A carrier data plan sets the terms for using cellular internet: what you pay, how much high-speed data you get, and what happens when you use it. The words “unlimited,” “throttling,” and “deprioritization” describe different parts of those terms, so the plan’s conditions matter more than its headline label.
What is a carrier data plan?
A carrier data plan is the arrangement under which a mobile carrier provides cellular internet service according to payment, data allowance, speed, and network-management terms. The Federal Communications Commission describes mobile plans in terms that include billing and data allowances, while AT&T calls mobile internet-enabled service “Data Service” in its customer agreement. In practical terms, a plan tells you not only whether your phone can connect to the internet, but also how the connection is billed and treated as you use it. A plan’s headline data amount alone does not describe the full service.
What do the main data-plan terms mean?
Data allowance
A data allowance is a stated quantity of data included in a plan or available at a particular speed. Check whether the stated amount applies to all cellular data or only to high-speed data; a plan may continue providing service after its high-speed allowance is used.

Unlimited data
“Unlimited” describes ongoing data service under a carrier’s terms; it does not, by itself, promise an unchanging speed or network priority in every situation. AT&T, for example, defines unlimited in its agreement as a single monthly flat rate for wireless Data Service regardless of usage, subject to the agreement’s limitations. Throttling or reduced speed
Throttling, or reduced-speed service, means the connection becomes slower under stated plan conditions. One possible trigger is using the plan’s high-speed allowance: service may continue, but at a reduced speed. The plan should specify the allowance and the speed treatment that follows it. Deprioritization
Deprioritization means a lower position for a customer’s traffic in network management, which can affect speeds when the network is congested. It is not necessarily a constant speed limit: the effect depends on network conditions and the plan’s terms. The FCC explains that postpaid users who exhaust an allowance generally experience deprioritization only during network congestion. FCC 24-136

These terms describe when payment is made, not how much data a plan includes. The FCC defines postpaid service as billed after service is provided and prepaid service as paid for in advance. FCC 24-136

Hotspot and tethering
A hotspot or tethering feature uses a phone’s cellular connection to connect another device, such as a laptop. Its allowance or conditions may differ from the phone’s own data terms, so check the plan for a separate hotspot limit or speed rule. The FCC’s report lists hotspot data separately in a historical plan example; that example illustrates a possible distinction, not a current offer. FCC 24-136
Does unlimited data slow down after a certain amount?
It depends on the plan. Some plans continue service at reduced speeds after a stated high-speed allowance is used. Other terms describe lower priority during congestion. Those are different effects: reduced-speed service is tied to a plan condition, while deprioritization may affect performance when the network is busy. How should you compare carrier data plans?
Compare the conditions that determine the service you will actually receive, not just the data quantity in the plan name. - Price and billing basis: Identify the recurring price, whether payment is prepaid or postpaid, and any applicable taxes, fees, or contract conditions.
- High-speed data: Find the amount, if any, available at the plan’s stated high-speed treatment.
- After the allowance: Check whether service continues at reduced speeds, whether traffic may be deprioritized during congestion, or whether another condition applies.
- Hotspot use: Look for a separate hotspot allowance, speed treatment, or other tethering condition.
- Coverage and location terms: Review applicable geographic, roaming, and network conditions rather than assuming the same performance everywhere.
Plan terms and offers can change, so use the carrier’s current plan details for the exact allowance, speed, and conditions that apply to the service you are considering.
