China, Japan and South Korea all have populations that have already peaked, but they are not following identical paths. The United Nations’ World Population Prospects 2024 (WPP 2024) places China and the Republic of Korea (South Korea) among countries with ultra-low fertility—fewer than 1.4 births per woman on average—and says a return to at least 2.1 births per woman within 30 years is highly unlikely for both. South Korea provides the clearest dated fertility figure in the available evidence: the U.S. Census Bureau estimated 0.68 births per woman in 2024. Japan is also in the already-peaked group, but a like-for-like ranking of current fertility, age shares, peak dates or 2050 population totals requires extracting the same indicators and scenario for all three countries from WPP 2024.
The practical comparison is therefore about mechanisms and timing as much as totals. Falling births reduce the number of young people first; large older cohorts can keep the total population stable for years; eventually deaths outnumber births and decline accelerates unless migration offsets part of the gap.
What the three countries have in common
WPP 2024 is the most consistent international baseline for this comparison. The United Nations Department of Economic and Social Affairs, Population Division, estimates and projects 237 countries or areas, using censuses, vital registration and nationally representative surveys, with projections extending to 2100. Its published results are scenario-based projections, not observed outcomes or guarantees.

In the WPP 2024 summary, China, Japan and the Republic of Korea are all listed among countries and areas whose populations have already peaked. That single fact separates them from countries whose population is still growing toward a later maximum. It does not, however, mean their declines began in the same year or will proceed at the same speed.

China and South Korea are grouped by the UN with countries averaging fewer than 1.4 births per woman. The summary says that, for countries in this group including China and the Republic of Korea, a return to at least 2.1 births per woman within 30 years is highly unlikely. “Highly unlikely” is a probability assessment under the UN’s projection framework, not a claim that a particular future fertility rate is impossible.
Japan shares the peaked-population and aging-population pattern, but the material available here does not provide one harmonized table showing all three countries’ latest fertility rates, 65-and-over shares, peak years and projected totals. Those figures should not be assembled by mixing a Japanese national statistic, a Chinese estimate and a South Korean UN projection.

“Not stated” means that an exact, directly comparable value was not established in the cited material here; it does not mean the statistic is unavailable. WPP 2024’s data portal is the appropriate place to retrieve matching values by country, year, indicator and scenario.
Why low fertility does not cause an instant population collapse
Total population is the result of births, deaths and migration. Fertility measures the average number of children a woman would have under a specified period measure; it does not count the number of people alive today. A country can therefore record very few births while still having enough adults in childbearing ages, or enough people moving into older age groups, to keep its total population growing temporarily.
Population momentum
South Korea illustrates this lag. A U.S. Census Bureau analysis says the country’s population continued to grow until 2020 despite decades of low fertility and minimal migration. The explanation was growth in older age groups: cohorts born when fertility was higher were still entering later life, and their numbers temporarily outweighed the effect of fewer births.

This is population momentum. The same mechanism can delay a peak after fertility has fallen and can delay a visible decline after the peak. Once the large cohorts pass through the age structure, fewer births feed into the next generation while deaths rise, making natural decrease more pronounced.
Why the age structure matters more than one year’s birth count
Two countries with the same period fertility rate can have different near-term population paths if one has more people in their twenties and thirties, while the other has a larger share in older ages. Age structure also determines how quickly schools contract, how many workers replace retirees and how many deaths occur each year. For that reason, a serious China–Japan–South Korea comparison needs age shares and cohort sizes, not fertility alone.

China is already in the UN’s peaked-population group and is also included in the summary’s ultra-low-fertility group. That combination points to a long adjustment: very low childbearing reduces the inflow into younger cohorts, while people born during earlier high-fertility decades move toward retirement and old age.
The UN summary’s conclusion that a return to at least 2.1 births per woman within 30 years is highly unlikely for China should be read as a projection assessment, not a precise forecast of China’s next annual rate. It says that a rapid return to replacement-level fertility is not the central assumption of the UN’s outlook. The eventual size and speed of decline still depend on mortality, migration and the age distribution inherited from previous decades.
China’s scale means that even small percentage changes represent large numbers of people, but scale should not be confused with demographic resilience. A larger population can continue declining for many years after its peak if annual births remain below deaths.

Japan’s position: the established aging-population case
Japan is likewise identified by WPP 2024 as a country whose population has already peaked. It belongs in the same structural discussion—low births, a growing concentration of older cohorts and eventual natural decrease—but the evidence supplied here does not establish a single comparable fertility value or exact age-share figure for Japan.
That limitation matters when people describe Japan as a fixed template for China or South Korea. Japan’s observed experience demonstrates how a peaked population can age for an extended period, yet the timing of its peak, the size of each birth cohort, life expectancy and migration policy are specific to Japan. Applying Japan’s future percentage decline directly to either neighbor would silently replace one country’s assumptions with another’s.
For readers using Japan as a reference case, the useful lesson is methodological: track the age pyramid, births and deaths together, and specify whether a number is an observed national estimate or a UN projection. “Japan is older” may be directionally useful in a broad discussion, but an exact claim about which country has the largest 65-plus share requires a dated, common dataset.
South Korea’s position: the lowest dated fertility figure in this evidence
The U.S. Census Bureau estimated South Korea’s total fertility rate at 0.68 births per woman in 2024. The figure appeared in a November 26, 2024 release and is explicitly an estimate, not a statement that every later national release will show the same rate.
The Bureau’s projection holds that estimated 2024 fertility constant. Anne Morse, a demographer with the Census Bureau’s International Programs Center, explained the choice: “Our projection holds 2024 estimated fertility constant — a compromise because of uncertainty about which way the trends will go.” The quotation describes the Bureau’s modeling decision in that 2024 context; it is not a prediction that fertility will remain exactly 0.68 in every subsequent year.

