Yes. Matter devices can usually keep communicating and responding inside your home when the internet connection fails, as long as the local network, controller, device power and any required radio links remain available. The Connectivity Standards Alliance (CSA) describes Matter as a local connectivity technology and says that Matter devices maintain functionality within the local network during an internet outage. That guarantee covers local operation, not every setup, cloud, app or remote-access feature.

What “offline” means for a Matter smart home

An internet outage and a network outage are different events. Your internet service is the connection from your home to your ISP and the wider internet. Your local network is the Wi-Fi, Ethernet or Thread-connected environment inside the home, normally coordinated by a router or access point. A router can lose its WAN/ISP connection while continuing to provide Wi-Fi and Ethernet locally.

Matter uses IP networking over Wi-Fi, Ethernet and Thread. When those local paths still work, a compatible controller can exchange commands with devices without sending every command to a cloud server. In its April 28, 2025 network guidance, the CSA states: “Even if your connection to the internet goes down, Matter devices will maintain functionality within your local network.”

That statement does not mean a Matter product is independent of all infrastructure. Local operation can stop if the router or access point fails, the controller is unavailable, a Thread network loses its required border-router function, a device loses power, or network isolation prevents the controller and device from seeing one another. “No internet” is therefore narrower than “no Wi-Fi,” “no Ethernet,” “no controller” or “no electricity.”

Which functions work during an outage?

Situation What generally happens What remains necessary
ISP or WAN internet outage while the home LAN is running Local Matter commands can continue between the controller and devices Powered devices, a functioning local network and an available controller
Wi-Fi, Ethernet or relevant Thread path is down The controller may be unable to reach devices Restore the local network path used by that device
Controller or compatible smart-home hub is unavailable Controller-dependent commands and automations may stop The selected platform’s controller must remain powered and reachable
Device has no power That device cannot respond, regardless of internet status Continuous power or a charged battery, as applicable
Home network uses guest isolation Commissioning and local controller-to-device traffic can be blocked A network configuration that permits local communication
You are away from home during an ISP outage The normal cloud or remote path is generally unavailable An internet-connected controller at home, or a product with its own internet path and manufacturer app

The exact result depends on the device, platform and controller. Matter defines local connectivity, but it does not make every manufacturer feature local or make every ecosystem behave identically.

How Matter communicates locally

During normal operation, a Matter device and its controller use an IP network. A Wi-Fi or Ethernet product communicates through the home LAN. A Thread product uses the Thread mesh and relies on the platform’s Thread border-router arrangement to connect that mesh to the rest of the local IP network. Bluetooth Low Energy (BLE) is primarily used for commissioning rather than ordinary command traffic.

This design is why an internet outage can be survivable: a command such as turning on a light does not inherently need to travel to a remote server. The controller and device can exchange it locally. Whether a routine, scene or automation also continues is a controller-specific question. Check that platform’s documentation for local execution instead of assuming that every automation is guaranteed to run without cloud access.

Can you set up a Matter device without internet?

Often, but not universally. Standard Matter onboarding commonly uses a QR code or numeric setup code and BLE to establish the initial connection between the commissioning phone or controller and the device. The CSA’s Matter 1.4.1 setup guidance describes these onboarding mechanisms.

Manufacturers can add their own commissioning steps. A product-specific flow may send you to a manufacturer URL, require an account, download firmware or perform another cloud-backed action. In that case, the initial setup can require internet even though local control after setup does not.

Commissioning checklist

  1. Confirm the platform and controller. Make sure the phone, smart speaker or hub you intend to use supports Matter and the device’s transport, such as Wi-Fi or Thread. A separate hub is not automatically required; some compatible smart speakers and hubs include a Matter controller.
  2. Use the primary home network. Connect the commissioning phone and the device’s intended controller to a network that permits local communication. Avoid a guest SSID with client isolation.
  3. Power the device and place it within range. Wi-Fi, Ethernet or Thread reachability matters even when the ISP is offline. For a Thread product, the required Thread border-router infrastructure must also be operating.
  4. Start the platform’s Add Matter Device flow. Scan the Matter QR code or enter the numeric code when prompted. BLE may be used to pass initial credentials and establish the commissioning session.
  5. Complete any product-specific step. If the app opens a manufacturer website or requests an internet-dependent action, finish that step while online. Do not infer from Matter’s local design that every vendor’s onboarding flow is offline-capable.
  6. Verify local control. After commissioning, operate the device while the phone and controller are on the same home network. This confirms that local communication is possible before you need it during an outage.

What you can control at home without internet

At-home control can continue when the local network remains intact. A phone on the same LAN, a local controller, or another approved Matter control surface can send commands to a device through that network. The internet outage does not by itself remove the Matter fabric or erase the device’s credentials.

Cloud-dependent functions are a separate matter. A manufacturer dashboard hosted online, account synchronisation, cloud history, voice processing that requires a remote service, firmware downloads and integrations that call an external API may be unavailable. The device can still respond locally while those extras fail. Treat each feature as either local or cloud-backed rather than treating the whole product as simply online or offline.

