robots.txt tells crawlers which paths your site asks them to avoid; it does not prove that they can—or cannot—reach a page. To find out whether a named AI crawler is being blocked, challenged, throttled, or redirected, check the file served for the relevant hostname, then trace matching requests through your CDN or WAF, application, and origin logs. The decisive evidence is the request and the action taken at each layer.

What you can—and cannot—learn from robots.txt

robots.txt is a voluntary crawler protocol, not an access-control mechanism. Cloudflare explains that a client can ignore its directives or claim any User-Agent string; use server-side controls such as WAF rules, header validation, or authentication when you need enforcement. See Cloudflare’s robots.txt and sitemaps.

A Disallow directive tells compliant crawlers not to request matching paths; it does not technically prevent a request. Google also notes that a disallowed URL may still be indexed without a snippet. Conversely, a permissive robots file does not mean the request will pass your CDN, firewall, application, or origin configuration. See Google’s robots.txt introduction.

Keep two questions separate: what policy does the file publish, and what happens to an actual request? A robots-file scan answers only the first.

Identify the crawler and the access you want

Choose the exact crawler name and the outcome you want before changing a rule. “AI crawler” can refer to different activities, and one provider may publish several distinct agents. For example, OpenAI documents OAI-SearchBot for search visibility, GPTBot for content that may be used to improve its generative AI models, OAI-AdsBot, and ChatGPT-User. Their purposes and controls are not interchangeable. Consult the provider’s current documentation: Overview of OpenAI Crawlers.

OpenAI says the OAI-SearchBot and GPTBot settings are independent. You can therefore make separate choices about search discovery and model-training use; do not assume that blocking one automatically blocks the other. If your goal is to block one purpose while allowing another, configure and verify the corresponding crawler separately.

How to check whether a crawler is blocked

  1. Fetch robots.txt for the exact hostname

Request https://your-hostname/robots.txt using the hostname and scheme you care about. Check the response, any redirect, and the file actually delivered—not just a copy in a dashboard or source repository. Find the relevant User-agent group and inspect its Allow and Disallow paths. A file for one hostname does not establish what is served for another. Cloudflare’s dashboard can report file availability and unsuccessful fetches; if the file should be available but is not, check upstream WAF or security rules. See Cloudflare’s robots.txt guidance.

  2. Review edge and application controls

Inspect CDN, WAF, and bot-management policies for crawler-specific rules, User-Agent matches, IP or ASN filters, country rules, rate limits, challenges, redirects, skip rules, and exceptions. Check application middleware, CAPTCHA, authentication, and origin restrictions too. Record which rule is intended to match and its position or precedence: an earlier allow, skip, or bypass rule may change what a later block does.

Cloudflare AI Crawl Control is one provider-specific example. Its documentation describes crawler activity and request-pattern visibility, per-crawler allow or block policies, and robots.txt compliance tracking. A configured allow is not proof that a request passed every other rule; review the actual event and rule order. See AI Crawl Control overview and its robots.txt directives documentation. The directives view includes historical violations, so a count can reflect requests from before a policy change rather than a current violation.

  3. Correlate a real request across logs

Search CDN or WAF security events and origin access logs for the same time window. Compare host, path, timestamp, User-Agent, response status, action, and matched rule. Include verified-bot identity where your provider exposes it. An edge denial may mean the origin never saw that request; an origin log shows that a request got farther into the stack. A missing origin entry alone does not establish why it failed.

OpenAI’s troubleshooting guidance recommends checking 403 Forbidden and 429 Too Many Requests responses alongside firewall and CDN logs, bot-mitigation events, rate-limiting rules, and traffic analytics. See Publishers and developers FAQ.

  4. Verify the crawler’s identity

A User-Agent header is a claim, not proof: any client can copy a crawler’s name. Where available, compare the request with the operator’s current published IP ranges or use your security provider’s verified-bot signal. OpenAI publishes crawler IP ranges and cautions that its infrastructure can change, so do not permanently allow an address merely because it appeared in one log. Check the current OpenAI crawler IP ranges and its crawler documentation.

  5. Change the relevant rule, then test again

After editing robots.txt, a WAF rule, or application logic, fetch the file again and watch for fresh requests to the relevant page. Confirm that the expected rule or response changed; do not treat old analytics as proof of current behavior. OpenAI says robots.txt updates can take about 24 hours to adjust its search systems. That timing is specific to OpenAI search and should not be assumed for every crawler or provider. See OpenAI’s crawler overview.

Read status codes as clues, not diagnoses

  • 403 Forbidden: Often indicates denial, but the edge, application, or origin may have produced it. Find the matching security event or application record to identify the layer.
  • 429 Too Many Requests: Suggests throttling, but the code alone does not identify the rate-limit rule or system responsible. Check rate-limit and bot-mitigation events.
  • 2xx for robots.txt: Confirms a successful response for that file, not that content pages are reachable.
  • 404 for a content page: May indicate a missing page or an application-generated response. Check the requested path and the responding layer.

Use the request path, event details, and corresponding origin record to distinguish a real page result from a security action. A status code by itself is not a site-wide verdict.

What each source of evidence establishes

Evidence What it tells you What it does not establish
robots.txt contents The published crawler directives for matching user-agent groups and paths. That requests are technically prevented or that content pages are reachable.
CDN or WAF rule configuration How edge policy is intended to allow, block, challenge, redirect, or rate-limit requests. That a particular request matched the expected rule.
CDN or WAF security event Whether the edge observed a request and which action or rule it recorded. That the request reached the origin.
Origin access log Whether a request reached the origin and what response was logged there. What happened to other requests blocked or challenged at the edge.
User-Agent header The identity string the request claims. That the named crawler operator sent it.
Provider IP ranges or verified-bot signal Additional evidence that can help validate crawler identity. Permanent identity proof; ranges and provider systems can change.

Available fields and dashboard features vary by hosting and security provider. Cloudflare, OpenAI, and Google documentation describe the controls and evidence above; your own configuration and request records are needed to determine what happens on your site.
