China’s central bank has approved Visa’s Beijing entity to prepare to establish a domestic bankcard clearing institution. The approval starts a preparation process; it does not authorize Visa to begin clearing domestic bankcard transactions or change what Visa cards can currently do for individual customers inside China.
What China approved
The People’s Bank of China (PBOC) approved an Application to Prepare for a domestic bankcard clearing institution from Visa Information Technology (Beijing) Co., Visa’s domestic foreign-invested legal entity, according to Xinhua. Visa also described the decision as approval to prepare, not permission to begin operations, in its October 13, 2026 announcement.
The distinction matters: preparation approval is an early regulatory stage. It is not a bankcard clearing business license, and it does not establish that Visa is already processing domestic transactions through its own clearing network.

Xinhua says the Beijing company has one year to complete preparations. After that, it may apply to open. The PBOC and the National Financial Regulatory Administration must approve the opening before a bankcard clearing business license is issued.

The one-year period is for preparation, not a promised launch deadline. The cited announcements do not provide a date when domestic clearing will begin.
What domestic clearing could mean for Visa card payments
A domestic clearing institution can provide a way to settle domestic yuan transactions directly through its own network, as CNA explains. If Visa completes the preparation process, receives the required approvals and obtains a license, that could give it a route to clear domestic transactions in China through its own network.

That is a possible future capability, not a current consumer-facing change. The approval alone does not say that Visa cards will now be accepted at more merchants, that cardholders can make new kinds of payments, or that existing acceptance arrangements have changed. For an individual cardholder, the practical answer is that this announcement does not itself alter where a Visa card works inside China.
What Visa means by “more than 40 years”
Visa CEO Ryan McInerney said, “For more than 40 years, Visa has been an active contributor to China’s dynamic payments landscape.” The statement describes Visa’s history of contributing to China’s payments landscape. It does not mean Visa has operated a domestic bankcard clearing institution there for 40 years.

What remains undecided
The approval is a regulatory milestone, but the cited announcements do not establish a launch date, forecast revenue or market share, or demonstrate a consumer impact. Those outcomes depend on completing preparations and receiving the further approvals and license required to open.
