Neither option is universally best. Certified seed is usually the lower-uncertainty choice when you need verified varietal identity, purity, germination information, or documented quality. Farm-saved seed can be a sound choice when the crop and variety are suitable, the parent plants were healthy and true to type, harvesting and storage were well controlled, and the lot passes appropriate checks. The right decision depends on crop biology, local law, seed condition, farm scale, and the full cost of each option—not on the label alone.

Certification is a quality-assurance process, not a guarantee of a particular yield on every farm. Saving seed avoids part of the purchase bill, but the farmer assumes the work and risk of selection, cleaning, testing, storage, contamination, and possible stand or disease losses.

What certified seed actually guarantees

“Certified” describes a regulated quality-assurance process. It does not mean a variety will produce the same yield on every soil, in every season, or under every management system. Certification schemes define identity, purity, inspection, sampling, testing, labeling, and category requirements; the details depend on the crop and jurisdiction.

United States: certification and labeling are related but different

The U.S. Federal Seed Act regulates agricultural and vegetable seed shipped in interstate commerce. The U.S. Department of Agriculture Agricultural Marketing Service (USDA AMS) says required label information can include purity and germination percentages, noxious-weed-seed counts, treatment information where applicable, kind and variety identification, and shipper details. Those are U.S. requirements for covered transactions, not a worldwide template.

USDA AMS describes certification this way: “Seed certification is a way to ensure seed buyers that the varieties they purchase meet genetic purity standards.” Genetic purity means the lot conforms to the stated variety within the scheme’s tolerances. It does not establish that the seed is best for your field, that emergence will be perfect, or that a crop will outperform farm-saved seed.

European Union: an official process for specified crop groups

The European Commission describes certification for specified crop groups as involving field inspection, seed sampling and testing, and an official label. For cereals, the stated criteria include field production, seed purity and identity, plant health, and category requirements. Marketing rules differ by crop group and category, so an EU rule for one crop should not be applied automatically to another.

“Not certified” is not one global quality category

FAO guidance distinguishes several assurance approaches, including mandatory certification, quality-declared seed, truth-in-labeling systems, and non-certified seed. They differ in who is responsible, how inspections occur, the role of government, and which standards apply. A non-certified lot may be carefully produced and honestly labeled in one system, while another system may provide little formal assurance. Ask the local regulator or extension service what a label means where you farm.

What farm-saved seed is—and what it is not

Farm-saved seed is seed retained from a previous harvest for planting, whether it came from your own field or was obtained through a permitted local exchange. It can reduce the cash paid to a seed supplier and can keep a farmer-selected line in production. FAO notes that farmer-saved seed, in-kind exchange, and local-market seed are important sources for traditional crops and for crops that may not attract formal seed businesses. These systems can support local seed networks, community seed banks, conservation, and emergency access.

Saving seed is not the same as simply keeping grain or produce in a bin. A retained lot has to be selected, harvested, separated, cleaned, assessed, and stored for its next use. Seed that looks clean can still carry a seed-borne pathogen, contain hard-to-see weed seed, include off-types, or have low viability after stress or aging.

Advantages of a well-managed saved lot

  • Lower seed-purchase outlay, although it is not free once labor, equipment, testing, storage, and losses are counted.
  • Continuity of a farmer-selected population or a locally important variety, subject to crop biology and legal limits.
  • Flexibility when formal suppliers do not offer the crop, variety, quantity, or timing needed.
  • Support for local seed exchange and conservation systems where those activities are lawful and quality is managed.

Risks that belong to the farmer

  • Identity and purity: unwanted pollen, volunteer plants, mixtures, harvest-equipment carryover, or accidental mixing can introduce off-types.
  • Disease: seed harvested from diseased areas may carry infection into the next season. A clean appearance does not rule out seed-borne disease.
  • Weeds: dirty seed can spread new weeds, including herbicide-resistant plants. Cleaning does not necessarily remove every weed seed.
  • Stress: drought, heat, nutrient shortage, pests, or disease can leave plants with poorer-quality seed even when the seed appears mature.
  • Storage: warm, humid conditions and high seed moisture increase loss of viability, mould, and insect damage.
  • Age: Agriculture Victoria advises that seed kept for more than two seasons will generally have a lower germination percentage than fresh seed as viability declines. That is regional guidance, not a universal expiry rule for every crop and storage system.

Certified seed and farm-saved seed compared

Decision axis Certified seed Farm-saved seed
Variety identity and purity Defined controls and inspections are intended to keep the lot within genetic-purity standards for the stated variety. Depends on the original source, crop pollination, field selection, isolation, contamination control, and any testing performed.
Germination and health Certification or labeling systems may include germination, purity, and health requirements; exact requirements vary by crop and jurisdiction. The farmer must check germination and inspect or test for disease and contamination. Viability can decline with age or poor storage.
Upfront cost Usually higher purchase cost; compare the actual price, variety, seed rate, and expected crop value. May reduce the purchase bill but adds cleaning, testing, storage, labor, equipment, losses, and risk.
Control and continuity Offers lots and varieties supplied through formal channels, subject to availability. Can preserve farmer-selected material and strengthen local seed systems, if quality and legal requirements are met.
Legal position Marketing, labeling, and certification obligations vary by jurisdiction and crop. Rules may distinguish own-farm use, non-commercial exchange, and sale; variety-protection rights may also apply.
Yield expectation Certification does not guarantee a particular yield on your farm. A good retained lot can perform well, but its performance cannot be inferred from saving it alone.

