There is no universal China-versus-India winner for pharmaceutical ingredients. China’s scale and vertical integration can lower cost for some APIs, while India is a major API exporter with established manufacturing depth but also depends heavily on Chinese inputs in selected categories. The defensible choice is an API-, site-, process- and destination-specific comparison that calculates landed cost and verifies quality and regulatory evidence.

Are China-made APIs cheaper than India-made APIs?

Sometimes, but country-level averages cannot answer an API request for quotation. NITI Aayog describes Chinese vertically integrated manufacturers as retaining scale and cost advantages in parts of the sector. That is useful context, not proof that a particular Chinese site will beat a particular Indian site after freight, duties, testing, qualification and financing are included. The reviewed public sources do not provide a current, matched China-versus-India price series for equivalent APIs.

Request comparable quotations for the same grade, specification, package size and annual volume. Record every commercial assumption before comparing numbers:

  • Ex-works, FOB, CIF, DDP or another clearly stated Incoterm
  • Minimum order quantity and volume-break pricing
  • Currency, payment terms, credit period and foreign-exchange exposure
  • Freight, insurance, import duty, brokerage, storage and hazardous-goods charges
  • Release testing, independent laboratory testing, sampling and method-transfer costs
  • Lead time, safety-stock requirement and the cost of qualifying a second source
  • Any validation, regulatory-support or documentation fees

A lower ex-works quote can become the higher landed cost when it carries a longer transit route, more testing, a larger minimum order or expensive qualification work. Conversely, an Indian supplier may not be cheaper at the plant gate but can be economically preferable when it offers shorter replenishment, easier audits or a qualified second source for a market in which China is already highly concentrated.

Build a landed-cost comparison

Cost element What to collect from each supplier Why it changes the decision
Quoted material price Unit price, currency, grade, assay and quantity tier Prevents an apparent bargain based on a different specification or volume
Logistics and border costs Incoterm, route, transit time, freight, insurance, duty and broker fees Converts a factory quote into a delivered price
Quality and release Supplier testing, your testing, method transfer and sampling plan Extra analytical work can erase a small price advantage
Qualification Audit, validation, stability, regulatory filing and change-control work One-time costs matter when annual volume is modest
Continuity Safety stock, alternate sites, upstream dependencies and disruption exposure Expected shortage costs are part of total cost, even if not shown on the quote

What the trade data says about India and China

India is both an API exporter and a significant API importer. NITI Aayog’s 2025 analysis reports Indian API exports of $10.0 billion and imports of $7.4 billion (figures reported by NITI Aayog in 2026 using its API classification and ITC Trade Map source). Those totals describe trade flows, not the quality, capacity or price of an individual manufacturer.

The same analysis says India’s five largest API product categories account for $6.2 billion, nearly 84% of Indian API imports. China is the leading source in several categories, including 76.4% of nitrogen heterocyclic compound imports and 86.1% of antibiotic imports. These percentages apply to the report’s 2025 product categorization; they should not be presented as China’s share of every API or of global production. See the NITI Aayog trade analysis for the classification and source notes.

A separate Government of India release, based on Directorate General of Commercial Intelligence and Statistics HSN data, reports approximately USD 4.35 billion of Indian imports across 200 API, bulk-drug and drug-intermediate categories in FY2024–25. China supplied USD 3,204.67 million, or 73.71% by value. This is an aggregate of specified HSN categories, not a finding that China supplies 73.71% of every ingredient or all API production worldwide. The underlying release is available from the Department of Pharmaceuticals.

India is also expanding domestic capacity. Government reporting says approximately 56,800 metric tonnes per annum of capacity had been established for 28 of 41 critical products under the production-linked incentive bulk-drugs scheme. That is an industrial-policy indicator; it does not establish that a particular Indian site currently has the required molecule, price, validated process or available capacity.

Which is better for pharmaceutical raw materials: China or India?

Neither country can be assigned a blanket quality ranking. API quality is established at the manufacturing site, process and batch level. Two plants in the same country can have very different impurity profiles, process controls, inspection histories, documentation quality and change-management performance.