South Korea’s example also prevents a common error: treating the lowest current fertility rate as proof of the fastest immediate population fall. Its population grew until 2020 despite long-running low fertility and minimal migration, because older age groups were still expanding. The delayed effect of age structure means the timing of decline cannot be inferred from the fertility ranking alone.
Will China decline faster than Japan or South Korea?
There is no defensible one-word ranking without a common projection table. “Faster” can mean a larger percentage loss, a larger absolute number of people, an earlier year of natural decrease or a steeper fall over a chosen interval. Those measures can produce different orderings.
Use WPP 2024’s named scenario and horizon—for example, a stated year such as 2050 or 2100—and compare the same population concept for all three countries. Record the projection revision, whether the value is a medium or alternative scenario, and the migration assumptions. A country with a lower fertility rate may still show a slower near-term percentage decline if its age structure contains more adults of childbearing age; a very large country may lose more people in absolute terms while losing a smaller percentage.
The UN’s medium scenario is an assumption-led path. It should be reported as “under the UN WPP 2024 medium scenario,” not as a guaranteed population total. National statistical agencies may publish different totals because they use different data vintages, definitions, fertility paths or migration assumptions.

What populations may look like in 2050
Readers asking for a 2050 picture should expect three features across the comparison: a smaller proportion of children than in the past, a larger proportion of older adults and a population total shaped by the interaction of births, deaths and migration. The exact number of residents in 2050 is not established by the evidence cited here, so it would be misleading to print a single total for any of the three countries without retrieving the matching WPP 2024 series.

A useful 2050 comparison should include:
- the country or area label used by the dataset;
- the reference date or mid-year convention;
- the selected WPP 2024 scenario and revision;
- total population, births and deaths, where available;
- the percentage aged 65 or older and the percentage under 15;
- net migration or the migration assumption; and
- the change from a clearly identified baseline year.
Without those fields, a chart can look precise while comparing incompatible definitions.
How migration changes the comparison
Migration can slow or accelerate a country’s decline, but it cannot be treated as an invisible constant. The South Korean discussion specifically notes minimal migration in the period when population still grew through 2020. WPP 2024 projections incorporate assumptions about future migration, and those assumptions differ by scenario and country.
Migration also affects age structure. New arrivals are often concentrated in working ages, while emigrants may be concentrated in particular age groups. Consequently, the same net migration total can have different effects depending on who moves and whether family members follow. Any claim that one country’s population will be “saved” or “doomed” by migration goes beyond the demographic evidence unless it identifies a quantified scenario.

An older, shrinking population changes the balance between potential workers, retirees and people needing health or care services. It can alter the number of pupils, the demand for housing and the geographic distribution of services. Those are demographic consequences that follow from changing age structures.
They are not, by themselves, a forecast of gross domestic product, government debt, productivity or geopolitical influence. The evidence used here establishes population trends and projection frameworks, not a causal economic ranking of China, Japan and South Korea. Technology, labor-force participation, retirement ages, productivity, health, fiscal policy and migration can all change how demographic pressure is absorbed.
A reliable way to read future projections
- Choose one baseline. Start with WPP 2024 for all three countries rather than combining unrelated national series.
- Name the scenario. State whether the result is the UN medium scenario or another published path.
- Fix the horizon. Identify the year—such as 2050 or 2100—and use the same reference date for each country.
- Separate estimates from projections. Label observed or estimated fertility, such as South Korea’s 0.68 estimate for 2024, separately from future values.
- Check the population definition. Confirm that totals refer to the same geographic area and resident-population concept.
- Read age structure with totals. Examine births, deaths, migration and age shares together; do not infer decline speed from fertility alone.
- Show uncertainty. Explain that different data vintages and assumptions can produce different national and UN results.
Bottom line for the comparison
China, Japan and South Korea share the defining feature of populations that have already peaked. China and South Korea are also identified by the UN as ultra-low-fertility cases for which a return to at least 2.1 births per woman within 30 years is highly unlikely; South Korea’s dated 2024 Census Bureau estimate is 0.68 births per woman. Japan belongs to the same broad aging-and-decline story, but exact rankings require harmonized values rather than impressions or mixed sources.
The decisive question is not which country has the lowest single-year fertility rate. It is how each country’s inherited age structure, future births, deaths and migration interact under a stated projection scenario. That is why a careful 2050 or 2100 comparison should quote WPP 2024 values with their scenario and revision, while treating every projection as conditional rather than certain.
