Caps Lock toggles uppercase-letter entry; Control (usually labeled Ctrl) is a modifier you hold while pressing another key to trigger a shortcut. They have different default jobs, though some systems let you reassign one key to perform the other’s action.
What does Caps Lock do?
On a typical keyboard, Caps Lock switches alphabetic typing into uppercase mode until you turn it off. It affects letter entry rather than serving as the ordinary shortcut modifier.
What does the Control key do?
Control is normally held down while you press a second key. The combination invokes a command, and the exact result can depend on the operating system and application. For example, Windows documents Ctrl+A to select all and Ctrl+C to copy. Microsoft’s Windows keyboard-shortcut list includes other common combinations and notes that some shortcuts vary by app.

Can Caps Lock be made to act like Control?
Yes, on macOS you can assign the Control action to the Caps Lock key. Open Apple menu > System Settings > Keyboard > Keyboard Shortcuts > Modifier Keys, choose the relevant keyboard if prompted, then set the Caps Lock key’s action to Control. This changes what that physical key does; it does not make the names “Caps Lock” and “Control” interchangeable. The setting applies to the selected keyboard, and menu wording or availability can vary with macOS version.
Why might Caps Lock behave differently?
Accessibility features

Language and input-method settings
With certain Japanese keyboard configurations, Microsoft Japanese IME can use Caps Lock to switch between Hiragana and Alphanumeric mode. That is an input-method-specific function, not the general purpose of Caps Lock on an alphabetic keyboard. Details are in Microsoft’s Japanese IME documentation.

No single physical position should be assumed across every keyboard layout or model. Apple’s remapping instructions specifically acknowledge that some users expect Control where Caps Lock sits. The key’s printed label, its assigned action, and the shortcut behavior available in a particular app or system are related but distinct.
