“Category 3” and “Category 5” have no universal definition: their meaning depends on the scale or classification system. A Category 3 hurricane, an ATSDR public-health conclusion, and a Canadian occupational code are different things. Check the system name and jurisdiction before interpreting either number.
Why the category number needs context
A category number is a label within a particular framework, not a standalone measure of danger or severity. Some systems use higher numbers for more severe conditions; others use the numbers to distinguish conclusions, code positions, or types of classification. The same number can therefore mean very different things in different documents.
If you encounter a category in a report, alert, product label, or code, look for the named scale, issuing authority, jurisdiction, and—where relevant—the edition or hazard class. The examples below illustrate why those details matter; they are not interchangeable definitions.
What Category 3 and Category 5 mean in specific systems
ATSDR public-health conclusions
The U.S. Agency for Toxic Substances and Disease Registry (ATSDR) uses five categories for public-health conclusions. Category 3 means the available data are insufficient to determine whether harmful health effects may occur. It is an uncertain conclusion, not a declaration that exposure is safe or that harm is established.

Category 4 means exposure may be possible, but the exposure is insufficient to cause harmful effects. Category 5 means no exposure is occurring. Categories 1 and 2 are health-hazard conclusions for acute or intermediate and chronic exposure contexts, respectively. These are assessment conclusions, not a general-purpose ranking of risk. On the Saffir–Simpson Hurricane Wind Scale presented by Environment and Climate Change Canada, categories describe sustained wind-speed bands:

These are wind bands, not a complete forecast of local consequences. The category alone does not specify rainfall or predict how much damage a storm will cause; impacts also depend on the local landscape, vulnerability, and prior weather. Canada’s National Occupational Classification
In Canada’s National Occupational Classification (NOC) 2021, category numbers are parts of a hierarchical occupational code. The first digit identifies a broad occupational category, while the second identifies a TEER category, reflecting training, education, experience, and responsibilities. Further digits identify increasingly specific groupings. NOC 2021 Version 1.0 has 10 broad categories and 6 TEER categories; a digit in a code should be read by its position, not as a standalone rating. Canadian radioactive sealed-source categories
The Canadian Nuclear Safety Commission’s sealed-source categories describe potential injury if a source is mishandled. Its glossary says a Category 3 source could cause permanent injury after some hours of contact if it is not safely managed or securely protected. Fatal proximity to unshielded material for days to weeks is described as possible but unlikely. A Category 5 sealed source could not permanently injure someone.

WHMIS chemical-hazard categories
Under Health Canada’s WHMIS supplier guidance, category order generally follows decreasing severity within a given hazard-classification table. If a product meets criteria for more than one category in the same table, it is assigned the most severe applicable category. Exceptions include specific target organ toxicity after a single exposure and gases under pressure, which have special evaluation rules.

How to identify the right definition
- Find the framework name. Look for terms such as ATSDR, Saffir–Simpson, NOC, sealed-source category, or WHMIS.
- Check the authority and jurisdiction. A Canadian regulatory category may not match a category used by another country or agency.
- Read the label or code in its own structure. For a multi-digit occupational code, position matters; for a chemical category, the hazard class matters.
- Use the system’s stated measure. A hurricane category is based on wind speed, while an ATSDR category describes a public-health conclusion.
If the document does not identify its framework, the number alone is not enough to determine what Category 3 or Category 5 means. Ask for the full scale, classification, or code reference rather than inferring a universal ranking.
