If you can’t place or edit a command block on a Minecraft server, check three things: whether command blocks are enabled for the server’s version, whether you are an operator (OP) with permission level 2 or higher, and whether you are in Creative mode. The enablement setting changed in Java Edition 1.21.9, so first identify the server version and use the matching fix below.
First, identify the server version
Use the version the server is actually running, not just the version selected in your Minecraft launcher. Check the server’s host panel or startup information. The distinction matters because Java Edition 1.21.8 and older use a setting in server.properties, while 1.21.9 and newer use a game rule.

The setting moved from enable-command-block to a game rule in 1.21.9, then the game-rule name changed to command_blocks_work in 1.21.11. If you are on 1.21.9 or 1.21.10, use the intermediate name rather than copying a command written for a later release.
Enable command blocks on Java 1.21.8 or older
- Stop the server. Do not edit
server.propertieswhile the server is running; the server may save its own copy over your changes. - Open the correct
server.properties. If you manage more than one server or world, confirm that you opened the file for the instance you are joining. - Find the command-block setting. Set the line to
enable-command-block=true. Keep the line formatted without spaces around the equals sign. - Save the file and confirm that the change was written.
- Start the server again. A full stop and start is required for this property to take effect.
The default for this property is false, so a server that has not had the setting enabled may reject command-block interaction. The message “Command Blocks Are Not Enabled on This Server” indicates that command-block editing is disabled; check this setting if you see it.

Why /reload does not fix this version
/reload re-reads datapacks and functions. It does not re-read server.properties, so it cannot apply a changed enable-command-block value. If you changed the property but did not stop and restart the server, do that rather than repeatedly reloading.
Enable command blocks on Java 1.21.9 or newer
On these releases, do not look for enable-command-block in server.properties; the property was replaced by a game rule. Run the command from the server console or in-game as an operator. It takes effect without a restart.
Java 1.21.9 and 1.21.10
Run:

/gamerule command_blocks_workFor 1.21.9 or 1.21.10, substitute commandBlocksEnabled for command_blocks_work. Use the game-rule name that matches the server version; an outdated name can make a copied instruction fail.
Check your player permissions and game mode
Enabling command blocks at the server level does not automatically let every player place or edit them. The player interacting with the block must be an operator with permission level 2 or higher, and must be in Creative mode.
Confirm OP status
Try an operator-only command such as /time set day. If you cannot run it, ask the server owner or administrator to grant you OP. An operator permission level of 2 or higher is required to place and break command blocks and open their editing interface.

The op-permission-level property controls the level granted when a player is made an operator; its documented default is 4. If an OP player still cannot interact with command blocks, have the administrator check the level configured for the server and the player’s operator status.
Switch to Creative mode
Command blocks can be placed in Creative mode. If you have the required permissions but cannot place one, switch modes with:
/gamemode creativeOnce the block is placed, use its interface to enter or change the command. If the server-level setting is disabled, having OP and Creative mode will not override it.

Command blocks do not have unrestricted operator powers
Commands executed by a command block run at operator level 2. That is enough for command-block use, but it does not let the block run higher-level administrative commands such as /op, /ban, or /stop. If a command block rejects one of these, the limitation is its execution permission level—not necessarily a placement or enablement problem.

Still can’t place or edit a command block?
Work through these checks in order, changing one thing at a time so you can identify what was responsible.
- Verify the server version. Use the server’s version, then choose the matching property or game-rule name. Do not assume the client version determines the server’s setting.
- Check the server-wide enablement. On 1.21.8 and older, confirm
enable-command-block=truein the correct file and fully restart. On newer versions, query the matching game rule and set it totrueif needed. - Check the exact symptom. “Command Blocks Are Not Enabled on This Server” points to the server setting being off. If the block is enabled but you cannot place, break, or edit it, check your OP level and Creative mode.
- Confirm the property edit persisted. On older versions, stop the server before editing, save the file, check the equals-sign formatting, and make sure it is the file for the server you are joining.
- Use a full restart for the property change. A datapack reload is not a substitute. This restart requirement applies to the older
server.propertiessetting, not the newer game rule. - Have an administrator verify OP level. OP status alone may not be enough if the configured permission level is below 2.
Protect a public server when enabling command blocks
Command blocks can perform powerful actions. An OP player—or someone able to place blocks in a loaded region—may use them to grant operator status, give items, or wipe the world. Enabling command blocks is therefore also an access-control decision, particularly on a public server.

Limit who can build in areas where command blocks can be placed, and consider a region-protection plugin on public servers. Give command-block access only to players you trust with the consequences of the commands they can set up.
What about Bedrock Edition?
This guide covers Minecraft Java Edition servers. Bedrock uses settings such as “Command Blocks Enabled” or “Allow Cheats,” but the Java version-specific steps above do not establish the correct Bedrock procedure. Check Bedrock-specific server documentation rather than applying Java commands or property names.
