lowest:

- 5-in-1 USB-C Hub: Experience comprehensive connectivity featuring a Power Delivery input, two USB-A 2.0 ports, a USB-A 3.0 port, and an HDMI port. (Note: The USB-C power delivery input port is only for connecting an external wall charger to power your laptop and cannot power peripheral devices.)
- 90W Pass-Through Charging: Achieve optimal charging with 90W pass-through power to your laptop, supported by a total input of 100W, with the hub reserving 10W for operational efficiency. (Note: Wall charger not included.)
- Quick Data Transfers: Accelerate your productivity with rapid data transfers using a high-speed 5Gbps USB 3.0 port and two 480Mbps USB 2.0 ports.
- 4K HDMI Display: Enhance your visual experience with a hub capable of delivering 4K resolution at 30Hz in both mirror and extend modes. Please note that this hub is compatible with MacBook (macOS 12 and newer), Windows 10 and 11, ChromeOS, and laptops equipped with DP Alt Mode and Power Delivery. Note: This device is not compatible with Linux.
- What You Get: Anker USB-C Hub (5-in-1, 4K HDMI), welcome guide, 18-month warranty, and our friendly customer service.
- Native MDM
- Server-managed settings
- File-based settings
- User settings
Some sandbox and permission controls are exceptions to simple replacement: their values combine toward the more restrictive outcome. Check the behavior of the specific key rather than assuming every setting follows the same merge rule.
Server-managed changes normally take effect within about an hour; restarting the client or signing in again triggers an immediate refresh. Native MDM clients check for changes hourly without requiring a restart. For file-based settings, use GitHub’s current deployment documentation to confirm client behavior for your environment; the cited guidance does not establish an equivalent refresh interval. These timings and precedence rules are documented in the deployment guide.

Set up server-managed settings
- Select the enterprise repository. Create or use the enterprise’s
.github-privaterepository. This method applies to users receiving Copilot through the enterprise or its organizations. - Add the settings file. Create
copilot/managed-settings.jsonin the repository and define the settings you intend to manage. - Commit to the default branch. The enterprise configuration is distributed from that branch.
- Review validation results. GitHub automatically validates
managed-settings.json,team-mappings.json, and team files referenced by the mapping file. Inspect any reported issues in the enterprise AI Controls area. - Confirm client coverage. Before enforcing a key for JetBrains users, check that key against the client coverage table in GitHub’s Enterprise managed settings reference.
Give enterprise teams different settings
Enterprise-team overrides are available only with server-managed deployment. A team cannot change an arbitrary enterprise setting: the enterprise file must mark the key as overridable. The documented categories include model selection, permission controls, MCP servers, marketplaces, and sandbox settings; enabledPlugins has additive behavior.
- Mark the key as overridable in
copilot/managed-settings.json. - Create a team settings file under
copilot/teams/with that team’s permitted values. - Map the team file to one or more team slugs in
copilot/team-mappings.json. - Commit and check validation for the mapping and referenced files in the enterprise AI Controls area.
If a user belongs to multiple teams, GitHub combines team files using the least restrictive value for each key, then applies that result beneath the enterprise settings. Platform decisions take precedence. For the exact override rules and supported keys, consult Overriding enterprise-managed settings for teams.

Deploy through MDM or a settings file
Native MDM
GitHub documents Windows registry string values under HKEY_LOCAL_MACHINESOFTWAREPoliciesGitHubCopilot and forced macOS preferences in the com.github.copilot domain. Nested keys use dot notation. Booleans, arrays, and objects are JSON-encoded inside string values. Native MDM is intended for local clients on macOS and Windows, and policy follows the user regardless of where the Copilot license comes from.

File-based settings are for local clients, work across platforms, and follow the user regardless of license source. For current MDM details, paths, and client behavior, check GitHub’s deployment documentation.
Verify JetBrains support before rollout
GitHub lists JetBrains as a supported Copilot environment, but explicitly cautions that client property coverage is not universal. A key appearing in the enterprise settings reference does not by itself establish support in the JetBrains client you plan to manage. Check the reference’s client support table for each key, and verify the exact JetBrains Copilot entry point and version in scope before making it a required policy. The table and IDE capabilities can change, so use the current managed settings reference and IDE documentation at rollout time.
