There is no single cheapest or slowest internet connection in the United States: prices, available technologies and plan speeds depend on the service address. For eligible households, the federal Lifeline program can reduce the cost of qualifying phone or internet service. Its minimum service standards are not a ranking of the slowest plans on sale.
What is the cheapest internet connection?
The cheapest option is the lowest-cost service available at your address after introductory pricing, required fees and any eligible discounts are accounted for. Without a location and current local offers, it is not possible to name a national winner or responsibly quote a plan price.
Start by checking which providers serve your address, then compare the full cost and the service you receive. For each offer, verify:

Can Lifeline make internet service less expensive?
Yes. The Universal Service Administrative Company (USAC) says Lifeline provides a monthly benefit of up to $9.25 toward phone or internet service for eligible subscribers. Eligible residents of Tribal lands may receive enhanced support of up to $34.25 per month. This is a discount toward eligible service, not a guarantee of free service; the amount you pay depends on the provider, plan and charges. Confirm participation and the resulting bill with the provider before enrolling.
#1 Best Overall
- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
Who may qualify
USAC lists two main routes to eligibility: household gross income at or below 135% of the Federal Poverty Guidelines, or participation in a qualifying assistance program. Examples include SNAP, Medicaid, Supplemental Security Income (SSI) and Federal Public Housing Assistance. Tribal eligibility routes are also available. Income limits vary by household size and geography; consult USAC’s current eligibility information for the 2026 thresholds.
How to apply
- Check the current eligibility rules and application instructions for your state through USAC’s Lifeline program.
- Apply through the National Verifier, USAC’s centralized eligibility system. Oregon and Texas have opt-out arrangements, so follow the instructions that apply in your state.
- After applying, enroll with a participating phone or internet company and confirm the plan’s price, fees and availability at your address.
- Keep your information current and complete the required annual recertification to maintain eligibility.
What is the slowest internet connection?
“Slowest” can mean the slowest technology, the lowest-speed plan currently offered, or a service that is slow in practice. These are different questions. Which plans are available—and their advertised speeds—depends on location, and the evidence here does not establish a nationwide slowest offer.

- Dual-band Wi-Fi with 5 GHz speeds up to 867 Mbps and 2.4 GHz speeds up to 300 Mbps, delivering 1200 Mbps of total bandwidth¹. Dual-band routers do not support 6 GHz. Performance varies by conditions, distance to devices, and obstacles such as walls.
- Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
- Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
- Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
- Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks
For context, USAC’s current minimum service standards for Lifeline-supported broadband are:
| Service type | USAC minimum service standard | Usage allowance in the standard |
|---|---|---|
| Fixed broadband | 25 Mbps download / 3 Mbps upload | 1,280 GB |
| Mobile broadband | 3G or better | 4.5 GB |
These figures are Lifeline program standards, not a list of every plan on the U.S. market and not proof that 25/3 Mbps is the slowest plan available. They also do not describe the speed a particular household will experience. A plan’s advertised speed, any usage limit and the connection’s actual performance are separate considerations.

- WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
- SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.
- READY FOR THE DEVICES YOU ALREADY OWN: Your phones, laptops, and TVs work right out of the box. WiFi 6 delivers speeds up to 1.8 Gbps across 2.4 GHz and 5 GHz bands. Backward compatible with WiFi 5 and earlier.
- COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.
Is the Affordable Connectivity Program still available?
No. USAC says the Affordable Connectivity Program (ACP) ended on June 1, 2024, because Congress did not provide additional funding. Its former broadband discount and device benefit are no longer active enrollment options.

Choose based on the actual offers at your address and the household’s needs, rather than assuming that the lowest advertised monthly price is the lowest total cost. Confirm the post-promotion price, required charges, speed, usage allowance and cancellation terms directly with the provider. If you may qualify for Lifeline, check whether that provider accepts the benefit and how it changes your bill.
