Roku’s streaming channels and online services need internet access. You can still use a Roku TV as a screen for some locally available content after setup—such as a connected HDMI device, compatible USB media, or, depending on the TV’s model and software, an antenna. A separate Roku player or Streaming Stick is not a general offline player, and standard setup requires an internet connection.
What using Roku without internet actually means
There are two different questions: whether Roku can stream online video without internet, and whether a Roku device can display content supplied another way. The first answer is no. Roku streaming channels cannot fetch internet video while disconnected. Roku’s unlinked-mode guidance also says streaming services, including Store apps, are unavailable in that mode (Roku: Use your TV in unlinked mode).
The second answer depends on what hardware you have and whether it has already been set up. A Roku TV can accept picture and sound from an external source through its inputs. Some Roku devices can play personal media from USB. Antenna viewing is documented by Roku, but recent reporting described an offline-access issue on some Roku TVs, so do not assume that route works identically on every model and software version.

For a Roku streaming player or Streaming Stick, Roku’s standard setup sequence includes connecting to a network, downloading software updates, and activating a Roku account. Some models support Ethernet as an alternative to Wi-Fi, but that is still an internet connection (Roku player setup).

Roku says its branded TVs need internet to complete setup. Some Roku TV systems may offer a “Connect to the Internet Later” option and limited unlinked use, but availability depends on the system; it is not a dependable way to initialize any Roku device offline (Getting to know your Roku TV; Use your TV in unlinked mode).
If you have internet briefly, use it to complete setup and install needed updates or apps before relying on offline playback. A phone hotspot can provide temporary internet, but updates and streaming can consume mobile data; check your carrier plan before connecting (Roku: Connect Roku to the internet). A hotspot is a temporary internet connection, not offline viewing.

Use a Roku TV with an HDMI source
After setup, a Roku TV can work as a conventional display. Connect a source such as a Blu-ray or DVD player, game console, cable box, or satellite box, then use the TV remote’s Input or Source control to select that HDMI input. The external device supplies playback; Roku’s streaming services are not involved. Roku describes these external-input options in its unlinked-mode guidance (Roku: Use your TV in unlinked mode).

A laptop with a saved video can also be connected by HDMI as a general external-source option. The laptop must be able to play the file locally, and the cable and available ports must match the devices. A cable or satellite box may still require its provider service or subscription.
A separate Roku player or Streaming Stick is itself an HDMI source. It does not turn another television into a display for a laptop or other device plugged into that television; select the television’s own input for those sources.
Play personal media from USB, if your Roku supports it
Roku Media Player can play personal photos, music, and videos from USB storage on Roku hardware with a USB port. Roku says inserting a drive can prompt you to install the app if it is missing, which can be a problem if you have already gone offline. Check that the app is installed before disconnecting (Roku Media Player: USB and network media).

- Check the hardware: Not every Roku device has a USB port.
- Check the app: Install Roku Media Player while online if your device needs it.
- Check the files: Format support varies by device and firmware. Unsupported file types may not appear, and DRM-protected files are not supported.
- Check the drive: A USB flash drive is useful only if the Roku has a compatible port and the files can be read by the installed player.
Roku also documents playback from a DLNA media server on the same network. That is local-network playback, not a way to use Netflix or other internet channels without internet. A router can provide a local network without internet, but the exact setup depends on the devices and network configuration.

Watch antenna or cable channels—with a model caveat
Roku says a Roku TV can be disconnected after setup and used for Live TV through an antenna. Its antenna guidance also says internet is needed to complete TV setup and use Live TV features (Getting to know your Roku TV; Watch cable or satellite TV on Roku TV).
That general guidance needs a current qualification: on April 1, 2026, TechRadar reported that a Roku TV software or interface change had affected access to antenna channels while offline and that Roku expected a fix. The available information does not establish whether the issue is resolved across all models and Roku OS versions (TechRadar’s offline antenna-access report). If antenna viewing fails, connect the TV briefly to the internet to check for updates and model-specific guidance before concluding the antenna or reception is at fault.

For cable or satellite, the provider’s box supplies programming through an input. That is separate from Roku streaming apps and may still depend on the provider’s equipment, service, or subscription.
Troubleshoot the offline option you want to use
- Identify the device: Determine whether you have a Roku TV or a separate Roku player or Streaming Stick. USB and antenna options are not interchangeable across those device types.
- Check setup status: If setup or activation was never completed, connect to the internet first. A streaming player’s standard setup includes updates and account activation.
- Select the right source: On a Roku TV, use Input or Source to choose the HDMI device or antenna input. A separate Roku player is not a pass-through for other devices connected to the TV.
- For USB, verify compatibility: Confirm the Roku has a USB port, Roku Media Player is installed, the file format is supported, and the file is not DRM-protected.
- For antenna, check the TV and software: Confirm the antenna is connected to the TV’s antenna input and account for the reported offline-access issue. If needed, connect temporarily to check for a software update.
- If internet is needed temporarily: Use Wi-Fi, supported Ethernet, or a phone hotspot. Monitor cellular use if you choose a hotspot.
What you cannot rely on offline
- Netflix and other Roku streaming channels cannot deliver online video without internet.
- A Roku mobile app should not be assumed to control a Roku on a disconnected network. Use the physical remote for the offline methods described here.
- USB storage does not guarantee that every video file will play; device, firmware, format, and DRM restrictions apply.
- A phone hotspot does not make streaming offline; it provides internet over cellular data.
Can you update a Roku TV without connecting it to the internet?
Roku publishes a manual USB update procedure for some Roku TV systems, but that does not remove the internet requirement from every setup path. Roku’s update guidance distinguishes systems that can use a USB update from systems that require internet for setup. Check the instructions for the TV’s exact model and system before depending on a USB update (Roku: Update an unconnected Roku TV by USB).
