Sometimes—but it depends on what has failed. If your router’s Wi-Fi is still working and only internet access is down, your phone and Chromecast may still communicate locally, although the app or video service may require internet. If the Wi-Fi network itself is unavailable, ordinary casting cannot work until both devices join another shared network. A mobile hotspot may help, but compatibility depends on the devices and app.
First check whether Wi-Fi or only internet access is down
Wi-Fi is the local network connecting your phone and Chromecast. Internet access is the router’s connection to online services. Google’s usual Cast setup requires the sending device and Chromecast to be on the same Wi-Fi network; that local requirement does not mean every streaming app can play without internet. Google’s casting instructions describe the normal shared-network flow, but do not promise universal offline playback.

For downloaded titles or app-specific offline behavior, check the app’s current instructions. Google’s general Cast guidance does not establish whether a particular download can be cast offline.
If the router’s Wi-Fi is still up, try casting over the local network
Keep the phone and Chromecast on the same Wi-Fi network even if the router has lost its internet connection. Open the app and try casting. If the Chromecast appears but playback fails, the app or selected content may need an online connection; local device discovery alone cannot supply one.

Google lists at least 20 Mbps high-speed internet and a 4K-capable display as requirements for 4K content. That figure applies to Google’s stated 4K requirements; it is not a universal minimum for local device discovery or a guarantee of offline playback. Google’s device requirements also note that features and performance can depend on the app, device, network, availability, and subscription.
If Wi-Fi is gone, use another shared network
Ordinary casting needs the phone and Chromecast to share a Wi-Fi network. A phone hotspot can create a possible replacement network: connect the Chromecast and the casting device to it, then try casting. This is conditional rather than a guaranteed fix—Google’s reviewed guidance does not validate every hotspot, phone, Chromecast generation, or one-phone arrangement. Check your app’s requirements and mobile carrier plan; streaming over a hotspot can use mobile data.

Google says its streaming devices remember one Wi-Fi network at a time. After changing networks, you may need to forget the old one and connect the Chromecast to the new network. The steps depend on the device.

- On the TV, open the device’s Wi-Fi settings.
- Forget or disconnect from the old network, then select and set up the new Wi-Fi network.
- Connect the phone you will cast from to that same network and try casting again.
Chromecast (3rd generation or older), Chromecast Ultra, or Chromecast Audio
- Open the Google Home app and select the device.
- Open Settings, then Device information, then Wi-Fi.
- Choose the option to forget the network, then set up the Chromecast on the new shared Wi-Fi network.

If Chromecast does not appear as a Cast target
- Check that the phone and Chromecast are connected to the same Wi-Fi network, rather than separate guest or isolated networks.
- Check the router or extender for AP isolation or client isolation. These settings can block devices on the same Wi-Fi from communicating. Google’s Cast setup troubleshooting explains the issue.
- Google’s Chromecast and Google Nest/Home setup troubleshooting also identifies UPnP and multicast as relevant to discovering devices on the same Wi-Fi. Public, hotel, or guest networks may restrict that communication.
- On Google TV, check that the Google Cast system app is enabled, then restart the device if casting remains unavailable. See Google TV’s Cast troubleshooting guidance.
Guest mode is not a current workaround: Google says Chromecast Guest mode is no longer supported. A visitor should join the host’s Wi-Fi network to cast. Google’s guest-mode page gives the current status.
