The $5-for-every-$1 figure is not a universal chargeback multiplier. LexisNexis Risk Solutions’ 2026 study, as reported by Digital Transactions, estimates total fraud costs of $5.13 per $1 of fraud loss for U.S. retailers and ecommerce merchants—and $5.23 in Canada. Those are broader fraud-cost figures, not the cost of every chargeback. To contest a dispute, start with its reason code, follow your acquirer’s instructions, and submit evidence that directly answers the cardholder’s claim.

What the cost figures do—and don’t—measure

A chargeback can cost more than the disputed sale: a merchant may lose the goods or sale value, pay fees, and spend staff time gathering records and responding. The amount varies by industry, market, and company size, so a single multiplier should not be treated as a prediction for your business.

Mastercard’s cost summary cites average chargeback amounts by industry and separate estimates of merchant costs. These figures have different scopes; do not add them together or interpret the industry amounts as fees.

Measure Reported figure Source and scope
Average chargeback amount: travel and hospitality $120 Mastercard’s industry figures
Average chargeback amount: high-risk categories $99 Mastercard’s industry figures
Average chargeback amount: retail $84 Mastercard’s industry figures
Average chargeback amount: digital goods $77 Mastercard’s industry figures
Average chargeback amount: subscriptions $69 Mastercard’s industry figures
Average internal cost per chargeback $82 Mastercard and Javelin, 2026 white paper, as reported by Mastercard
Average third-party fees per chargeback $46 Javelin, as reported by Mastercard

The $5.13 U.S. and $5.23 Canadian figures answer a different question: estimated total fraud cost for each dollar of fraud loss. They do not establish that a merchant loses five times the disputed transaction amount on each chargeback.

How a chargeback response is decided

A cardholder disputes a transaction with the issuing bank. The merchant is notified through its acquirer and can submit a response, commonly called representment, with evidence challenging the dispute. The issuer reviews the submitted record and decides whether the chargeback stands. Visa’s overview gives receipts, shipping confirmations, and customer communications as examples of supporting evidence.

The reason code and the acquirer’s instructions determine what to provide. A document that is useful for a delivery dispute may not answer a claim about authorization or a cancelled subscription. Mastercard’s merchant guidance says the rebuttal should explain how the evidence shows the chargeback is invalid; submitting a bundle of records without that connection is not the same as answering the claim.

Evidence checklist: match each item to the claim

Use this as a preparation checklist, not a guarantee of success. Include only records relevant to the stated reason and permitted by the applicable network rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the transaction. Gather the order or transaction record, date, amount, descriptor, and receipt or invoice. Check that the information matches the disputed transaction.
  2. Show fulfillment or service use. For physical goods, provide shipment tracking and delivery confirmation when relevant. For services or digital goods, use records that show the service was provided or used. Visa’s merchant guidelines describe condition-specific delivery and service evidence.
  3. Include relevant customer communications. Messages about the order, delivery, refund, cancellation, or service can help establish what the customer was told or did. Visa lists customer communications as a possible supporting record.
  4. Use authentication data only when it fits. Depending on the claim and applicable rule, an IP address, CVV result, or other permitted transaction data may be relevant. These details are not interchangeable, and none should be presented as universal proof of authorization.
  5. Write a concise rebuttal. State the cardholder’s claim, identify the evidence that addresses it, and explain what each item establishes. Mastercard’s FAQ describes a written rebuttal explaining why the evidence invalidates the chargeback.
  6. Follow the acquirer’s deadline and submission requirements. Use the deadline, file types, and portal or submission method supplied by your acquiring bank. Mastercard’s general guidance likewise directs merchants to submit by the acquirer’s deadline.

Visa compelling evidence is condition-specific

Visa’s June 2024 Dispute Management Guidelines for Visa Merchants list specific compelling-evidence pathways; they are not a general checklist for every fraud claim or a rule for every network. For one qualifying card-absent environment case, a pathway requires an Original Credit Transaction and evidence that at least three listed identifiers were used in an undisputed transaction. The identifiers include a customer account or login ID, delivery address, device ID or fingerprint, email address, IP address, and telephone number.

Decide whether contesting the dispute is worthwhile

Estimate the amount you could recover and the cost of preparing the response using your own records and acquirer terms. Mastercard notes that preparing a response can be uneconomic for a small dispute if it takes hours, and that operational costs may exceed the item value.

Mastercard’s 2020 merchant FAQ says merchants generally pay a chargeback fee even when they win. Because that guidance is older and fees depend on the merchant’s arrangement, check your current processor or acquirer terms rather than relying on a universal fee amount.
