On a Galaxy S21, touch and hold the lock screen, unlock the phone if prompted, then select the clock in the editor. You can change its style there; moving it depends on the phone’s One UI version and the controls that appear. Samsung identifies clock repositioning as a One UI 6 feature, so not every S21 build will offer the same placement options.
Try the built-in lock-screen editor first

Wake the phone so the lock screen is visible.

Touch and hold the lock screen. Unlock the phone if the device asks you to.

Style and position are separate: seeing clock designs does not necessarily mean the editor on your phone can move the clock. Samsung lists choosing a lock-screen clock position among the features in One UI 6. If your editor provides a position control, use its on-screen instructions to reposition the clock and check the lock screen preview before saving. Samsung One UI 6 feature information

Use LockStar if you need more layout control
Samsung’s Good Lock app includes LockStar, a module for customizing the lock screen. Samsung describes LockStar as offering clock location and style adjustments; a separate Samsung overview says it can relocate lock-screen components and change clock designs and sizes. Check whether Good Lock and LockStar are available for your region and software version before relying on them. Check the One UI version installed on your S21 in the phone’s software information. The relevant setting is tied to software features, not simply the Galaxy S21 model name.

Look for available software updates and then reopen the lock-screen editor. Samsung cautions that menus and features can vary by device and software version.

If the built-in editor still lacks position controls, check Good Lock and LockStar availability for your device and region. Their availability is not universal.

A missing reposition option does not by itself mean the phone is defective; the control may not be included in that particular software build.