Can you control Matter devices while away from home?

Usually, away-from-home control needs an internet-connected controller in the home. The CSA says Matter-only devices require such a controller for remote access. Your remote app connects over the internet to the controller at home, and the controller then communicates locally with the Matter devices.

If the home’s internet connection is down, that remote route normally cannot reach the home, even though someone standing inside the house may still control the devices locally. Some products also connect directly to the internet for remote control through a manufacturer app. That is a separate product capability, not a property shared by all Matter devices, and it may have its own account and service requirements.

Do Matter devices need a hub?

There is no universal rule that every Matter purchase requires a separate box. A Matter controller may be built into a smart speaker, display, hub or another platform device. The controller is the component that commissions devices and provides the control path; the exact requirement depends on the ecosystem and device type.

A controller is especially important if you want coordinated control, scenes, routines or access while away from home. Before buying hardware, identify which platform you will use, whether one of your existing devices already includes a controller, and whether it supports the Matter transport involved. Buying a standalone hub is an option when your chosen platform needs one, not a blanket remedy for an internet outage.

Network settings that make offline operation reliable

Keep controllers and devices on a communicative network

The CSA warns that guest Wi-Fi isolation can prevent both setup and normal controller-to-device communication. Put the commissioning phone, controller and Matter devices on network segments that can communicate locally. If your router offers client isolation, WLAN isolation or a guest-only firewall, review those settings before troubleshooting the Matter device itself.

Be cautious with multiple routers and split network names

Multiple routers, separate subnets or bands configured with restrictive policies can make devices appear to be on Wi-Fi while still blocking local discovery and control. Router documentation is the right reference for multicast, isolation and inter-network rules; Matter’s local design cannot bypass a firewall that deliberately blocks the traffic.

Consider coverage, not internet speed

The CSA conditionally suggests modern mesh Wi-Fi for large homes or homes with many Wi-Fi Matter devices. That advice addresses local coverage and capacity. A new router is not a general requirement for offline Matter operation, and it will not restore control if the controller is powered off or a device has lost power.

How to test your own outage resilience

  1. List the devices, controller and network components that must remain powered for your chosen platform.
  2. With everything working, operate each device from a phone or control surface on the home LAN.
  3. Simulate loss of internet while leaving the router, access points, controller and devices powered. The exact way to disconnect the WAN link varies by router and ISP; avoid turning off the LAN equipment you are testing.
  4. Repeat the local commands and observe which routines, scenes or voice features continue.
  5. Restore internet access and test away-from-home control separately. A successful local test does not prove that remote access will work during the same outage.

Record the results by feature. For example, a light command may work locally, while a cloud history page or remote app action fails. This gives you a practical dependency map for your home instead of relying on the label “Matter” alone.

Troubleshooting when a Matter device stops responding

The internet is down, but local control should work

  • Check that the router and access point still broadcast the home network.
  • Confirm the controller is powered and connected to the same local network as the device.
  • Check the device’s own power, batteries and status indicators.
  • For Thread devices, verify that the required Thread border-router component is running.

Setup fails or the device cannot be discovered

  • Move the phone and device off a guest SSID with isolation enabled.
  • Place the phone, controller and device on a network configuration that allows local discovery.
  • Follow the product’s QR-code or numeric-code process and complete any manufacturer URL step that requires internet.
  • If the product uses Thread, confirm that your selected platform supports Thread commissioning and has the necessary local infrastructure.

At-home control works but remote control fails

This pattern usually indicates that the local Matter path is healthy and the missing component is the internet-connected home controller or the manufacturer’s remote service. Restore the home internet connection or consult the platform’s remote-access requirements. Do not replace a working local controller merely because the away-from-home path is unavailable.

Choosing between two Matter setups for outage resilience

Compare setups by dependency, not by the Matter logo alone. Ask these questions before committing to a platform:

  • Local functions: Which commands, scenes and routines are executed by the local controller?
  • Controller continuity: Does the controller remain operational and powered when the WAN connection disappears?
  • Commissioning: Does the product complete setup with code and BLE, or does its custom flow require an internet URL?
  • Network design: Are the device and controller on a communicative primary network rather than an isolated guest segment?
  • Remote requirement: Do you need to control the home while away during an outage, and does the platform provide a path for that?

Official CSA guidance establishes the local-versus-remote distinction, but it does not establish that every ecosystem implements automations, app features or recovery behavior identically. Verify the exact device and platform documentation for any model-specific promise.

Bottom line

Matter is designed for local connectivity, so an internet outage does not automatically disable your smart home. If the home LAN or Thread infrastructure, controller and device power remain available, local control can continue. Setup may still need internet for a vendor-specific step, remote control from outside the home generally needs an internet-connected controller, and guest-network isolation or failed local equipment can interrupt operation even when the ISP connection is healthy.
