Carbon removal takes carbon dioxide (CO₂) out of the atmosphere and stores it durably. Carbon avoidance is a practical term for preventing emissions that otherwise would have happened. Avoidance keeps a tonne from entering the atmosphere; removal deals with CO₂ that is already there. They are complementary climate actions, not interchangeable claims.
The short answer
Think of the atmosphere as a bathtub. Avoidance and emissions reduction turn down the taps by preventing or reducing new greenhouse-gas emissions. Carbon dioxide removal (CDR) drains water already in the tub by taking atmospheric CO₂ out and storing it for a long time.
The distinction matters because a tonne of avoided emissions and a tonne of removed CO₂ answer different questions. An avoidance claim asks, “What would have been emitted without this action?” A removal claim asks, “Was CO₂ taken from the atmosphere, and how securely and durably was it stored?”
“Carbon avoidance” does not have one universally accepted formal definition in the sources used here. In ordinary climate-accounting language, it means preventing or reducing emissions relative to a credible counterfactual. The quality of an avoidance claim therefore depends heavily on its baseline, while a removal claim must also satisfy criteria about atmospheric origin, durable storage and human intervention.

What counts as carbon removal?
The IPCC defines CDR as human activity that removes CO₂ from the atmosphere and stores it durably in geological, terrestrial or ocean reservoirs, or in products. The definition excludes natural uptake that is not directly caused by people. See the IPCC AR6 glossary for the terminology.
The State of Carbon Dioxide Removal report (2023) identifies three practical principles:
- Atmospheric origin: the carbon must come from the atmosphere, either directly as air or indirectly through recently grown biomass.
- Durable storage: the carbon must remain out of the atmosphere for a period appropriate to the climate claim, with leakage and reversal risks addressed.
- Additional human intervention: the removal must result from an intentional human action beyond natural processes that would have occurred anyway.
These tests prevent common category errors. Capturing CO₂ from a coal plant or cement kiln before it reaches the air can reduce emissions, but it is not automatically atmospheric removal: the captured carbon may be fossil carbon that never entered the atmosphere. A project can involve carbon management without qualifying as CDR under the IPCC definition.

What does carbon avoidance mean?
Carbon avoidance describes an intervention that prevents an expected emission. Replacing a high-emitting electricity source with a lower-emissions source, insulating a building so it uses less fuel, or improving an industrial process can all avoid emissions compared with what would otherwise have happened.
Every avoidance number is conditional. It is calculated against a baseline or counterfactual: the likely emissions without the project, policy or behavior change. The baseline should reflect realistic equipment, operating practices, demand, grid conditions and the time period being assessed. If the baseline assumes an implausibly dirty alternative, the project will appear to avoid more emissions than it actually does.
Avoidance can mean preventing new emissions or reducing emissions that would otherwise occur; it does not mean extracting historical CO₂. It also does not imply that emissions fell to zero. A lower-emissions activity may still emit greenhouse gases, just fewer than its reference case.

Removal and avoidance compared
| Question | Carbon avoidance or reduction | Carbon removal |
|---|---|---|
| What happens to emissions? | Emissions expected under a baseline are prevented or reduced. | CO₂ already in the atmosphere is extracted and stored. |
| What must be demonstrated? | A credible counterfactual, measured project emissions and the difference between them. | Atmospheric CO₂ origin, durable storage, additional human intervention and the project’s own emissions. |
| Typical examples | Energy efficiency, replacing a high-emitting energy source, or reducing process fuel use. | Direct air capture with storage, soil carbon sequestration, biomass carbon removal and storage, enhanced mineralization, ocean-based CDR, and afforestation or reforestation. |
| Main failure risk | An inflated or unrealistic baseline makes the avoided amount look too large. | Stored carbon leaks or is released, or the activity would have happened naturally without the claimed intervention. |
| Climate role | Slows the flow of new greenhouse gases into the atmosphere. | Can counterbalance some residual emissions and address legacy CO₂, but does not replace deep cuts. |
The table is a conceptual comparison, not a universal certification standard. Individual projects can combine reduction, avoidance and removal, so each component needs to be described separately.