Use evidence rather than country labels

FDA’s Q7A guidance says: “Supplier approval should include an evaluation that provides adequate evidence (e.g., past quality history) that the manufacturer can consistently provide material meeting specifications.” The guidance recommends complete analysis of at least three batches before a buyer reduces its own testing, with periodic verification of certificates of analysis. It also notes that impurity profiles can depend on the manufacturing process and material origin, so changes should be monitored against regulatory or historical data. Read the full FDA Q7A API GMP guidance.

For every candidate, identify the actual manufacturing site and each subcontracted step. A trader’s address, a corporate headquarters or a repacker is not proof of where synthesis, purification, micronization or packaging occurred. Ask for the site’s quality history, audit reports and responses, representative batch records, certificates of analysis, impurity and residual-solvent profiles, analytical methods, deviations, corrective and preventive actions, change-notification procedure and complaint history.

Quality evidence checklist

  • Exact site name, address, legal manufacturer and any contract-manufacturing locations
  • Current specification, assay range, related substances, elemental impurities, residual solvents, water and microbiological limits where applicable
  • Certificates of analysis from representative lots and independent confirmation of critical results
  • Process description sufficient to understand impurity risks and critical process parameters
  • Evidence of batch consistency and investigation of out-of-specification or out-of-trend results
  • Change-control commitments, notification timelines and approval rights for the buyer
  • Audit scope, findings, corrective-action closure and the date of the latest inspection or audit
  • Packaging, storage, retest period, stability data and shipping-condition controls

Do not treat a certificate of analysis as a substitute for qualification. Compare the supplier’s methods with the methods in your filing, verify method suitability and test incoming material according to a risk-based plan. Before reducing testing, document the three-batch evidence and the periodic verification program required by your quality system.

Regulatory readiness depends on the destination market

The same API and site may be acceptable for one destination and incomplete for another. Confirm the exact requirements for the product, manufacturing site, importer and route with regulatory and quality professionals.

Destination Key evidence to verify Official reference
United States Applicable FD&C Act and 21 CFR compliance; registration of foreign establishments that manufacture, repack, relabel or salvage imported APIs where required; API drug listing for commercially distributed product; listing information supplied at import FDA, Importing Active Pharmaceutical Ingredients
India Compliance with the Drugs and Cosmetics Act 1940 and Rules 1945; registration of the substance and manufacturing site for import; required registration and import licensing CDSCO Imports and Registration
China export documentation Current inspection status and export documentation for the site and product; do not rely on a legacy GMP-certificate label NMPA regulatory notice

United States

FDA states that imported or offered-for-import APIs must comply with applicable statutory and regulatory requirements. Foreign establishments generally need registration, and foreign manufacturers must list commercially distributed APIs. Verify the current registration and listing for the precise site and product rather than accepting a screenshot, an old letter or a certificate issued for another facility.

India

CDSCO states that import, manufacture, sale and distribution are regulated under the Drugs and Cosmetics Act 1940 and Rules 1945. Bulk drugs and APIs are regulated, and both the substance and manufacturing site require registration for import. Confirm the registration and import-licence path before shipment; a supplier’s ability to export from its home country does not establish Indian-market authorization.

China and the GMP-certificate issue

NMPA says drug GMP certificates stopped being issued from December 1, 2019. Authorities instead inspect manufacturers’ GMP compliance. NMPA also says new export inspection and certificate-of-pharmaceutical-product rules took effect in January 2026, replacing the earlier export-certificate regulation, and that issued certificates are available in its Chinese and English databases. Ask the supplier to identify the current inspection record and export documentation in the relevant official systems. A document described simply as a Chinese GMP certificate may be obsolete or refer to a different site.

How to qualify a China- or India-based API supplier

Use the same sequence for suppliers in both countries. The objective is to qualify a specific source for a specific product and destination, not to select a country in the abstract.

