“El Salvador wallet” usually means Chivo, the digital wallet launched by El Salvador’s government alongside its Bitcoin project in 2021. Chivo was designed to handle Bitcoin and U.S. dollars for payments and exchange; it is not a physical wallet. The IMF reported on October 1, 2026, that majority ownership and control had transferred to a private operator.
What is Chivo Wallet?
Chivo is a digital wallet application associated with El Salvador’s Bitcoin project. The IMF describes it as a public e-wallet that offered payment and exchange services in Bitcoin and U.S. dollars. In other words, “El Salvador wallet” is a broad description; Chivo is the specific wallet most likely meant by it.
The Bitcoin Law took effect in September 2021, when Chivo was introduced. The launch-era design included both currencies, and the government offered qualifying Salvadorans who downloaded the app an initial Bitcoin allowance equivalent to US$30. What was Chivo intended to do?
The project’s stated goals were to widen access to financial services for people without bank accounts and informal businesses, make transactions quicker, and make remittances easier, faster, and cheaper. Those aims describe the policy rationale, not proof that the wallet achieved them at scale.

The IMF’s 2025 report cited surveys in which, at the project’s peak, 20% of firms accepted Bitcoin and 4.9% of sales were paid in Bitcoin. It also reported that official data put the share of remittances transferred using a crypto wallet at 1.2%; that figure is for crypto wallets generally, not necessarily Chivo alone. Who owns and operates it now?
The latest cited status update, an IMF Executive Board release dated October 1, 2026, says majority ownership and operational control of Chivo had transferred to a private operator. It also says residual public-sector exposure should be fully unwound. IMF, October 1, 2026.

An earlier IMF staff-level announcement on September 3, 2026, said the government retained a minority stake and custodial responsibilities for customer assets during the transfer. That detail is from the earlier announcement; the later Board release is the most recent cited account. IMF, September 3, 2026.

The cited sources do not establish whether the Chivo app is currently available for new users, what its current fees or features are, or how to open an account. The IMF’s current Extended Fund Facility FAQ says private-sector acceptance of Bitcoin is voluntary and taxes are paid only in U.S. dollars; it also describes government participation in Chivo as being unwound. How is Chivo different from a physical or hardware wallet?
Chivo, as described in the cited material, is an e-wallet application for digital transactions, not a physical wallet. The sources do not establish enough current product detail to compare Chivo feature by feature with other consumer wallets or hardware devices. They also do not confirm the app’s present availability, onboarding process, or present-day customer safeguards.