CDR pathways differ in where they capture carbon and how they store it. The U.S. Department of Energy lists the following categories on its Carbon Dioxide Removal page.
Direct air capture with durable storage
Machines pass ambient air over chemical filters or other sorbents that bind CO₂. Heat, pressure or another process releases a concentrated stream for injection into geological formations or conversion into a product. The climate result depends on the energy source, construction emissions, transport and the permanence of the storage. Removing one tonne from air does not mean one net tonne was removed if the process emitted a substantial amount elsewhere.
Soil carbon sequestration
Changes such as cover crops, altered grazing, compost applications or reduced disturbance can increase carbon held in soils. Soil storage is distributed and can be useful alongside agricultural benefits, but it is vulnerable to drought, fire, erosion and future land-management changes. Monitoring must account for variable soil measurements and the possibility that gains reverse.
Biomass carbon removal and storage
Plants absorb atmospheric CO₂ as they grow. Biomass can then be converted to stable forms, burned for energy while capturing the CO₂, or otherwise stored. Accounting has to include land-use change, fertilizer, harvesting, transport, processing, regrowth and the time needed to repay any carbon debt created by removing biomass.

Enhanced mineralization
Reactive minerals can be spread on land or processed so they react with CO₂ to form stable carbonate minerals. The approach aims for long-lived storage, but mining, grinding, transport and verification of reaction rates affect net removal. Local water chemistry and by-products also require assessment.

Ocean-based CDR
Ocean approaches seek to increase uptake or storage of atmospheric carbon in marine systems. Because ocean chemistry, circulation and ecosystems are complex, projects must evaluate permanence, ecological effects and monitoring methods as well as the amount of CO₂ transferred.
Afforestation and reforestation
Establishing trees on appropriate land can move atmospheric carbon into biomass and soils. The credited removal is not guaranteed indefinitely: wildfire, pests, drought, harvest or land-use conversion can return carbon to the atmosphere. Projects should distinguish new human-caused removals from forests that would have regenerated without the intervention.
Why emissions cuts still come first
The IPCC says CDR can counterbalance hard-to-abate residual emissions, but it cannot substitute for deep emissions reductions. The IPCC Working Group III Chapter 12 discusses this complementary role.
Reducing emissions avoids the need to manage those molecules later and lowers near-term atmospheric loading. Removal is still needed in many pathways for residual emissions from sectors such as agriculture, some industrial processes and transportation, and for drawing down part of the CO₂ already accumulated in the atmosphere. Treating removal as permission to delay available cuts increases dependence on uncertain future storage and raises the amount that would eventually need to be removed.
The DOE summarizes this relationship: “Paired with simultaneous deployment of mitigation measures and other carbon management practices, CDR is a tool to address emissions from the hardest to decarbonize sectors—like agriculture and transportation—and to eventually remove legacy CO₂ emissions from the atmosphere.”
What the IPCC’s 74% statistic does—and does not—say
In the IPCC’s 2022 modelled pathways, at the point those pathways reach net-zero greenhouse-gas emissions, about 74% (range 54–90%) of global emissions reductions come from CO₂ reductions in energy supply and demand. About 13% (4–20%) comes from CO₂ mitigation options in agriculture, forestry and other land use (AFOLU), and 13% (10–18%) from non-CO₂ reductions across land use, energy and industry. The figures appear in the IPCC Working Group III Summary for Policymakers.

These percentages describe reductions in modelled pathways at the net-zero point. They are not a universal ratio between avoidance and removal, nor measurements of the contribution of every project or country. They should not be read as saying that 74% of all climate action is “avoidance” or that removals account for a fixed 13%.

