CCTV stands for closed-circuit television: a video surveillance system that sends camera images to a limited set of intended viewers or connected equipment, usually for monitoring and often recording. “Closed circuit” means the images are not intended for general broadcast reception. A system can be as simple as one camera connected to a monitor or as extensive as a network of cameras viewed and managed remotely.
What does CCTV stand for?
CCTV is short for closed-circuit television. The term describes video cameras transmitting images to particular receivers or a connected system for surveillance, rather than broadcasting them for anyone to receive. UK government guidance defines CCTV as overt cameras sending images to a limited number of televisions on the same network or circuit, primarily for surveillance and security. UK Government guidance
In everyday use, CCTV often means video surveillance more broadly, not just a traditional television-and-cable arrangement. Public Safety Canada notes that the term now covers varied video surveillance technologies. Public Safety Canada
Why is it called a closed circuit?
“Closed” refers to the intended distribution of the video feed: it goes to selected connected equipment or viewers, not to the public as a broadcast. The phrase does not mean that every modern CCTV system must use dedicated physical cables or a single central monitor. Systems may use network connections and support local or remote monitoring. What does a CCTV system include?
A CCTV system captures a scene, transmits the resulting image signal, and may display, record, and store the images. Depending on the installation, it can include:
- Cameras to capture video.
- Viewing equipment, such as monitors or other devices used to view camera feeds.
- Recording equipment to save video.
- Transmission, network, and storage technologies that connect the equipment and handle the images.
There is no single layout that fits every site. The equipment and connection method depend on the system’s purpose, environment, scale, and available infrastructure; the RCMP guide describes both simple camera-to-monitor arrangements and much larger networked deployments.

How do CCTV systems vary?
The main differences are the number of cameras, where feeds can be viewed, and how footage is recorded and stored. A small installation may send a single camera feed to a nearby display. A larger networked system may connect many cameras and allow local or remote monitoring and control. Choosing between those arrangements requires considering the site, intended use, and existing infrastructure rather than assuming one standard setup.

What is CCTV used for?
CCTV is used for surveillance and security. UK government guidance gives examples including detecting threats to safety and security, detecting crime, preventing escape, and monitoring the movement of people and vehicles through secure areas. These are purposes listed in UK guidance, not a guarantee that cameras prevent crime or a statement of legal requirements in every country. UK Government guidance

Camera placement matters: the same UK guidance advises considering locations so cameras serve their intended purposes without capturing excessive or irrelevant personal data. In its facility-security context, the RCMP’s 2024 guide cautions that CCTV does not prevent intrusions, criminal activity, espionage, or violent incidents from occurring in or near the facilities it discusses. The meaning can depend on context and jurisdiction. In the UK, the Protection of Freedoms Act 2012 defines a broader category called “surveillance camera systems.” It includes CCTV and automatic number plate recognition systems, other systems for recording or viewing visual images for surveillance, and connected systems that store, receive, transmit, process, or check those images. For general conversation, “CCTV” and “video surveillance” are often used interchangeably. In technical or legal material, the surrounding definition may cover a broader range of equipment and image-handling systems.