  1. Define the requirement. State the API name, salt or polymorph, grade, specification, annual and batch quantities, packaging, retest period, destination, filing constraints and required delivery date.
  2. Identify the true source. Obtain the legal manufacturer, complete site address, manufacturing steps, subcontractors, upstream key starting materials and the entity that will issue the certificate of analysis.
  3. Request a controlled data package. Collect specifications, recent batch certificates, impurity and residual-solvent data, process and analytical information, stability evidence, quality agreements, change-control terms and regulatory registrations or listings relevant to the destination.
  4. Screen regulatory status. Check the applicable FDA registration and API listing, CDSCO registration and import route, or current NMPA inspection and export documentation. Match every record to the exact site and product.
  5. Audit proportionately. Review quality systems, data integrity, laboratory controls, materials management, deviation and CAPA handling, cleaning, validation, warehouse conditions and traceability. Document findings and closure dates.
  6. Test representative batches. Analyze at least three batches completely before reducing in-house testing, consistent with the Q7A framework and your own quality system. Compare results with the filed specification and historical impurity profile.
  7. Agree commercial and quality contracts. Set Incoterms, forecasts, minimum order, lead times, release responsibilities, right-to-audit, notification periods, deviation communication and rejection or recall procedures.
  8. Approve and monitor. Qualify the source formally, trend incoming results and delivery performance, periodically verify certificates of analysis and reassess the site after significant process, ownership or regulatory changes.

Compare suppliers on the same decision axes

Use one scorecard with identical definitions and weighting for every candidate. A country can influence risk or logistics, but it should not replace evidence.

Axis Questions to answer
Price and landed cost Are grade, quantity, Incoterm, freight, duty, testing, payment terms and qualification costs comparable?
Quality Can the site show consistent batches, a controlled impurity profile, sound data integrity and effective deviation/CAPA systems?
Regulatory readiness Are destination registrations, listings, inspection records, product filings or DMF support current and tied to the actual site?
Capacity and lead time Can the supplier demonstrate capacity for this API, campaign scheduling, inventory and realistic delivery performance?
Upstream resilience Which key starting materials and intermediates are single-sourced, and where are those suppliers located?
Continuity plan Is there an alternate line or site, safety stock, validated second source and a tested response to transport or geopolitical disruption?
Qualification burden How long and how much will audits, analytical work, validation, regulatory changes and second-source approval take?

When a second source matters most

India’s import concentration shows why an Indian API exporter may still have Chinese upstream exposure. An Indian finished-API site can be operationally strong while relying on Chinese key starting materials or intermediates. Ask for the dependency map rather than assuming that a different shipping origin equals a different supply chain.

Conversely, buying directly from China may provide scale and integration but leave the buyer exposed to a single country, port, route or regulatory system. A second source is useful only when it is genuinely independent enough to mitigate the identified failure mode. Two suppliers that use the same intermediate producer, parent company or manufacturing site may not provide meaningful diversification.

Common mistakes and how to correct them

Using a country average as the RFQ decision

Problem: A buyer chooses the country presumed to be cheaper. Correction: compare equivalent specifications on a landed-cost worksheet and include qualification and continuity costs.

Accepting a certificate without matching the site

Problem: A certificate belongs to a group company, former address or different manufacturing line. Correction: reconcile the legal name and address across the quality agreement, batch certificate, regulatory listing, audit report and shipping documents.

Calling an old Chinese GMP certificate current

Problem: The buyer relies on a label that predates the end of Chinese GMP-certificate issuance. Correction: verify inspection status and current export documents through the relevant NMPA systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reducing incoming testing too soon

Problem: A buyer accepts supplier certificates after one satisfactory lot. Correction: complete the evidence and three-batch analysis recommended by Q7A, then maintain periodic verification and trend review.

Confusing trade concentration with supplier quality

Problem: A high import share is treated as proof of superior or inferior quality. Correction: use trade data to identify dependency and continuity risk, then qualify the individual site and process.

Ignoring the destination market until after purchase

Problem: Material is technically suitable but cannot be imported, listed or supported in the intended market. Correction: define the destination at the start and verify registrations, listings, filings and import licences before signing the supply agreement.

A practical decision rule

Select the supplier that offers the best documented risk-adjusted value for the exact API and market. A lower quote should win only when its specification, batch evidence, regulatory status, delivery assumptions and continuity plan are equivalent to the alternative. If evidence is incomplete, treat that gap as qualification work and cost rather than as proof of either country’s weakness.
