CET1, Tier 1 and total capital ratios measure different layers of a bank’s regulatory capital against risk-weighted assets (RWA). CET1 is the highest-quality, most loss-absorbing layer; Tier 1 adds qualifying Additional Tier 1 instruments; total capital adds qualifying Tier 2. Basel’s headline minimums are 4.5%, 6% and 8%, respectively, but an investor cannot judge a bank from those floors alone. The meaningful comparison is the bank’s reported ratio minus its applicable jurisdictional, buffer and institution-specific requirement, using comparable dates, consolidation scopes, capital definitions and RWA methods.

What the three ratios measure

Each ratio has the same basic structure: a defined amount of regulatory capital divided by risk-weighted assets. The denominator is not simply total assets or a balance-sheet equity line. RWA reflect credit, market and operational risks under regulatory calculation rules, including standardized or supervisory-approved approaches. The Federal Reserve expresses the US requirements as each capital amount divided by standardized total risk-weighted assets in 12 CFR §217.10. Basel’s framework likewise applies regulatory adjustments and risk-based RWA rules; its capital framework is described in RBC 20.

Ratio Numerator What it emphasizes Formula
CET1 ratio Qualifying Common Equity Tier 1 capital after regulatory deductions and applicable adjustments Common shares, retained earnings and other highest-quality loss-absorbing capital CET1 capital ÷ RWA
Tier 1 ratio CET1 plus qualifying Additional Tier 1 capital Going-concern capital, including instruments that meet Additional Tier 1 criteria Tier 1 capital ÷ RWA
Total capital ratio Tier 1 plus qualifying Tier 2 capital Tier 1 and supplementary capital available under regulatory rules Total qualifying capital ÷ RWA

Because the numerators are nested, CET1 cannot be greater than Tier 1, and Tier 1 cannot be greater than total capital when all are reported for the same perimeter and date. The percentages can still move differently when a bank issues or redeems an instrument, records earnings or losses, changes deductions, or experiences a change in RWA.

Why CET1 is the narrowest and highest-quality layer

CET1 is built primarily from common equity that absorbs losses while a bank remains a going concern. Basel’s Definition of capital (CAP) identifies common shares that meet regulatory criteria, share premium, retained earnings, accumulated other comprehensive income and other disclosed reserves among CET1 elements. Eligibility tests, deductions, transitional provisions and national implementation determine what a bank may actually include.

Basel explains the policy objective this way: “It is critical that banks’ capital exposures are backed by a high-quality capital base. To this end, the predominant form of Tier 1 capital must be common shares and retained earnings.” This is an institutional statement in CAP 10.3, not a quotation from an individual.

Additional Tier 1 can qualify as Tier 1 without being CET1. These instruments must satisfy regulatory conditions, so an investor should not assume that every preferred share or hybrid security counts. Tier 2 is supplementary capital within total capital and is subject to its own eligibility and deduction rules. The gap between a bank’s CET1 and Tier 1 ratios therefore shows how much qualifying Additional Tier 1 it uses; the gap between Tier 1 and total capital shows the contribution of qualifying Tier 2, subject to the reporting rules in that jurisdiction.

Basel minimums are floors, not universal “good” ratios

The Basel risk-based minimums are:

Measure Basel minimum of RWA Capital included
CET1 4.5% Common Equity Tier 1
Tier 1 6% CET1 plus qualifying Additional Tier 1
Total capital 8% Tier 1 plus qualifying Tier 2

These figures are stated in the Basel Committee’s current RBC 20 minimum risk-based capital requirements. Basel is an international standard setter; each jurisdiction transposes the standards into binding rules. A bank’s legal requirement can therefore differ by country, regulator, category, reporting date and transition provision.

The 2.5% capital conservation buffer

Basel adds a 2.5% CET1 capital conservation buffer above the minimum. It is a required buffer, not an automatic 2.5-percentage-point addition that every bank must append to its published CET1 ratio. Under the Basel buffers framework (RBC 30), entering the conservation-buffer range triggers constraints on distributions such as dividends and discretionary bonuses; the constraints become more severe as capital approaches the minimum. The bank does not automatically have to stop operating, but it has less freedom to distribute capital.

Countercyclical buffers can apply when authorities judge that system-wide credit conditions warrant them. Systemically important banks can also face additional buffers, including a surcharge for global systemically important banks (G-SIBs). The applicable stack must be read as a whole rather than treated as one global percentage.

Why US large-bank requirements can be higher

The Federal Reserve’s rule for institutions within its scope states the 4.5% CET1, 6% Tier 1 and 8% total-capital minimums. Covered large US banking organizations may also have a stress capital buffer and, where applicable, a G-SIB surcharge. The Federal Reserve’s Annual Large Bank Capital Requirements page, last updated June 24, 2026, describes a stress capital buffer of at least 2.5% and an applicable G-SIB surcharge of at least 1.0%; each organization’s actual requirement is institution-specific and reflects supervisory stress-test results. Do not use those add-ons as a universal requirement for every US bank.

What is a good CET1 ratio?