Whether you are reading a project description, a corporate inventory or a policy proposal, use the following sequence. It separates a genuine removal claim from an avoided-emissions claim before you assess its size.
- Identify the intervention. Is it changing an activity so less is emitted, or is it extracting CO₂ from air, biomass or a related atmospheric pool?
- Check the carbon’s origin. For removal, ask whether the carbon was atmospheric. Fossil CO₂ captured at a point source is not automatically CDR.
- Define the baseline. For avoidance, identify what would probably have happened without the intervention. Look for evidence about equipment, demand, grid mix, land use and project timing.
- Count the project’s own emissions. Include energy, materials, construction, land preparation, transport, processing and disposal. A gross capture or avoided amount is not the same as a net climate benefit.
- Examine storage duration and reversal risk. Geological storage, mineral carbonates, soils, forests and ocean reservoirs have different monitoring needs and failure modes. Ask what happens after the stated crediting period.
- Test additionality. Would the action have occurred because of existing law, economics or normal practice? If yes, claiming the full climate benefit as an additional project result may overstate impact.
- Look for leakage and displacement. A project may shift emissions elsewhere—for example, by moving land-clearing pressure or changing energy demand—so the boundary must include plausible indirect effects.
- Keep categories separate. Report avoided reductions, direct removals and any residual emissions as distinct quantities. Combining them into one number hides the underlying assumptions.
Worked examples
Replacing a fossil-fuel power plant
Suppose a grid adds wind generation instead of operating a gas unit that would have produced the same electricity. The climate claim is avoided emissions. The calculation compares the wind project’s lifecycle emissions with the gas plant’s expected emissions under the selected baseline. No atmospheric CO₂ is extracted by the wind turbines, so this is not carbon removal.
Capturing CO₂ from ambient air
A direct-air-capture facility uses electricity and heat to separate CO₂ from surrounding air and injects it into a verified geological formation. If the energy, materials and transport emissions are counted and the storage remains secure, the net result can qualify as CDR. If the facility instead captures CO₂ from a concentrated fossil exhaust stream, it may reduce emissions but does not meet the atmospheric-origin test merely because the gas is captured.
Restoring a forest
Planting trees on land that would otherwise remain unforested can remove atmospheric carbon as the trees grow. The claim must consider whether the land would have naturally regenerated, emissions from site preparation and maintenance, permanence risks and the carbon stored in soil and harvested products. The project’s additional removals are different from avoided emissions that might result from preventing a separate deforestation event.

Common misunderstandings and how to correct them
“Captured CO₂ always means removal”
Capture location matters. Removing fossil or industrial CO₂ before it enters the atmosphere can be valuable emissions control, but CDR specifically concerns atmospheric CO₂. State the source stream instead of using “removal” as a blanket term.

“An avoided tonne is the same as a removed tonne”
An avoided tonne depends on a counterfactual and prevents a future release. A removed tonne requires physical transfer of atmospheric carbon into storage. Their monitoring, uncertainty and permanence obligations are different.
“Biological storage is permanent”
Forests and soils can store carbon for years or decades, yet fire, drought, pests, harvest and land-use change can reverse gains. Duration and reversal risk should accompany every biological-removal claim.
“Net zero means emissions can continue if removals are available”
Net-zero pathways still require deep reductions. Removals address residual emissions that are difficult to eliminate and may draw down legacy CO₂; they are not a reason to postpone feasible cuts.
“A large gross number proves climate benefit”
Gross tonnes can omit energy use, supply-chain emissions, leakage or non-additional activity. Evaluate net lifecycle impact and explain the uncertainty rather than presenting a capture total as a guaranteed atmospheric result.
Choosing the right language in reports and products
Use “emissions avoided” or “emissions reduced” when an intervention changes the baseline activity. Give the baseline, timeframe, geography and included lifecycle emissions. Use “carbon dioxide removed” only when atmospheric origin, additional human intervention and durable storage are documented. If a project combines categories, publish separate line items for avoided emissions, gross removals, project emissions and net removals.
Also specify whether a figure is a forecast, a measured result or a modelled estimate. A forecasted removal capacity is not equivalent to tonnes already removed and stored. A one-year reversal guarantee is not equivalent to permanent storage. Clear labels let readers compare claims without treating unlike quantities as interchangeable.
Bottom line for climate decisions
Use avoidance and reduction to stop emissions wherever practical. Use carbon removal to deal with atmospheric CO₂ that remains after those cuts and with residual emissions that are technically or economically difficult to eliminate. Evaluate every claim through the same questions—what carbon is affected, compared with which baseline, stored for how long, with what additional intervention and lifecycle impact—but do not collapse avoidance and removal into a single category. Their purposes are different, and credible climate strategies need both.