A decision sequence for choosing the lot

1. Define the crop, variety, place, and intended use

Write down the crop and named variety, where it will be planted, and whether the seed is for your own fields, a non-commercial exchange, or sale. Crop biology affects how easily identity can be maintained. Local rules may change depending on the crop, the variety, the country or state, and whether another farmer will receive the seed.

If the variety name is uncertain, or if the retained lot has been mixed, certified seed provides a more reliable starting point for restoring identity. Do not assume that a familiar local name proves genetic purity.

2. Compare total cost, not just the invoice

For certified seed, record the delivered price, the required seeding rate, treatment charges where applicable, freight, and the value of the expected stand. For saved seed, count cleaning, conditioning, testing, storage space, labor, equipment wear, rejected seed, and the plausible cost of a thin stand, replanting, weeds, or disease.

A simple comparison is:

Total saved-seed cost = cleaning + testing + storage + labor + equipment + expected loss or risk cost

There is no broadly applicable break-even price or yield advantage established for certified versus saved seed. Calculate it for your own crop, prices, and risk tolerance rather than applying a percentage from another farm.

3. Select the right field and plants for retention

Use healthy, vigorous, weed-free areas. Avoid sections affected by disease, lodging, severe stress, or unusual maturity. Select plants that are true to the desired type. If a field contains obvious mixtures or off-types, do not treat the entire harvest as uniform seed without a crop-appropriate plan to remove them.

Harvesting seed areas first can reduce contamination from weeds and disease. Keep seed lots from different varieties, fields, or quality classes separate from harvest through storage.

4. Prevent contamination during harvest and handling

Harvest equipment, augers, wagons, bags, and bins can carry volunteer plants, weed seed, or another variety. Clean equipment before handling a retained lot, and label every container immediately with crop, variety, field, harvest date, and treatment status. A label made after several lots have been moved is not a substitute for physical separation.

5. Clean the lot, while recognizing cleaning limits

Remove chaff, broken material, insects, and visible weed seed using equipment suited to the seed size and crop. Recheck the cleaned lot for off-types and contaminants. Cleaning improves physical purity, but it does not automatically remove seed-borne infection, repair physiological damage, or prove genetic identity. If weed seeds cannot be separated reliably, reject the lot for planting rather than spreading the problem.

6. Check germination, seed weight, and health

A representative sample matters. Draw samples from multiple points in a well-mixed lot, or ask a laboratory or extension service for the crop-specific sampling method. Agriculture Victoria recommends checking retained seed for germination rate, seed weight, and ideally seed-borne disease.

For a germination check, use the method and temperature recommended for the crop, count the number of seeds tested, record normal seedlings separately from abnormal or dead seeds, and calculate the percentage. A home test can reveal poor viability or large variation, but it cannot confirm variety identity and does not rule out every seed-borne pathogen. Where disease is a realistic risk, arrange crop-specific health testing through an appropriate laboratory and use local thresholds for the intended crop.

Do not use appearance alone to declare a lot safe. Seed-borne diseases can be present without obvious external symptoms, and a lot can have acceptable germination while still carrying a serious pathogen.

7. Store seed to protect viability

Store only seed that has been dried to a crop-appropriate moisture level and is free of active insects and mould. Keep containers protected from moisture, heat, and condensation. Warm, humid storage and high seed moisture accelerate viability loss and increase mould and insect risk. Inspect stored lots periodically, maintain the lot label, and avoid opening containers unnecessarily in humid conditions.

8. Check the legal position before exchange or sale

Do not assume that permission to save seed for your own farm also permits selling it, advertising it, exchanging it outside your community, or using a protected variety. Check the seed law, labeling rules, plant-variety-rights provisions, and any licensing terms that apply in your jurisdiction.

Kenya illustrates why country-specific advice is essential. The Kenya Plant Health Inspectorate Service (KEPHIS) describes a formal certification system and an informal system of recycling and farmer exchange. Its FAQ says the Act focuses on commercial production and sale and that non-commercial saving and sharing of indigenous seed is not prohibited. That statement addresses Kenya and indigenous seed in the circumstances described; it does not answer the law in another country or for a commercial variety.

9. Set a clear replacement rule

Replace retained seed with a verified lot when it is diseased, contains unacceptable off-types, carries weed seed that cannot be removed, fails the applicable germination standard, or has an unknown history that makes the risk unacceptable. Seeking local extension advice is particularly important when the crop has a serious seed-borne disease or when the lot will be planted over a large area.

