A cellular data plan is the service arrangement that lets a phone, tablet, hotspot, or other mobile device access the internet through a cellular network. It sets the data allowance or unlimited-use terms and may be bundled with voice service, added to a voice subscription, or used on a data-only device.
What a cellular data plan is
The plan describes a subscriber’s entitlement to mobile internet service and the terms attached to it. The cellular network carries the connection; the plan is not the phone, the network itself, or simply the way the bill is paid. The U.S. Federal Communications Commission (FCC) includes prepaid customers and customers served through resellers in its definition of mobile broadband subscriptions. FCC: Mobile Broadband Subscription Definitions
The FCC definition covers service that permits a specified or unlimited amount of data to be transferred to and from the internet over a mobile network. A plan can accompany voice service, be added to an existing voice subscription, or serve a device that does not use voice service.

- Data allowance and period: Some offers state a quantity of data for a billing period; others are described as unlimited. Check the amount, unit, and period specified.
- What happens after an allowance: A plan may reduce speeds, manage traffic, or apply other terms after a threshold. “Unlimited” alone does not mean that speed will stay unchanged in every situation.
- Payment timing and charges: Prepaid means paying before service is received; postpaid means being billed after service is provided. These terms describe payment timing, not the plan’s data quantity. Check recurring charges and other applicable fees in the provider’s offer.
- Coverage where you use it: A plan only helps where the provider’s mobile service is available, and actual usefulness depends on location and provider terms. Ask the provider about coverage in the places you expect to use the device.
- Hotspot or roaming terms: If you need to share the connection or use service away from the provider’s usual network, check whether and how those uses are included. They are not universal features of every plan.
Does “unlimited” mean unlimited high-speed data?
Not necessarily. A plan can allow continued data use while setting a high-speed threshold or conditions for network management. The FCC’s 2024 report on U.S. mobile service describes plans where users may be deprioritized after an allowance, generally during network congestion. That means traffic may receive lower priority when a network is busy; it does not establish that every plan treats users the same way. FCC: Broadband Progress Reports
For a concrete example of plan-specific language, a T-Mobile prepaid plan label states 10 GB of high-speed data followed by unlimited service at 128 kbps. This is an example of that label’s terms, not a definition of unlimited service generally; check the provider’s current disclosure before relying on a particular offer. T-Mobile prepaid plans

How to choose an allowance and check coverage
Start with the activities you expect to do on cellular service and the places where you will use it. Regularly streaming video, downloading large files, or sharing a connection can use more data than occasional browsing or messaging, so compare your likely use with the plan’s stated allowance and after-allowance terms. Australian consumer guidance from the ACCC likewise recommends considering a larger allowance for activities that use more data and asking the provider about factors affecting coverage. ACCC: Mobile phone services
These checks apply across markets, but plan names, billing terms, taxes, coverage, and consumer protections vary by country. The FCC information cited here concerns U.S. regulatory definitions and U.S. market observations; the ACCC guidance is for Australian consumers.