There is no single worldwide percentage that answers this question. A CET1 ratio is “good” only in relation to the bank’s own binding requirement, its buffer stack and the risks that the RWA calculation captures. A ratio far above the Basel 4.5% floor can still provide little regulatory headroom if the bank is subject to large buffers or a higher supervisory requirement. Conversely, two banks with the same percentage can have different risk profiles and different exposure measurement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with headroom:

CET1 headroom = reported CET1 ratio − the bank’s applicable CET1 requirement.

Use the same calculation for Tier 1 and total capital. The requirement in that subtraction should include the relevant minimum, conservation buffer, countercyclical buffer, systemic surcharge and institution-specific components that apply on the reporting date. A reported ratio that is comfortably above the applicable stack offers more distribution and stress capacity than one that is only slightly above it, but the ratio remains a regulatory measure rather than a guarantee of solvency.

How to compare bank capital ratios correctly

  1. Match the reporting date. Compare quarter-end with quarter-end or year-end with year-end. Capital and RWA can change materially between reporting periods.
  2. Identify the regulator and bank category. Record the jurisdiction, supervising authority, legal entity or group, and whether the bank is a systemically important or otherwise large institution with extra requirements.
  3. Confirm the consolidation scope. A consolidated banking group, holding company and subsidiary can report different capital and RWA. Compare like with like.
  4. List the applicable requirements and buffers. Write down the minimums, conservation buffer, countercyclical setting, systemic surcharge, stress capital buffer and any other bank-specific add-on that applies on that date.
  5. Separate the capital layers. Examine CET1 first, then the amount of Additional Tier 1 lifting Tier 1 above CET1, and finally the Tier 2 contribution lifting total capital above Tier 1. Review deductions and transitional adjustments in the regulatory disclosure.
  6. Check how RWA were measured. Determine whether credit, market and operational risks use standardized, internal-model or other approved approaches. Check any output-floor treatment and whether management presents adjusted RWA alongside regulatory RWA.
  7. Calculate headroom, not just rank percentages. Subtract each bank’s own applicable requirement from its reported ratio. A bank with a lower headline ratio can have more headroom if its requirement is lower.
  8. Read the ratios with other risk information. Review asset quality, provisions, concentration, liquidity, funding stability, earnings, unrealized losses and the reliability of the RWA model. Capital ratios do not measure all of these factors.

Illustrative comparison: why a higher percentage is not automatically safer

Consider two hypothetical banks reporting on the same date. Bank A shows a 12% CET1 ratio and faces a 10% applicable CET1 requirement, giving it 2 percentage points of headroom. Bank B shows 11% CET1 but faces an 8% requirement, giving it 3 percentage points of headroom. Bank B has the lower reported percentage but the larger cushion against its own requirement. This example is arithmetic only; it is not a claim about any real institution.

Composition can change the interpretation as well. If two banks both report 14% total capital, the bank whose ratio is almost entirely CET1 may have a different loss-absorption profile from one that reaches 14% through a larger Tier 2 contribution. The total-capital figure alone does not reveal that distinction.

Why identical ratios can describe different risk

RWA are intended to weight exposures by risk, but the weighting depends on regulatory methodology and supervisory permissions. Basel permits more than one approach, including approaches subject to approval. As a result, identical CET1 percentages can reflect different absolute capital amounts, different portfolios and different RWA assumptions.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
  • RWA denominator risk: A lower RWA denominator can raise a ratio without a corresponding increase in cash or common equity.
  • Capital quality: CET1 is generally the most loss-absorbing layer; a high total-capital ratio supported mainly by supplementary capital deserves a different reading from a high CET1 ratio.
  • Regulatory adjustments: Deferred-tax assets, deductions, minority interests and other adjustments can affect the numerator and may differ during transition periods.
  • Scope and timing: A group’s consolidated ratio and a subsidiary’s ratio are not interchangeable, and a capital raise after period-end will not appear in an earlier report.
  • Risks outside the ratio: Capital ratios do not independently show liquidity, funding stability, asset quality, expected losses, interest-rate exposure or operational resilience.

For these reasons, a high ratio should not be presented as a guarantee of solvency or as a complete safety ranking.

A practical investor checklist

  • Copy the CET1, Tier 1 and total-capital percentages exactly as reported, including whether they are transitional or fully loaded.
  • Record the bank’s RWA and the reporting perimeter so you know what the percentages describe.
  • Find the regulator’s requirement for that bank and date instead of applying Basel’s 4.5%, 6% and 8% figures mechanically.
  • Identify every applicable buffer and institution-specific add-on, then calculate headroom for each ratio.
  • Inspect the bridge from CET1 to Tier 1 and from Tier 1 to total capital to see how much qualifying AT1 and Tier 2 are being used.
  • Compare RWA methodologies before drawing conclusions from cross-bank percentages.
  • Combine capital analysis with liquidity, funding, asset-quality and earnings analysis.

Bottom line for investors

CET1, Tier 1 and total capital are nested risk-based measures, not three independent safety scores. CET1 shows the core common-equity cushion; Tier 1 adds qualifying Additional Tier 1; total capital adds qualifying Tier 2. Basel’s 4.5%, 6% and 8% minimums provide a common reference point, while buffers and local rules determine the requirement that matters for a particular bank. The sound comparison is therefore same-date, same-scope and same-method analysis of capital composition and headroom above the bank’s applicable requirement.