How crop biology changes the choice

Self-pollinated crops

FAO identifies wheat and rice as examples of self-pollinated crops that are relatively easy for farmers to save. Their reproductive biology can make it simpler to maintain a variety than in crops where pollen commonly moves between different plants. “Easier to save,” however, describes the biological task, not the quality of a particular lot. Disease, weeds, stress, poor storage, and legal restrictions still apply.

Crops with more opportunity for cross-pollination or mixture

Where pollen movement, volunteer plants, or mechanical mixing can change the population, maintaining identity requires more deliberate isolation, field roguing, separate harvests, and testing. If you cannot control those factors, the identity assurance provided by a certified lot may be worth more than the purchase premium.

Traditional and locally important crops

Formal suppliers may not offer every traditional crop or local population. Farmer-saved seed and community systems can therefore be practically important, especially when supported by extension training, community seed banks, quality control, and emergency supplies. Preserve these resources by documenting the source, keeping lots separate, removing diseased plants, and testing before distribution.

When certified seed is usually the safer choice

  • You need a named variety with documented identity or purity for a high-value crop or contract.
  • The retained lot has an uncertain history, visible mixtures, disease symptoms, or heavy weed contamination.
  • You lack suitable cleaning, drying, testing, or storage facilities.
  • A seed-borne disease would be difficult or expensive to control after planting.
  • You are establishing a variety for the first time and need a known starting point.
  • You intend to sell or broadly distribute seed and local law requires formal certification, labeling, or authorization.

When farm-saved seed can be practical

  • The crop and variety are biologically suitable for saving, such as a carefully managed self-pollinated crop.
  • The source field was healthy, vigorous, true to type, and free of serious weeds.
  • Harvest and handling prevented mixing with other varieties or contaminated material.
  • The lot has acceptable crop-specific germination and seed-weight results, with health testing where warranted.
  • Storage conditions protected viability, and the seed will not be kept beyond a sensible period for that crop and facility.
  • The intended use complies with local seed and variety-rights rules.

Common failure modes and fixes

What you observe Likely problem Practical response
Uneven or thin emergence Low viability, poor storage, damaged seed, or an unsuitable planting rate Repeat a representative germination test, verify seed weight, review storage records, and use a crop-specific seeding-rate adjustment only with local advice.
Unexpected plant types in the crop Varietal mixture, volunteer plants, cross-pollination, or equipment carryover Rogue where feasible, keep affected areas out of future seed production, clean equipment, and use a verified lot if identity is critical.
Seedling disease appears in patches Seed-borne infection or contaminated soil and equipment Obtain crop-specific disease diagnosis and seed-health testing; do not rely on visual cleaning or appearance alone.
New weeds appear after planting Weed seed in the retained lot Stop using the lot for multiplication until identified; improve cleaning and reject seed that cannot be separated safely.
Mould, insects, or a musty smell in storage Excess moisture, heat, condensation, or damaged containers Isolate the lot, test viability and health, correct the storage environment, and do not plant compromised seed without professional advice.
Seed cannot legally be sold or exchanged Certification, labeling, variety-rights, or transaction rules were overlooked Pause distribution and consult the local regulator or extension service for the exact crop, variety, and transaction.

Four practical decision examples

A clean wheat field kept for the next crop

Wheat is comparatively easy to save because it is self-pollinated. If the field was healthy and uniform, the lot was harvested separately, cleaned, dried, stored correctly, and passes germination, weight, and any needed health checks, farm-saved seed may be reasonable for the farmer’s own use. The farmer should still verify local rules and replace the lot if disease, off-types, or weed seed make the risk unacceptable.

A retained lot from a disease-affected field

Saving money does not justify carrying infection into the next season. Seed from diseased areas can transmit pathogens to vulnerable seedlings, and appearance cannot rule that out. A certified or professionally tested alternative is generally the lower-risk choice unless crop-specific testing and treatment guidance establish that the retained lot is suitable.

A farmer planning to distribute seed commercially

Own-farm retention and commercial marketing are different legal activities. Before advertising, selling, or exchanging beyond a permitted non-commercial context, check certification, labeling, and plant-variety-rights rules. A formally certified lot may be necessary, and a saved lot may be ineligible even if it grows well on the retaining farm.

A traditional crop with no reliable formal supplier

Local saving and exchange may be the only practical supply. Use community or extension support to document the population, select healthy plants, maintain separation, test representative lots, and store seed properly. Treat quality control as part of the seed system rather than assuming that local origin alone guarantees suitability.

Questions to settle before planting

  • What exact crop and variety is this, and can I verify its identity?
  • Where was the seed produced, and was that field free of serious disease, stress, off-types, and weeds?
  • Has the lot been kept separate from harvest through storage?
  • What do representative germination and seed-weight checks show?
  • Does this crop warrant a seed-borne disease test?
  • What are the full costs and consequences of using saved seed instead of buying a known lot?
  • Am I using, exchanging, or selling the seed in a way permitted by local law?
